Job Summary

Group Compliance Surveillance is a central Second Line of Defence (“2LoD”) surveillance team, outsourced by CFCR to execute global Trade and Communication Surveillance on in-scope compliance risk sub-types across in-scope CIB & WRB businesses and functions. 

One of various teams under Group Compliance Surveillance is the Surveillance Process Governance & Controls (“G&C”) team. The role of the G&C team is to lead and support the establishment and maintenance of a robust governance framework for consistent and transparent risk management of surveillance activities and on programme build and planning.

Key Responsibilities

Strategy
•    Support the Head, Surveillance Process Governance and Controls in implementing the vision, strategy, direction set by Global Head of Compliance Surveillance for the surveillance function.


Business
•    Keep abreast of the Bank’s business model and strategy and understand how they impact and influence the objectives and strategy of compliance surveillance, particularly in relation to governance.


Processes
•    Assist surveillance Process Owners (PO) with maintenance and monitoring of the effectiveness and completeness of surveillance processes and controls, in line with the Bank’s required standards, policies, and procedures which addresses compliance risks (excluding financial crime). 
•    Support POs in the completion of operational resilience reviews and submissions across Compliance Surveillance Business Continuity Plans (BCPs) and their Business Impact Assessments (BIA) and on systems/ platforms (Security-BIA). Ensure consistency in submissions where applicable.
•    Responsible for the upload of progress updates on initiatives across a range of information reports (e.g., ADO, M7, etc)
•    Assist in refreshing the Procedure, relevant DOIs and desk manuals where applicable.
•    Facilitate review from various surveillance sub-teams on ORX published enforcement cases and regulatory publications such as Market Watch.
•    Facilitate recording of monthly and quarterly governance forums (GCSF Meeting), tracking of stakeholder availability and marking of attendance.

Risk Management
•    Build the appropriate compliance culture and values, working in collaboration with risk and control partners.
•    Develop an in-depth understanding of key standards and regulatory requirements relevant to surveillance and help the function embedded relevant controls into its framework and processes. 

Governance
•    Support the ongoing application of a centralised, end-to-end risk assessment framework to assess gross and residual risks inherent in Compliance Surveillance processes, and continued oversight of the reviews of RCSAs. 
•    Responsible for the oversight of the control self-testing executed by Controls Testing Hub team and conduct of control self-testing (CST) across the Programme, as applicable.
•    Facilitate and or complete Third-Party Risk Management (TPRM) control reviews across circa 60 Country CFCR outsourcing requests to Group Compliance Surveillance, and on Group Compliance Surveillance intra-group GBS outsourcing arrangements across its rightshoring entities. Ensure consistency in submissions where applicable.

Qualifications

•    Education: Degree/ Diploma Holder
•    Languages: English  

Skills and Experience

•    Knowledge of products and segments, and business/ banking models
•    Background in controls and governance
•    3 or more years of risk management and control governance, compliance and/or surveillance experience
•    Critical thinking abilities to identify failure points, operational risks, and the ability to propose solutions
•    Demonstrated knowledge of Financial Markets products and emerging trends / themes in Markets businesses
•    Ability to foster positive relationships with key stakeholders 
•    Ability to deliver outcomes efficiently despite complexity and ambiguity and work independently
