Job Summary

The Operational, Technology and Cyber Risk (OTCR) organisation is instrumental in protecting and ensuring the resilience of Standard Chartered Bank’s operations, data, and IT systems by managing operational, technology and cyber risk across the enterprise. As a critical function reporting into the Group Chief Risk Officer (CRO), the Group OTCR team serves as the second line of defence for assuring that controls are implemented effectively, in accordance with the OTCR Framework, and for instilling a risk culture within the Bank. 

The Data Scientist will utilize advanced analytics and data science techniques to support the Operational Technology & Cyber Risk (OTCR) Transformation Programme. This role is responsible for transforming complex internal and external data into actionable insights that enhance risk management, strengthen decision-making, and support transformation objectives. By working closely with stakeholders across Risk, Technology, and the COO, the Data Scientist will integrate modelling, data management, and effective communication to enable evidence-based decisions and foster a data-driven culture within OTCR.

Key Responsibilities

Data Analysis & Modelling

  • Conduct in-depth exploratory data analysis to identify trends, patterns, and anomalies across diverse datasets.
  • Develop and deploy predictive models, machine learning algorithms, and statistical techniques, including natural language processing (NLP).
  • Perform quantitative analysis to support scenario testing, stress testing, and thematic risk assessments.
  • Ensure models are explainable, validated, and compliant with internal governance and regulatory standards.

Visualisation & Communication

  • Develop dashboards and visualisations using tools such as Power BI, Tableau, or Python-based libraries
  • Translate complex analytical outputs into clear, actionable insights for senior stakeholders.
  • Produce structured, high-quality materials for governance forums and risk committees.

Collaboration & Stakeholder Engagement

  • Partner with risk SMEs, technology teams, and business stakeholders to define analytical use cases and solutions.
  • Drive adoption of data-driven decision-making across OTCR
  • Deliver insights that enable proactive, data-driven decision-making.
  • Promote data literacy and analytical best practices across the OTCR function.
  • Support cross-functional initiatives by providing subject matter expertise in analytics and modelling.

Process & Governance

  • Design and enhance delivery and governance frameworks to ensure disciplined programme execution.
  • Embed consistent change management, risk, and reporting standards aligned to Group frameworks.

Strategy & Transformation Delivery

  • Translate OTCR strategic priorities into measurable, well-governed delivery outcomes.
  • Support the execution of transformation initiatives aligned with enterprise risk and regulatory objectives.
  • Contribute to building scalable, future-ready analytics capabilities within OTCR

Business & Programme Delivery

  • Collaborate with stakeholders across businesses, functions, and regions to deliver large-scale OTCR programmes.
  • Balance regulatory, operational, and business priorities to ensure sustainable value delivery.

 

Skills and Experience

  • Advanced statistical modelling and machine learning expertise
  • Experience in Operational, Technology, or Cyber Risk analytics
  • Strong data management, governance, and lineage capabilities
  • Ability to translate complex analytics into business insights and decisions
  • Proficiency in data visualisation and storytelling
  • Understanding of model governance, validation, and explainability
  • Familiarity with AI, prompt engineering, and large language model (LLM) applications
  • Strong stakeholder engagement and communication skills in complex environments

Qualifications

  • Bachelor’s or Master’s degree in Data Science, Statistics, Computer Science, Mathematics, Engineering, or a related quantitative field
  • Professional certifications in data science, machine learning, or analytics (e.g. Coursera, edX, or cloud certifications) are desirable
  • Additional certifications in risk analytics, operational risk, or model risk management are advantageous
  • Proven years of experience in data science, advanced analytics, or quantitative roles, ideally within financial services or regulated environments
