Job Summary
• As a Risk Manager for WRB Secured product, you are responsible to discharge the second line of defence duties for Secured Lending portfolio. This involves review, oversight, and challenge (including proposal of alternatives) of risk management actions from the First Line.
You will be therefore responsible for:
• Proactive development and deployment of credit policy management to support and influence WRB Retail Mortgage business.
• Review and provide feedback to management to ensure practicality and feasibility for the implementation of a robust credit policy.
• To develop and maintain WRB Secured credit policy and ensure that the policies adhere to Group credit policy and Regulatory guidelines.
• Ensure credit policies & guidelines are consistently applied and adhered, including within the cross-functional teams (Credit Initiation, Credit Operations, Collections etc. as applications)
• To develop and maintain a real estate appraisal program capturing the standards, in particular appraiser selection criteria.
• To establish and safeguard standards for real estate appraisal subject to guidelines in the real estate credit process standards.
• To develop and maintain valuations reporting standards in accordance with professional and Group credit standards.
• To maintain the appraisal panel and review the performance of the valuation firms from time to time based on established review criteria.
• To assess factors impacting property valuations like locality, property type, physical climate risk etc., and advise credit policy manager on such consideration in credit policy formulation.
• To establish a sound repossession and disposal of properties strategy with Collection department.
• To develop and maintain country policy on property developers and projects approvals for properties under construction.
• To maintain, review and track property developers, property projects and property concentration for mortgage portfolios.
• To establish and maintain conveyancing documentation requirements in consultation with bank Legal team.
• To maintain and review the performance of legal conveyancing panel.
• To maintain and review fire insurance firms' panel for mortgage portfolio in consultation with Banca team.
• Ensure robust MIS data quality, integrity of statistics / reports from MIS team.
• Address breaches or exceptions highlighted by Quality Assurance, Internal Audit, Enterprise Risk Review or other processes timely and effectively.

• Issuance of service agreements to panel of valuers and conveyancing law firms.
• Ensure timely review of valuers' performance and renewal of service agreements.
• Assist in ensuring new/existing loans are promptly reviewed and approvals obtained on the cases referred.
• Review and Approvals of exceptions to valuation reporting standards.
• Closely track and monitor the timely return of securing documents to the Bank by solicitor firms.
• Ensure timely review of panel of fire insurance firms for mortgage portfolio. Ensure timely action on matters related to- real estate market event & regulatory changes.

• Provide advisory to Business, CI, Lending Operations, and other stakeholders for real estate related matters and property valuation.
• Advise Business and Credit Operations on credit related issues and loan documentation.
• Provide advice on sale of foreclosed properties to Collections.
Informed
• To actively engage with conveyancing law firms for updates on changes to conveyancing practices.
• To engage with professional institute for property valuation standards updates.
• To engage with property consultants for property market updates.

• Active involvement in engaging with Group Credit for policies or procedure changes.
• Align the strategy of Risk function with business strategy and risk appetite and oversee its execution.

• Reference to Internal policies, and external laws and regulations for all processes.
• To execute and supervise automation process through risk angle to achieve seamless flow for customer experience.
• To innovate analytics for better risk management.
• Continuously improve operational efficiency and effectiveness through close co-operation with stakeholders.
Risk Management
• Responsible for identifying, assessing, monitoring, controlling and mitigating risk to Buildings-Under-Construction, with reference to Group Property Developers and Projects policy.
• Ensure material risk and related issues pertaining to Mortgage lending are reported timely to responsible governance committees.
Governance
• Awareness and understanding of regulatory framework for Mortgage.
• Perform gap analysis to existing policy / procedure with Global policy /standards or Regulatory changes to ensure compliance.
• Maintain a good relationship with external stakeholders – Law firms and Property Appraiser firm - so that they understand the Bank's position on good credit risk policies management. This will enable them to understand the Bank's expectations and perform the services to our requirements.

Qualifications
Education
• Bachelor / Master of Science, preferably with Civil Engineering / Constriction / Land / Property Management /Survey / Valuation
