The Global Head, Technology & Operations (T&O) Risk & Control (R&C) leads the risk management and control capabilities across Technology & Operations (T&O) and seeks to manage the risks in a more consistent and effective manner. This team has both dedicated, client-centric R&C expertise to drive proactive risk identification and remediation outcomes for critical domain areas across T&O and also specialised capabilities to provide clearer and streamlined risk management support, ensuring that our risks are governed, assessed, mitigated, and reported in a consistent manner.

Within this team, the Lead, Risk & Control Digitisation role is responsible to help drive the Risk & Control digitisation efforts, with specific emphasis on automating the Bank’s controls at source and automating our control testing, supporting the Head, Risk & Control Digitisation. The role will work closely with all the three lines of defence to ensure the Bank's risk management framework is automated, robust, efficient, and aligned with our strategic objectives.

RESPONSIBILITIES

Leadership
The role is responsible to do the following.
a)    Support the Head, Risk & Control Digitisation in leading the design, development and deployment of a comprehensive data led risk management solution, with a specific emphasis on control automation and control testing automation across the technology ICS, resilience, data and third-party principal risk types.
b)    Help develop and drive a data-led risk management digitisation agenda to digitise the way risks and controls are executed, managed and monitored at a T&O Risk & Control level.
c)    Help lead the digitisation efforts to enhance risk management processes, including the integration of advanced analytics and technology solutions, including AI.
d)    Collaborate with senior colleagues across all the three lines of defence (business units, risk management, and internal audit) to ensure the solution bring synergies to effectively identify risks, perform risk assessment, and risk mitigation.
e)    Provide guidance and support to senior management on proposed architecture plan, progress and the risks associated to the initiative.
f)    Stay abreast of industry trends and best practices in risk management and digitisation, in close collaborating with Head, Risk & Control Digitisation, and ensure advanced analytics and technology solutions are adopted for T&O Risk & Control as appropriate.

Solution Development
a)    Focus on Customer centricity to create long term value proposition for T&O Risk & Control.  
b)    Transition from significant manual control testing to automated control testing at scale, with the use of unified datalake, AI/ML capabilities and other appropriate foundational and advanced technologies.
c)    Explore and understand multiple automation initiatives run in various parts of the Bank to leverage synergies across solutions and processes, and optimise current solutions.
d)    Help implement dynamic and continuous risk monitoring rather than periodic risk assessments.
e)    Leverage single data lake and other appropriate technologies to strategically feed real-time control data from underlying systems, configurations, and infrastructure rather than relying on sample-based testing.
f)    Partner with Technology & Architecture, the Chief Data Office, GIA, and 2LoD to collaboratively design and build a holistic solution for the Bank and/or leverage solutions deployed by others.

Data Management:
a)    Support the Head, Risk & Control Digitisation to drive the creation and implementation of a unified data architecture that integrates various data sources and systems.
b)    Help oversee the development and maintenance of a common data lake to support advanced analytics and reporting.
c)    Help ensure the data lake is optimized for resilience and real-time observatory data for resilience monitoring.
d)    Work closely with T&O R&C MT and their teams to drive an effective security risk management culture and compliance mindset.
e)    Work with other Risk and Controls teams to drive efficiency, effectiveness and reduce duplication.

Processes
The role will:
a)    Support the Head, Risk & Control Digitisation to identify efficiencies in the execution process and streamline and automate wherever possible.
b)    Support the Head, Risk & Control Digitisation to identify and implement opportunities for efficiency (via A3s) across processes, systems, and infrastructure.
c)    Ensure standardisation and best practice migration across regions, segments, and functions.
d)    Support the Head, Risk & Control Digitisation to develop data gathering strategies, analyse, interpret, and produce effective data for management and business wide consumption of the reports.

People & Talent
a)    Work in close collaboration the Head, Risk & Control Digitisation, internal stakeholders, risk, and control partners across all functions to effectively embed a strong culture of risk awareness and good conduct.
b)    Track and sustain a continuous improvement and innovation culture.

Risk Management
a)    Support the Head, Risk & Control Digitisation to develop and implement a comprehensive data-led risk and control strategy that supports the Bank's overall risk management framework.
b)    Help monitor and report on the effectiveness of the risk management framework and make recommendations for improvements.
c)    Support the Head, Risk & Control Digitisation to lead the digitisation efforts to enhance risk management processes, including the integration of advanced analytics and technology solutions.
d)    Collaborate with the three lines of defence (business units, risk management, and internal audit) to ensure effective risk identification, assessment, and mitigation.

Governance

a)    Support the Head, Risk & Control Digitisation to track and follow up for timely and accurate reporting to appropriate committees.
b)    Support appropriate oversight and follow-up for resolution of high impact risk and issues.

Regulatory & Business Conduct
a)    Display exemplary conduct and live by the Group’s Values and Code of Conduct.

a)    Minimum 18 years of experience in risk management, with a focus on data-led strategies and digitisation, with experience in Programme Management, project management, technology, Cyber Security and data.
b)    A proven track record of successfully leading complex delivery initiatives in technology, risk management, Cyber Security, data, or other related areas.  
c)    A proven track record of leading and implementing digitisation initiatives in a financial institution.
d)    A track record of leading and motivating high-performing, successful teams. 
e)    Strong understanding of risk management frameworks and regulatory requirements.
f)    Excellent analytical, problem-solving, and decision-making skills.
g)    Thorough understanding of business processes, risks, threats, internal controls, and experience with complex, multi-stakeholder organisations.
h)    Strong ability to liaise with all parts of the Bank, including senior security, risk, and business stakeholders.
i)    Highly effective oral and written communication skills, with an ability to influence and to gain the respect of senior stakeholders and peers.
j)    Bachelor's degree in Finance, Business Administration, or a related field. A Master's degree or professional certification (e.g., CFA, FRM) is preferred. Professional certifications have an advantage (e.g., PCI ISA, CISA, CISSP, CISM, ITIL, PMP, CSM, CPO).
