Job Summary
The role is part of the leadership team assisting the Head, CFCR FCSO Coverage in (i) oversight and challenge of the FCSO processes primarily related to data conduct risks, BCBS 239 requirements, and associated change governance, operational risk framework, and Risk and Control Self-Assessment (“RCSA”) oversight activities; (ii) providing day-to-day support to the Head, CFCR FCSO Coverage on the effectiveness of the processes and controls which includes assessment of design, management, and implementation of these processes/controls.
By extension, this work will also serve to support Country FCC heads, in that they can rely on Group’s oversight on the FCSO processes.
Key Responsibilities
Strategy
• Responsible to work with other members of the CFCR FCSO Coverage team, wider CFCR community and FCSO to assess the Data Conduct risks associated with FCSO processes, and agree on appropriate action plan to address those risks.
• Responsible for the support of pre-implementation check-and-challenge to be conducted by the CFCR FCSO Coverage team over delivery by 1LOD FCSO of systems, methodologies, and processes to meet standards laid out in Group Transaction Monitoring Standards (GTMS), Group Data Standards, and related policies
• Responsible for support of the execution of reviews across countries on a periodic/scheduled basis, preparation of reports and presentations as to findings, observations, and recommendations for senior management and stakeholders.
Business
• Support relevant stakeholders to make decisions based on Policies/Standards and market practices.
Processes
• Review Change Request Assessments (or equivalent processes) from a Data Conduct Risks perspective for FCSO processes;
• In collaboration with other specialist members of the AML team, review and challenge process and control design proposed by 1LoD in FCSO (systems, processes and outputs) and results;
• Provide backup support for RFO delegate for AML and Sanctions in all RCSA related responsibilities including review and challenge of Inherent Risk, Control design, Residual risk, Treatment Plan for Elevated Residual Risks for FCSO;
• Analyze data inputs from process owners, quality control, country / region teams, specific investigations reports/findings and analytics to assess risk over the end-to-end function.
• Perform 2LoD monitoring not supported by Assurance;
• Oversee and review MI related to FCSO Transaction Monitoring processes;
• Analyze audit findings, FCC assurance and specific investigations reports and factor in assessment of data risk in FCSO processes and FCC managed processes in 2LoD;

Risk Management
• Assist in assessment of inherent risks (where applicable), validate the Risk Identification and Risk Assessment by 1LoD and challenge treatment plan on elevated residual risks;
• Pro-actively analyses impact of data conduct related regulations/policies and standards matters on FCSO processes;
• Make recommendations (and/or implement) to relevant stakeholders on possible risk management responses to identified risks and/or findings of concerns from investigations.
Governance
• Attend relevant working group and governance meetings.
Regulatory & Business Conduct
• Display exemplary conduct and live by the Group’s Values and Code of Conduct.
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
• Lead the Group CFCR FCSO Coverage team to achieve the outcomes set out in the Bank’s Conduct Principles
• Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters
