Job Summary

The Risk Monitoring & Insights (RMI) OTCR team, established to support Group Risk and CFCR, centralizes the production and risk management activities in a service hub. This allows teams to make risk-reward decisions based on judgment and expertise, influence business and regulatory outcomes and oversee strategic risk and compliance programs. 

This is a permanent, strategic role that requires strong business acumen and a detailed knowledge of OTCR Risk Frameworks (OR and ICS), and Operational Risk policies and standards. The successful candidate will have key skills in performing effectiveness review of OTCR Frameworks to validate they are embedded and operating effectively and identifying horizon and topical risks related to Operational and Technology risk for the bank.

The role reports directly to the Director, Risk Assessment Monitoring and Insight, with a dotted-line reporting relationship to the Head, OTCR, ICS Framework, Risk Appetite & Stress Testing. It works closely with key stakeholders to address Operational, Technology and Cyber risks identified as top risks for the Bank, ensuring alignment with the Bank’s overall Enterprise Risk Management Framework (ERMF).

The individual will be required to engage with senior stakeholders across the business, technology, assurance, other risk functions to provide oversight and assurance of their implementation of the risk framework and policy.  

We are seeking an experienced and senior leader who will be responsible for the following areas:
•    Drive the ICS and OTR Effectiveness Reviews for delegated and non-delegated policies 
•    Drive the Prudential Compliance Framework attestations for OTCR
•    Involved in a driving role or support (as required) on matters relating central projects e.g. Basel IV framework implementation
•    Ensures compliance with all applicable Framework, policies and standards
•    Stay abreast of global economic trends, regulatory changes and emerging risks to continuously improve OTCR risk management practice
•    Develop materials for regular updates to Head, OTCR, Risk MT, committees, on insights relating to effectiveness review

•    Create standardized documentation using templates and agreed processes
•    Maintain process documentation, SLAs, and SOPs for pack production 
•    Support process and policy re-design

•    Providing ongoing reporting of risk exposure into governance meetings and to key stakeholders and escalating any blockages to progress to ensure Group MT, Risk & CFCC, and OTCR Scorecard objectives are met

Skills and Experience

•    Personal authority based on established trusted relationships and ability to provide advice and functional direction which is expected at senior levels of the Group and respected by peers
•    Strong knowledge of the businesses, markets and operations of Standard Chartered Bank and the policies, procedures, and processes through which Operational, Technology and Cyber risks are addressed throughout the Group
•    Able to lead highly complex, global activities through influence and credibility rather than command and control 
•    Ability to assess strategic priorities and focus on detailed aspects of a function in order to drive effective delivery 
•    Situational context aware with ability to facilitate outcomes where priorities and personalities are in conflict
•    Sound judgement and anticipation and strong integrity, independence and resilience

Qualifications

Overall Working Experience: 

•    Overall, 10 years of experience in Banking or Financial Institution or Regulator or Fintech or equivalent industry

Domain and Functional Experience in the below: 
•    OTCR – Operational, Technology and Cyber Risk 

Desired Qualifications: relevant industry leading certification such as:

•    Industry related qualification in the role
•    Degree level education or equivalent
