Job Summary
To support the Head, Risk and Policy, Legal in the management of risk and policy matters across the Legal, Corporate Secretariat and Shared Investigative Services (LCS) function in the First line and Second line of Defence (1LOD and 2LOD)
This role will support BAU and transformation requirements to ensure robust sustainable risk identification and detection processes going forward, and a proportionate reflection of risk
Key Responsibilities
Strategy

For 1LOD risk, engage as a coordinator and point person between LCS teams, Process Owners, Risk and Control teams and framework teams including Group Risk including the identification, management and implementation of the Enterprise Risk Management Framework (ERMF)

2LOD subject matter expert for Legal Enforceability risk identification and management across business segments operating in 1LOD, an in addition any Policies or Standards owned by Legal in 2LOD. Oversight should include correct assignment and oversight of the risk in 1LOD, proportional risk ratings and controls being in place to detect risk is operating within threshold.

Support the LCS function in the implementation of Enterprise Risk Management Framework changes.

Support the LCS function in the implementation of Changes to Group policies and standards that impact them

Periodic Risk & Conduct Management Information and trend analysis for making judgements

Performing LCS owned policy assurance / other effectiveness reviews mandated by group policies for compliance

Support delivering actions from Risk Treatment Plans and Remediation Plans for the LCS function (1LOD)

Supporting LCS 1st line process with their control monitoring activities.

Ensure function wide compliance with Group Policies
Key Responsibilities
Business

Ensure applicable risks are identified and accurately risk rated, with controls in place, having considered all Risk types and Sub Types in the ERMF

Support through the RCSA activities
-
Ensure Controls are well designed and operating effectively.

Monitor controls for performance against threshold, escalating when these are outside of threshold with remediation plans put in place.

Identify elevated risk and ensure Risk Treatment Plans are in place, agreed with Risk Framework Owners and are delivered on time to Low

Identify and embed applicable Policy and Standard changes
-
Identify and embed applicable Regulatory changes
-
Create learning and educational plans where necessary to ensure risk is considered and actioned in a timely manner, in particular where new risks are identified
-
Raise self-identified and Material Risk Events proactively when required.

Assist in all aspects of M7 requirements

Facilitate and guide (where required) implementation of various Group or Legal COO projects on an ad-hoc basis

Assist the LCS function on requests from OR, audit, regulators around risk and policy.

- This is a non-people leader role; however, the role may be required to support and where necessary mentor new joiners and other team members.

SME risk management is integral to the role. In particular knowledge of the following should included in the employee competencies:

- RCSA requirements
Governance
- Support the Head, Risk and Policy, Legal in the effective management of the LCS Risk including the LCS NFRC.
- Support the LCS function in the process of risk identification and reporting / escalation to LCS Non-Financial Risk Committee (NFRC).

Skills and Experience
- Operational Risk Management and First Line OR support experience
- Knowledge of the SCB ERMF and O&TRTF
- Knowledge of SCB Client Segments – CCIB & CCPB
- SCB Business Acumen - Committee governance / Management e.g., drafting of risk papers, supporting and attending risk committees
- Data Management experience / background - Experience of the SCB Data Privacy Transformation - Programme preferred.
- Project Management
Qualifications
- Extensive risk management knowledge / experience e.g experience in operational risk, compliance, or comparable roles at a country, regional, business, or functional level.
- A clear understanding of the Bank’s approach to the management of risk including SCB Enterprise Risk
- Management Framework and Operational and Technology Risk Framework and methodology, or equivalent experience gained in other organizations.
- Experience of governance and committee management.
- Project Management qualification or experience is beneficial.
- Legal qualification, degree or experience is beneficial.
- Experience implementing non legal policies and projects in a business or function e.g. relating to data management, cyber security, or third-party risk management, is beneficial.
- Ability to work in a complex matrix organization, leveraging resources across the organization to complete deliverables.
