Job Summary

•    Support Head, Programme Management Office to co-ordinates management of the Project/ Programme, providing support to the Project/ Programme Manager as required on Project/ Programme Management related deliverables;
•    Support Head, Programme Management Office to work closely with PMs and the regional/local teams on financial management, project planning, overall project governance and various management reporting.
•    Responsible to manage a single project of a medium complexity for a specific business function or manage a group of smaller initiatives. 
•    Sometimes, responsible for a project implementation in a selected country, in which case, the PM needs to apply Country specific requirements in addition to Group CDS.

Strategy

•    Support the Head, Programme Management Office to co-ordinate management of the Project/ Programme, providing support to the Project/ Programme Manager as required on Project/ Programme Management related deliverables
•    Work closely with the relevant Business and functional leads / POs and wider set of stakeholders to ensure that the planned changes are in line with the strategic business objectives.
•    Manages the project / change using the Group Change Delivery Standards for delivery of the scope with a disciplined approach to change control and agreed timelines.
•    Responsible for managing and driving the project delivery, provide direction, setup project governance in line with group standards as well as the CPO / AE expectations in the project.
•    Responsible for ensuring that the relevant governance and compliance requirements are met, including processes related to vendor onboarding, Responsible AI, Change Risk Assessment, cloud governance, processes design, and others.

Key Responsibilities

Business

•    Responsible in delivery of change projects in the domain assigned in an Agile delivery environ 
•    Drive and manage change projects while complying to Change Delivery Standards (CDS) assurance framework. Ensure adherence to CDS and governance policies.
•    Able to take calculated risks and seeks continuous improvement. Effectively manage, collaboratively identify, escalate, mitigate, and resolve risk, conduct and compliance matters. 
•    Support the Group, Region, Country teams on financial management, project planning, overall project governance and various management reporting.
•    Establish governance and review Programme documents: PSC/ PgSC ToR, AED/PED, BRD, Project Plans, Closure Report, Change Requests, PSC MoM etc as applicable to meet the highest quality standards. 
•    Monthly update of Governance Dashboard and Phase Gate review for project funded initiatives by the Group / Region.
•    Supporting the Project/Programme Steering Committee (PSC/PgSC) in preparing quality materials (ToR, Progress reports, QPR, Refinement Forums, minutes etc)
•    Ensuring project tools ie. Clarity, Azure DevOps is up to date including Project static data, status update including RAG status, key milestones, financials, risks, dependencies, issues and resource forecasts, and they are tracked and reported to the PSC/PgSC.
•    Organise and co-ordinate Country Project forums, Support Group Management forum presentation decks and project initiatives.
•    Participate and support the annual Investment budget exercise for Group, Region, and Country as applicable.
•    Monitor process implementation effectiveness, identify key areas for improvement / issues and enhance process / controls embedding for the effective management of risk including reviewing Change Request Approvals (CRAs), Go Live parameters etc
•    Embed the highest standards of Group ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

Processes
 
•    Drive the project in a hybrid approach, by combining traditional and agile approaches whenever required and applicable.
•    Understands the project lifecycle and ensures all stages of the lifecycle are managed accordingly.
•    Facilitates project meetings and agile events as agreed in the project governance) 
•    Supports continuous improvement and operational efficiency of processes to optimise operating model and enhance customers’ experience. 
•    Works in collaboration with the Program manager, PO, Design team, Architects, and others to execute delivery and meet performance goals for the change initiative / solution.
•    Ensures the Chief Product Owner (CPO), Business Accountable Executive (AE) and the relevant Governance forums are made aware of any material risks, issues, cost, benefit, and scope changes.
•    Whenever applicable, manages project financials (forecasts/ cost plans/ project expenditure) with PMO support.
•    Assists the PMO with Post Implementation Reviews (PIRs) at Project closure.

Management tools and information

•    Ensures scope, approach, solution design, timelines, costs, benefits and all other key aspects of the project are documented.
•    Facilitates progress tracking and visualisation of work using Agile metrics and tools e.g. burndown charts, Gantt charts, Dashboards
•    Creates financial baselines and tracks cost actuals in a detailed budget document for submission to PMO and Finance monthly.
•    Ensures all Project documents are audit ready at all times.
•    Maintains Project Document Repository. Ensures all project information in Clarity is up to date.
•    Compiles lessons learned to contribute to process improvement.
•    Regularly creates project status reports in Clarity.

People & Talent

•    Acts as an influential leader, providing thought leadership, role modelling and coaching to squad members to ensure their understanding of agile practices, mindset are highly engaged and performing to their potential to ensure the delivery of maximum business value through sprints / project iterations.

Risk Management


•    Manages and tracks risks, issues, impediments throughout the project life cycle and follows up through its resolution.
•    When required appropriately escalates impediments and blockers to the PMO, Chief Product Owner (CPO), AE, relevant Governance Forums and ensures ownership by members for the mitigating actions.
•    Prepares materials for governance meetings as required including Board quality presentations.
•    Transparently reports delivery risks at the project governance forums (RF, PSC, PgSC) and directly to the Project AE / PO.

Governance

•    Manages project governance through delivery of work and sprint plans, agile ceremonies and relevant Governance forums.
•    Monitor process implementation effectiveness, identify key areas for improvement / issues and enhance process / controls embedding for the effective management of risk including reviewing CSTs, KRIs etc
•    Engage teams on the framework parameters and cascade necessary updates to required delegates.
•    Liaise with the various stakeholders to obtain status updates and determine and agree on required actions
•    Works with the CPO and PMO to establish the relevant Governance forums with detailed Terms of Reference, action logs and minuted outcomes etc.
•    Provides inputs and runs relevant Governance forums together with CPO, Program Manager and PMO.

Regulatory & Business Conduct

•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Lead the Change Delivery COE to achieve the outcomes set out in the Bank’s Conduct Principles: [Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.]

Skills and Experience

•    Project Management and/ Agile experience/ certification
•    Use of planning tools e.g. Clarity PPM, JIRA, ADO, Confluence, Trello
•    Use of MI and reporting e.g. MS Office Suite - Excel, Powerpoint, Planner, Project   

Qualifications

•    Bachelor’s degree from a reputable university
•    Minimum 8+ years’ of overall work experience in banking field, with proven track record in project / initiative implementation, business analyst skills and getting things done with the flexibility to adapt. Experience in Project Management preferred within a large international, dynamic organisation.
•    Experience with managing Agile and waterfall projects. Project Management accreditation required – PMP / PSM / ITIL / PRINCE2 / Agile.
•    Knowledge of Bank’s policies and procedures and key risk areas/risk types such as data quality is a must
•    Should be a self-starter who possesses an inquisitive, growth mindset to support, facilitate problem solving and promote innovation in the organization
•    Be ‘agile’ and demonstrate a ‘can do’ attitude committed to doing ‘what it takes’ to deliver. 
•    Should be able to work independently with stakeholders. Be able to learn quickly, listen, identify problem areas and articulate clearly to stakeholders. 
•    Should possess excellent communication and presentation skills; PowerPoint, written and oral
•    Should have good hands-on experience on MS Excel and familiar with data management concepts and MI reporting.
•    Highly disciplined and structured with an outcome oriented and logical mindset and approach. Should be focused, organised and results-oriented. Possesses good analytical / critical thinking skills
•    Ability to prioritise and have good time management skills, as well as having a close attention to detail
•    Able to handle multi-tasks, manage time effectively and perform under pressure and able to work at flexible hours.
