Title: Managing Director - Head, Global Risk Services

Job Summary
We are currently hiring for the opportunity of Head Global Risk Services, at Managing Director level, to lead Group Risk Services (‘GRS’) and to ensure the effective and efficient operation of the Risk and Compliance, Financial Crime and Conduct Risk ('CFCR') Managed Service capabilities, including being the Service Deliver Owner for one of these capabilities.
The candidate will have a practioners level experience in a broad range of risk types with experience in building and running processes, service, and operations, driving regulatory technology and innovation, data and analytics, having led risk management practices in some of the underlying Product areas, ideally within the Group
- Regulatory and Policy Compliance Management, and/or
- Business Risk Identification, Analysis, Assessment, Monitoring and Insight, and/or
- Business Risk Advisory.
The Service Delivery Owner aspect of the role would have the following specific responsibilities to own day to day processes including
- operating model,
- operating effectiveness,
- execution oversight,
- prioritisation and queue management,
- escalation management, and
- issue management
- meet SLAs and process performance metrics.
- to satisfy outsourcing requirements,
- meet service delivery, quality, and operations standards.
- to ensure quality control of outputs
- ensure compliance of processes to operational risk management framework.
- continuously identify process improvements and optimise.
- to be the process owner
- to manage process risk
- ensures regulatory compliance of processes.
- to be accountable for performance metrics related to i) process output and ii) efficiency performance metrics.
In addition, role responsibilities in leading the GRS organisation are articulated below
Key Responsibilities
Strategy
- To ensure that the Risk and CFCR Managed Services capabilities are fit for purpose and that they will effectively support the delivery of the function of the future
- To ensure that there is a robust “outside-in” view of best practice which will help benchmark and challenge the GRS design
- Continue to identify areas of activity which can be brought into existing or new Managed Services
- To maintain and evolve the GRS location strategy, bringing clarity of locations where GRS will be based and the skills depth in each of those locations
- Embed a culture of continuous process improvement for efficiencies and strategically work for consistent evaluation and realising effectiveness and process efficiencies.
- To ensure that there is a clear view on which services will be provided through other GBS Centres of Excellence versus those provided through Risk and CFCR Managed Services
- Drive a service culture in GRS by aligning its SLA & performance management framework, eg: Relationship Management, SLA differentiated by service tiers, client satisfaction rating, etc.
Business
- Build and maintain an effective and constructive relationship with all Managed Service colleagues, Coverage & Specialist Teams and Business Risk Managers that is based on trust, capability, and integrity, providing timely, responsive, and quality advice and guidance to enable the business and functions to meet/ achieve their strategic tactical objectives.
- Support the integration of Managed Services into the Bank’s overall GBS strategy
- Ensure that there is regular reporting at the Risk and CFCR Management Teams
- Be responsible for the quality of day-to-day GRS operational delivery across the business and functions. This includes leadership of the GRS as a critical delivery partner in, and with the Risk and CFCR functions
Processes
- To ensure that there are meaningful KPIs for all processes run in GRS which cover not just input metrics but also output metrics showing the impact that these processes are having
- Continuously improve productivity, and efficiency by developing service metrics, monitoring performance results, and implementing appropriate actions in response
- To constantly strive to improve process by leveraging process redesign as well as existing and new technologies and identifying best practice from both the industry and also within the Group
- To have day-to-day operational accountability for one of the Managed Service capabilities
- Be responsible for the business continuity plans for GRS.
People & Talent
- Lead, inspire and motivate the teams by ensuring the vision of the function of the future and the role of GRS in delivering this is well understood
- Ensure that Managed Services teams have access to an appropriate skills and leadership development pathway, including accreditations where this is applicable
- Ensure that there is clear and robust oversight of Professional Services hiring plans and that this is regularly reported with blockers quickly identified
- Lead through example and build the appropriate culture and values. Set appropriate tone and expectations for the team and work in collaboration with risk and control partners
- Ensure a structured approach to capacity and succession planning with suitably skilled individuals identified
- Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.
Risk Management
- Implement relevant governance frameworks within area of responsibility through effective identification and control of the risks associated
- Responsible for identifying, assessing, monitoring, controlling and mitigating relevant risks
- Ensure a full understanding of the risk and control environment in area of responsibility
- Design and enhance an integrated governance structure for the robust and efficient governance processes in the function.
- Establish and maintain appropriate frameworks and procedures within the functions for monitoring, identifying, assessing and managing operational risks.
- Through assignment of direct and indirect reports, establish and maintain an appropriate framework and procedures for monitoring, identifying, measuring, assessing, reporting, and managing compliance, regulatory, financial crime, operational and reputational risks
- Provide oversight of relevant Elevated Residual Risk Treatment Plans and open audit points
- Contribute to Control Environment of Acceptable and MCA of Established
Governance
- Be responsible for designing, implementing and delivering effective governance for the GRS areas of responsibility and ensuring effective integration of Risk and CFCR within the Group’s overall governance oversight and controls.
- Have awareness and understanding of the regulatory framework, in which the Group operates, and the regulatory requirements and expectations relevant to the role.
- Be responsible for delivering ‘effective governance’; capability to challenge fellow executives effectively; and willingness to work with any local regulators in an open and cooperative manner
- Ensure oversight and tracking of the Managed Services business case outcomes with robust reporting to ensure progress is clearly highlighted
Qualifications
- Substantial experience of working in a risk and CFCR banking environment
- Substantial experience in the banking industry, including demonstrated success in a similar role in a blue-chip business of scale and complexity.
- Demonstrated track record of building, managing and improving large-scale offshore Banking operations
- Experience in working in multiple geographies, including in Asia and other emerging markets.
- Demonstrated knowledge of UK regulatory environment and requirements, as well as, ideally, knowledge of regulatory requirements in other key Group markets such as Singapore, Hong Kong, India, China or Dubai.
- Academic degree or equivalent
- Sound understanding of financial governance, oversight and control frameworks.
- Strong leadership qualities, excellent interpersonal, influencing and stakeholder management skills.
- Analytical inquisitive nature and sharp business acumen, the ability to assess risk and appropriate levels of return and thereby optimise business performance.
- Strong sense of integrity and financial independence with an ability to challenge where deemed necessary.
- Excellent communication skills, written and verbal, given the need to deliver consistent and compelling messages to internal and external stakeholders.
- Proven ability to manage highly diverse teams in widely dispersed geographies.
- Strong management and people development track record.
- High level of resilience and maturity to operate in a results driven and fast moving environment.
