Title: Director, Strategic Policy Insights

Job Summary
The Director, Strategic Policy Insights is a senior member of the Strategic Policy Insights (SPI) team and will be responsible for delivering forward-looking and strategic analysis on policy trends and developments within the Hong Kong SAR and Greater Bay Area (GBA) region, identifying opportunities and risks relevant to the organisation. They will partner with GPRA colleagues, the business and senior management to deliver strategic and action-oriented public and regulatory policy insight, and effective external engagement in the GCNA region.
Key Responsibilities
Strategy
• Analyse key political and policy developments within the region, providing internal stakeholders (incl. local/regional management) with forward-looking and strategic assessments of relevant trends and issues from Hong Kong SAR and the GBA.
• Input to the analytic and methodological frameworks developed by the Strategic Policy Insights team on international/global policy trends and issues, representing the perspective of the Greater China and North Asia region.
• Work closely with local colleagues in related functions, including Group Strategy and Corporate Affairs and Brand and Marketing, to ensure the consistency of the bank’s public and external messaging. Support global and regional initiatives on trade and market access and new business opportunities.
• Engage public sector officials on behalf of the Bank and organise / support effective engagement with official sector stakeholders in the region, including in- and out-bound.
• Contribute towards effective advocacy on key policy and regulatory matters within the region – as well as the production of GPRA products aligned with major Intergovernmental and private sector convenings.
Business
• Provide the business with actionable insights and analysis on Hong Kong and Greater Bay Area political and policy developments, highlighting forward scenarios, opportunities and risks – in partnership with, and in support of, the GPRA teams,
• Help business stakeholders understand, navigate and engage on global policy themes of relevance to the Bank, and contribute their insight and perspective into the development of global analysis and engagement plans.
• Work seamlessly with in-country colleagues to monitor, analyse, develop messaging and engage on public and regulatory policy issues, where appropriate, and ensure the effective execution of CFCR’s mandate.
• Working with Government Affairs colleagues covering Greater China and North Asia, design and operationalise an engagement plan in partnership with colleagues in market and in the region, for policymaker and broader stakeholder engagement – including in- and out-bound travel to Hong Kong and the Greater Bay Area.
Processes
• Collaborate with colleagues across the multiple GPRA teams to ensure continuous collaboration and improvement in the function.
• Lead on and contribute to the development of Strategic Policy Insights and GPRA’s product set, creating and/or enhancing regional curation and distribution.
• Active contribution towards ongoing data analytics work to automate trend analysis on emerging policy trends, as well as adopt innovative approaches to the execution of GPRA’s mandate by working with new technology solutions.
Risk Management
• Ensure proactive and timely identification, dissemination and analysis of evolving public policy risks, with proactive management and subsequent internal and external engagement across GPRA, the Hong Kong Chief Compliance Officer, and senior regional stakeholders.
• Collaborate with the other GPRA teams and the Banks leadership to anticipate horizon risks that may have a significant impact on the Bank.
Skills and Experience
- University degree, preferably in Law, Journalism, Public Relations, Political Science, or International Relations.
- Demonstrate the ability to influence and collaborate with internal stakeholders across multiple disciplines, levels, cultures and geographies, and with external stakeholders.
- Track record in delivering engagement programmes and possess a strong understanding of the political and policymaking systems.
- Fluent on the key policy issues facing a global bank (e.g., trade, financial markets, sustainable finance, carbon markets, data, digital trade, and AI, etc).
- Ability to work under pressure, successfully planning and delivering multiple projects concurrently in a dynamic environment.
- Proven strategic planning and stakeholder engagement experience.
- Excellent written and verbal communication skills, including the ability to present information in a clear and compelling manner to a variety of audiences and cultures.
- Ability to recognise and leverage opportunities to increase corporate reputation.
- Strong judgement, excellent problem solving, flexibility, organisation and diplomacy skills. A trusted team player with a "can-do" attitude, able to adapt quickly to changing circumstances.
