Job Summary

The PMO Manager strengthens the Bank’s ability to deliver complex change at scale by providing disciplined programme governance, integrated delivery planning, and decision-grade reporting. The role leads the Programme Management Office (PMO) for a series CIB Operations Transformation initiatives, primarily supporting Financial Crime Compliance change deliveries, acting as a trusted partner to senior stakeholders and workstream leads to ensure the programme is well structured, transparently managed, and executed in line with the approved business case and Change Delivery Standards (CDS).

This role is accountable for ensuring consistent controls, reliable programme data (e.g., in Clarity / ADO), proactive risk and dependency management, and effective stakeholder engagement, so that programme outcomes, benefits and delivery milestones are achieved with clarity, pace and confidence.  

Over time, and subject to sustained delivery performance, the role may evolve to take on broader programme management responsibilities, including progression into a Programme Manager position.

Key Responsibilities

Programme Governance
•    Support the Programme Manager in establishing and maintaining the Programme governance framework (cadence, forums, artefacts) to enable consistent oversight and decision-making.
•    Coordinate and assure compliance with Change Delivery Standards (CDS) and programme controls (documentation, change control, RAID discipline), escalating non-adherence where required.
•    Enable effective governance forums by preparing Steering Committee materials (progress packs, ToR, minutes, action logs) and ensuring accurate programme data captured in Clarity/ADO

 

Planning & Execution Support
•    Support the Programme Manager in developing and maintaining an integrated Programme plan aligned to the approved business case and delivery outcomes.
•    Coordinate delivery planning inputs across workstreams to ensure initiative plans remain synchronised, dependencies visible, and milestones tracked.
•    Provide execution support and delivery assurance by monitoring progress against key milestones and highlighting risks/slippage for Programme Manager action.

 

Risk & Issue Management
•    Facilitate and support the identification and assessment of programme-level risks and issues, ensuring mitigations are defined and owners assigned.
•    Coordinate RAID governance by maintaining logs, tracking actions to closure, and escalating material risks/issues in line with programme thresholds.
•    Support effective programme oversight by ensuring risks/issues are accurately updated in Clarity and reflected in governance reporting

 

Resource Management
•    Consolidate and maintain a programme-wide view of resourcing (demand vs capacity), identifying gaps relative to delivery requirements.
•    Coordinate inputs and updates of actual and forecast resource information in Clarity to ensure accurate programme reporting and transparency.
•    Support resourcing decisions by surfacing staffing needs/constraints to the Programme Manager, including impacts to timelines and delivery plans.

Stakeholder Engagement & Communication
•    Support the Programme Manager in delivering a programme-wide communication plan, including stakeholder briefings, messaging and regular updates.
•    Serve as a central coordination point across workstreams, business units and external partners to ensure alignment, clear actions and consistent communication.
•    Support change readiness activities by coordinating training/communications (where required) and capturing lessons learned to strengthen PMO practice.

 

Tooling & Reporting
•    Deliver high-quality programme reporting (dashboards, progress reports, status updates) with clear insights for stakeholder decision-making.
•    Maintain Clarity as system-of-record by ensuring business case, change requests, milestones, RAID, dependencies and resourcing data are accurate and current.
•    Support benefits tracking by ensuring benefits forecasts and actuals are captured and reflected correctly in Clarity and governance reporting.

 

Financial Oversight
•    Support development and maintenance of programme budgets and financial forecasts in partnership with the Programme Manager and Finance stakeholders.
•    Monitor expenditure and variances against approved budgets, flagging exceptions and risks for Programme Manager review/escalation.
•    Identify efficiency opportunities across delivery activities and support the Programme Manager in pursuing agreed cost-saving actions.

Regulatory & Business Conduct

Skills and Experience

•    Experience with managing Agile and waterfall projects. 
•    Should be proficient on working with project management tools – Clarity, ADO, Confluence, MS-Office (Word, PowerPoint, excel), MS-Project, MS-Planner, MS-whiteboard, etc.
•    Should possess excellent communication and presentation skills (both written and oral).
•    Should be proficient in doing financial forecasting & budgeting.
•    Should understand end‑to‑end banking operations, including front office, operations, technology, and control functions.
•    Financial crime compliance domain experience (e.g. AML, KYC, Sanctions, Ongoing Monitoring) within a banking or financial services environment would be highly beneficial.
•    Knowledge of Bank’s policies and procedures and key risk areas/risk types such as data quality is a must.
