Job Summary
The Senior Manager, WRB Group Risk Policy & Governance is part of a small team that supports the WRB Credit Risk Type Framework and all policies, standards and authorities relating to WRB credit risk management under the Bank’s Enterprise Risk Management Framework. This role reports to the Global Head of Frameworks & Policies, WRB Risk and is a key Group role in the second line of defence for Standard Chartered Bank’s Wealth & Retail Banking business to ensure a robust policy and governance structure within WRB that enables an effective risk management outcome. The role requires detailed knowledge of credit risk regulatory frameworks, including Basel 3.1, across our major regulators such as the PRA, HKMA and MAS.
Key Responsibilities
Strategy
• Drive implementation the WRB Credit Risk Type Framework and all policies, standards and authorities that flow from that under the Bank’s Enterprise Risk Management Framework. Carry out responsibilities, as directed, with the support of the organisation at the Group, country and Business levels ensuring that the associated risks are dimensioned and being controlled.
• Collaborate with rest of group functions, direct and support country business and credit teams to implement agreed strategies.
Business
Engage country stakeholders to enable strategies that result in demonstrated improvement in overall governance and business risk management within WRB, and provide support to ensure:
• Frameworks, policies and standards are ‘fit-for-purpose’ and expand or amended when necessary.
• That non-financial risk management at a consistent and acceptable level by the respective Group and country process owners.
• Robust governance culture within the WRB Risk with high degree of self-identification for prevailing and potential risk and pre-emptive risk management.
• That the team leads by example, building the appropriate culture and values, using effective leadership, coaching and engagement.
Processes
• Support the WRB Credit Risk Type Framework to ensure that all standards and polices (including policies and standards relating to stressed assets) are aligned with the target governance frameworks and enable effective controls
• Supervise the implementation and enforcement of the stressed asset credit policies and risk control procedures for consistent applications across markets; ensure that processes are in place for the WRB Risk in Group / Region / Country to monitor adherence.
People and Talent
• Support the team to develop and embed a high-performance culture with specific focus on capability, effectiveness and productivity.
• Support the development of talent to ensure a high-quality succession pipeline at all levels and ongoing development activities that focus on the identified talent within the team.
Risk Management
WRB Credit Policy & Standards Compliance
• Support CRO, WRB and WRB Risk Management team in the delegation of origination and stressed asset authorities.
• Support a robust policy formulation, approval and implementation
• Management of dispensation approval, repository tracking and reporting
Operational Risk & Governance
• Manage the active partnership with Group Risk owners and the Global process owner to ensure adequate risk assessment and control.
• Support Global Head Policy and Governance for process ownership for Policy Formulation and Loan Impairment and Forecasting
• Carry out responsibilities, as directed, to support other WRB Risk teams at the Group, Country and Business levels.
• To ensure risks of processing failure are being actively controlled end-to-end
• Embed the Group’s values and code of conduct, as it relates to the role remit, to ensure that adherence with the highest standards of ethics, and compliance with relevant policies, processes and regulations among employees form part of the culture.
• Engage with relevant audit report findings across the relevant functions and ensure feedback is acted upon.

Skills and Experience
• The ideal candidate will have 5-10 years of risk management experience in Retail, Business Banking or Private Banking credit risk, including experience with stressed assets management or collections & recoveries. Therefore, candidates with in-country experience of credit approval (retail or wholesale), or retail credit risk management (CRM) teams will be preferred.
• Good knowledge and grasp of banking practice, financial markets, Basel RWA regulations
• Ability to prioritise multiple deliverables with demonstrable organizational, project management and time management skills. Effective collaborative skills that contribute to positive working relationships with both internal and external stakeholders.
• A strong sense of personal authority, integrity and ethics is essential.
• Strong business & financial acumen, including the ability to identify risks.
• Strong governance and enterprise risk management knowledge, especially in Consumer, SME and/or Private Bank lending area.
• Regulatory framework and requirement: awareness and understanding of the regulatory framework in which the firm operates and the regulatory requirements and expectations relevant to the role.
• Well versed with various principle and other risk types, its implication of individual and business lending and for overall function.
Qualifications
• EDUCATION: Appropriate academic training and/or experience in a relevant subject matter area such as law, finance, business or economics; Bachelor's university degree is required, and a post-graduate degree is beneficial.
• TRAINING: Completion of all certifications under the WRB credit certification governance standards; prior completion is preferred, completion required within 1 year of taking on role.
• MEMBERSHIP: GARP FRM and/or SCR would be helpful
• CERTIFICATIONS: ACRM, CRM, CCRC, BB-CFC or equivalent internal accreditations would be helpful. (A successful candidate who has not completed the full suite of WRB credit certifications will be required to do so upon joining the team.)
• LANGUAGES: Strong English written, and verbal communication skills required; relevant language abilities for other WRB markets.
