Your role will include the proactive identification and comprehensive assessment of data governance risks, applying effective controls to mitigate potential issues while ensuring unwavering compliance with evolving regulatory requirements and internal policies.

Taking charge of governance oversight, you will review and refine the Group’s data governance frameworks, ensuring that they deliver robust control mechanisms aligned with industry best practices and regulatory standards.

A key aspect of your contribution involves upholding the highest ethical standards, leading initiatives that reinforce compliance with BCBS 239 and related regulatory regimes, and fostering a culture where compliance and ethical conduct are central to operations.

You will collaborate closely with a broad range of stakeholders, including Global Business Operations, Global Process Owners, Corporate & Institutional Banking, and various Data teams, to harmonise governance strategies and swiftly resolve data-related issues.

  • Define the scope and manage investigations of data quality problems highlighted through automated reports, stakeholder feedback, and thematic analyses.
  • Prioritise and triage investigation backlogs, ensuring timely and effective action based on a structured prioritisation framework.
  • Conduct detailed root cause analysis of data exceptions, incorporating knowledge of policies, processes, and system functionalities.
  • Recommend high-level corrective actions to prevent recurrence of data quality issues.
  • Coordinate with remediation teams regarding data enhancement and cleansing activities.
  • Maintain transparent tracking of issue resolution progress with regular communications to stakeholders regarding data impact.
  • Generate comprehensive data quality metrics and reports to support governance and decision-making.
  • Identify opportunities for improving investigation processes, boosting efficiency, coverage, and accuracy.
  • Assess and propose solutions for external barriers affecting investigation progress.
  • Promptly escalate risks and concerns to all relevant parties following established protocols.
  • Ensure strict adherence to information governance, data storage, and archival policies safeguarding sensitive data.

Skills and Experience

Ideal candidates will bring strong expertise in Data Governance and Management within complex financial institutions, demonstrating proven success in implementing robust data control frameworks. Key skills and knowledge include:

  • Data Lineage: Ability to track data from its source through its lifecycle, ensuring transparency and compliance across systems.
  • Data Definitions: Experience in defining and maintaining standardised data terminology to support consistent understanding organisation-wide.
  • Service Level Agreements (SLAs) for Data: Skilled in drafting, managing, and enforcing SLAs that uphold data quality and delivery standards.
  • Data Quality Management: Demonstrated proficiency in designing and executing controls for maintaining high data accuracy, completeness, and reliability.
  • Data Governance Frameworks: Expertise in establishing comprehensive governance structures that align with regulatory mandates such as BCBS 239 and evolving compliance expectations.
  • Operational Risk Management: Experience in identifying, assessing, and mitigating risks related to data assets and processes.
  • Data Change Management: Competent in overseeing changes within data environments while ensuring appropriate documentation, approvals, and audit trails.
  • Data Extraction Governance: Knowledgeable in managing compliance around data extraction, entitlement controls, and secure data sharing.
  • Reference Data & Metadata Management: Skilled at cataloguing and classifying data to enhance data usability and governance consistency.
  • Financial Markets Understanding: Awareness of the financial industry's dynamics to contextualise data governance within broader enterprise risk frameworks.

Additional advantageous experiences include involvement in data remediation and reconciliation activities, participation in end-to-end project delivery, and backgrounds in consultancy or financial service environments. Familiarity with Standard Chartered’s internal governance protocols will be a positive asset.

Qualifications

Bachelor’s degree in Finance, Business, Data Management, Information Systems, or a related field (Master’s preferred).
 
6+ years of experience in hands-on data management, data quality, data analysis, or data operations roles, with a strong focus on defining, analysing, and executing data-related tasks, along with familiarity with BCBS 239 principles.

Role Specific Technical Competencies

 

  • Advanced skills in Microsoft Excel and Access enabling sophisticated data manipulation, analysis, and reporting to support governance processes.
  • Practical experience with data analytics and visualisation tools such as Alteryx and Tableau, facilitating effective analysis and clear communication of data insights to stakeholders.
  • Relevant professional certifications or demonstrable expertise in data analysis methodologies, underpinning a strong technical foundation.
  • Comprehensive knowledge of BCBS 239 compliance requirements, particularly in data aggregation, quality standards, and regulatory reporting frameworks.
  • Proven ability to design, monitor, and continuously improve data governance frameworks within large-scale, regulated financial institutions, ensuring alignment with best practice standards and regulatory expectations.
