Job Description: 

Job Summary

•    The role holder will be a part of the stress testing hub team. 
•    Enterprise stress testing comprises the stress tests required by the Group, regions, country and risk management teams, and other senior stakeholders as required to inform Risk Appetite and the stress tests required by the Bank’s regulators.
•    The team has responsibility for the execution of the Bank’s stress test exercises internally and to external regulators.  It is also the centre of excellence for all strategic changes and operational controls, compliance attestation and policy setting for stress testing in the enterprise.  As such, this individual will be working as part of a cohesive “strategy and execution” function.  The team sets and runs the production schedule for stress testing.  
•    The intent of the hub is to primarily run central workstream production tasks and sub-tasks during the running of each stress test exercise utilising ITO (Group IT) supported technology and produce management reporting on the same.
•    We are seeking a skilled and detail-oriented assistant manager to support with risk assessment and control documentation, operational risk tool management, governance forums and regulatory reporting. This role will be responsible for collaborating to ensure consistent risk assessment, managing risks and control matrices in operational risk tool (M7), host forums and ensuring consistent, accurate, and timely risk reporting in line with regulatory expectations.
•    Enterprise stress testing comprises the stress tests required by the Prudential Regulation Authority (ICAAP stress test, Bank of England’s annual concurrent stress test, Recovery Plan stress test and Reverse stress test) and the stress tests required by the management and Board to inform Risk Appetite. Country stress tests are performed for regulators like the Hong Kong Monetary Authority (HKMA) and Monetary Authority of Singapore (MAS)
•    The role would require technical knowledge of policies and key frameworks to identify and monitor risks, ability to create, implement and enhance processes in internal controls. Understands and assess key regulations ensuring compliance with regulatory requirements. 
•    The role reports to the Lead Stress Testing Governance and sits within the Enterprise Stress Testing team in Models & Predictive Analytics (M&PA), which drives all enterprise stress testing initiatives in collaboration with teams across the Risk Function and in Group Finance, Group Treasury and the business.  

Key Responsibilities

The role holder will ensure stress testing framework is compliant and aligned with regulatory and internal risk management expectations.

Specifically, the key responsibilities would include: 
•    Risk Assessment and Control Documentation - Collaborate to ensure consistent risk assessment, control documentation and issue escalation 
•    Governance Forums – Host forums and provide governance and updates including MI, risk profiles, key horizon risks, and risk remediation. Produce executive reports.
•    Risk Management - Ensure top risks and associated tolerances are current, reviewed, reported, and escalated. Integrate risk and control initiatives, presenting a unified risk approach to GPO and relevant control RFOs.
•    Control Initiatives: Conceptualise and implement new risk and control initiatives. Monitor systems, processes, and control owners to ensure responsibilities are completed. 
•    Issue and Deficiency Management: Assess, prioritise, and manage deficiencies. 
•    Feedback and Alignment: Maintain feedback and alignment between workstreams/segments, material legal entities as part of Group exercises to meet regulations.
•    Operational Risk (OR) Tool Management: Manage upload of risks and control matrices (RACMs) and updates of offline controls into OR tool (M7) that are integral to the stress testing responsibilities of the GPO.
•    Compliance and Timetable Governance: Provide timetable governance and oversight of EST Policy compliance. Own EST Standards and drive a consistent approach to risk assessment, scoping, documentation of controls and aggregation of results. 
•    Regulatory Requirements: Ensure compliance with regulatory requirements applicable to Enterprise-Wide Stress Testing and reflect this accordingly in the bank’s policies and standards. 
•    Audit Reviews: Liaise with audit for EST reviews. Work closely with Global Head, Stress Testing & Analytics, EST Policy Owner teams to scope and risk assess EST compliance and escalate issues and exceptions to relevant governance forums.
•    Attestation Process: Engaged with the EST attestation process, ensuring it is efficient and effective in accordance with ERM and GOR requirements. 
•    Monitor and manage operational risks that could arise from changes in business processes and develop contingency plans to address unexpected issues or disruption
