Job Summary

Cyber Security Services (CSS) is a global function within Standard Chartered Bank that confers cyber security services to the bank and its clientele. It operates in over seventy countries and territories. It is comprised of a myriad of operations teams who confer those services.  The CSS program team is charged with delivering new capabilities to those operations teams who confer cyber security services. 

As part of the Security Transformation activities within SCB, the Project Manager Lead is part of the Programme’s leadership team and is responsible for the management and leadership of the project managers in the CDOT programme. Project Managers are split across multiple geographies, and the Project Manager Lead draws upon experience, domain knowledge and judgememt to assure delivery of those projects managed by project managers in his remit

Key Responsibilities

Strategy
•    Lead project teams in the planning and implementation of projects
•    Assure delivery by being the escalation point for project issues and risks 
•    Manage budget and accurately forecast project spend
•    Drill down into complex project schedules, clarify work packages and their paths to delivery
•    Challenge and then align to product owners’ visions for successful delivery
•    Facilitate the identification of business requirements and the scope and deliverables that fulfil them
•    Atomize and refine project tasks and identify resource requirements 
•    Develop full-scale, integrated project plans 
•    Ensure that Programme submissions to committees are done to standard an on-time
•    Provide regular updates to programme leadership
•    Assemble and coordinate project staff across the programme
•    Constantly monitor and regularly report on progress of the project to all stakeholders 
•    Work with 2nd and 3rd lines of defence to ensure issues that are raised are addressed in a timely manner

•    Ensure adherence to all internal and external policies, procedures and regulations.

People & Talent
•    Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners. 
•    Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
•    Employ, engage and retain high quality people, with succession planning for critical roles.
•    Responsibility to review team structure/capacity plans.
•    Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives

Risk Management
•    Be aware of, identify and escalate all risk issues and concentrations in accordance to the firm’s Group Information and Cyber Security Policy. Where appropriate, direct remedial action and/or ensure adequate reporting to Risk Committees.

Governance
•    Promote an environment where compliance with internal control functions and the external regulatory framework is a central priority of the service.

Regulatory & Business Conduct
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

Skills and Experience

•    Project management
•    Domain knowledge in cyber security—particularly the monitoring & detection and incident response space
•    Experience in leading, managing and developing high performing teams

Qualifications

•    Team leader experience as a project manager. 
•    Domain fluency in at least one cybersecurity domain. 
•    Domain knowledge as it relates to cybersecurity in multi-Cloud environments. 
•    Domain knowledge as it relates to cybersecurity in containerized environments. 
•    Band 5A or equivalent. 
•    A minimum of 5 years of project management experience in delivering large and complex, multi-geography, multi-disciplinary projects or programmes
•    Experience in leading, managing and developing high performing teams
•    Experience and success in coaching individuals to elevated levels of performance
•    Experience in devising, calculating and applying metrics to measure and report on performance
•    Domain knowledge in cyber security—particularly the monitoring & detection and incident response space
•    Experience in influencing stakeholders and decision makers, and executing decisions effectively 
•    Superior written communication and interpersonal communication skills.
•    Polished, professional presentation skills
•    Certification in PMP or related project certification
•    Experience making reasoned decisions in the absence of complete information
•    Demonstrated courageousness amid organizational pressures
•    Experience in identifying distressed projects, and intervening early to deliver them successfully 
•    Experience managing competing priorities and trade-offs
