Job Summary
The Manager, Programme Governance & Control Mercury will support to drive the effective delivery of the Group’s Refreshed Data Management Strategy.
The Mercury Programme is a pan-bank, multi-year programme, led by the Group Chief Data Office in partnership with the Group’s Business and Function CDO, COO and 2nd line of defence teams, and focused on ensuring long-term and tangible improvement across all data risk sub-types across all lines of business, functions and geographies. Mercury’s ultimate objective is to sustainably reduce data risk for the bank, aligning with our overall strategy, enabling our business, supporting our clients, and meeting our regulatory requirements.
Mercury will effect this change as the delivery vehicle for the detailed design and execution of the Bank’s Data Management Strategy end-to-end, building central capabilities and end-to-end processes, for prioritised and phased implementation. Capabilities span all aspects of the Data Management Strategy, from our approach to identification and governance of critical data, through to operating model, data architecture and control frameworks, as well as our approach to data sovereignty horizon risk and data literacy.
The programme is highly visible to the PRA, the Group’s Board and Risk Committees, and with Group Management Team Sponsorship. Successful delivery of the programme requires ongoing collaboration with interdependent strategic initiatives, including those within GCFO, Technology & Architecture, FCSO and others. Interlocks with these initiatives, as well as business and function risk treatment plans, will need to carefully managed.
Key Responsibilities
Strategy:
• Support the development and execution of the programme’s governance plans aligned with the bank’s frameworks and the needs of the wider stakeholder audience.
• Collaborate with internal and external stakeholders across Group Chief Data Office (CDO), Business and Function CDOs, Chief Operating Office, and 2nd line of defence teams, to support them in achieving compliance with the bank’s regulatory requirements and internal policies.
• Embed governance practices within Programme Mercury’s workstreams providing the necessary overall programme controls
Programme Governance:
• Establish clear program objectives aligned with the overall business strategy. Define baseline metrics and collaborate with the AE to agree on key performance indicators (KPIs) to quantify and evaluate programme success and milestone achievement.
• Manage programme governance through delivery of work and sprint plans, agile ceremonies, and appropriate governance forums.
• Engage teams on the framework parameters and cascade necessary updates to required delegates.
• Manage and drive programme delivery, as per AE’s direction and setup programme governance in line with group standards. i.e. CDS, e-SDLC, etc.
• Ensure that the relevant governance and compliance requirements are met, including processes related to vendor onboarding, responsible AI, change risk assessment, cloud governance, processes design, among others.
• Ensure availability of all programme artifacts/approvals as required for audit reviews in a central repository.
Programme Planning & Execution Support:
• Support AE in management, execution and successful delivery, as committed in Group Transformation Oversight Committee (GTOC) Investment Proposal template and any subsequent approved change requests.
• Develop and own the end-to-end programme plan (schedule, budget, scope, risk, resources etc) and implement strong change control & outline how the programme will be executed in the assigned domain.
• Define key milestones broken down to an appropriate level of granularity with clear timelines.
• Identify key roles and responsibilities within the programme and ensure that the programme is adequately staffed / resourced with the appropriate capabilities throughout its lifecycle.
• Responsible for maintaining programme resource actuals and forecasts in Clarity.
• Have a clear view of task-level dependencies that reflect the critical path of the programme and identify and manage the impact of any delays.
• Ensure that delivery approach for Programme is assessed for risks (e.g. planning 'Big Bang' approaches vs incremental/phased releases) and that these are managed accordingly.
• Monitor process implementation effectiveness, identify key areas for improvement / issues and enhance process / controls embedding for the effective management of risk including reviewing Change Request Approvals (CRAs), go-live parameters, among others.
• Work closely with the relevant business and functional leads / POs and wider set of stakeholders to obtain status updates and determine and agree on required actions.
• Engage global teams on the change delivery standards, framework parameters and cascade necessary updates, rollouts across global markets as applicable.
• Facilitate progress tracking and visualization of work using agile metrics and tools e.g. burndown charts.
• Prepare programme governance and review documents / reports / slides with AE & other stakeholders----- PgSC pack, ToR, BRD, Programme plan, Closure Report, Change Requests, PgSC MoM etc as applicable to meet the highest quality standards.
Skills and Experience
• Project management experience, including familiarity with relevant tools and governance frameworks of the Bank.
• 8+ years of experience in Programme Governance supporting complex enterprise-wide transformation, organisational change and preferably with strong familiarity of regulatory change initiatives.
• A blend of prior in-house and consultancy experience OR individuals that have worked in several large and complex organisations leading strategic pan-bank initiatives, or responsible for portfolios and the governance of programmes driving such change
• Experience in data governance, data quality, or a related field within the financial services industry would be an advantage.
• Strong problem-solving capabilities with proven ability to prioritise and manage complex projects effectively.
• Strong analytical skillset with high attention to detail and strong organisational skills with a self-motivated approach to delivering outcomes.
• Strong verbal and written communication skills with experience in preparing and presenting materials
• Demonstrated ability to manage multiple projects, prioritise effectively, and deliver results in a fast-paced environment.
Qualifications
• Bachelor’s degree in Business, Risk, Finance, Information Systems, or related field (Master’s preferred).
• Project Management accreditation i.e.– PMI – PMP/ PgMP/ PfMP
• 7+ years in metadata management, data governance, or risk data aggregation in banking or financial services.
• Experience as a Product Owner, Business Analyst, or Data Governance Lead within a Chief Data Office or equivalent function.
