Job Summary

Group Resilience is responsible for enabling the Bank to anticipate, withstand, respond to, recover from, and learn from operational disruptions through a unified framework and capabilities to meet regulatory expectations and strengthen operational readiness. We continue to stay committed to enhancing and embedding resilience as a capability throughout the Bank, via a comprehensive approach which encompasses 3 key pillars: Resilience, Resolvability and Crisis Management.

 

Operational Resilience ensures the safeguarding of the Bank’s critical business services and their supporting resources, ensuring they can function effectively during adverse events. Resolvability ensures the Bank can maintain continuity of critical operations and access to services in the event of severe stress or resolution, in line with regulatory expectations. Crisis Management provides the structures, capabilities, and coordination required to respond decisively to incidents, protect stakeholders, and stabilise the Bank during periods of heightened uncertainty. As a collective, these pillars support regulatory compliance, protect stakeholders, and reinforce the Bank’s reputation as a trusted and reliable institution.

 

Group Resilience plays a pivotal role in supporting the Bank by implementing robust frameworks, monitoring risks, and maintaining compliance with evolving regulatory requirements. Through proactive planning, rigorous testing, and continuous improvement, we help to ensure the Bank remains resilient and well-positioned to serve our customers and stakeholders. 

 

The Resilience Analyst supports the Resilience Manager in embedding operational resilience requirements within the Data Centre Migration Programme. The role is responsible for ensuring that all in-scope technology services meet defined availability, recoverability, and continuity standards, and that resilience testing and regulatory obligations are effectively delivered, evidenced, and reported.

This role enables compliance with the Bank’s Operational Resilience Framework and supports assurance over critical business services, including alignment to Important Business Services (IBS) and Minimum Viable Bank (MVB) objectives.

Key Responsibilities

Business Resilience & Crisis Framework

  • Lead engagement with Business Crisis Management and Incident Management teams to:
    • Develop and enhance the Group Crisis Playbook, aligned to HKRS recovery scenarios
    • Define escalation, decision-making, communication and governance during prolonged technology outages
  • Ensure business response assumptions are realistic and tested against technology recovery timelines.

 

Standards Alignment

  • Review business continuity, crisis management and operational resilience standards to ensure:
    • Alignment with HKRS and recovery centre capabilities
    • Consistency with regulatory expectations and industry best practice
  • Identify gaps between policy, plans and actual recovery capability and drive remediation.

 

Testing & Exercising

  • Define and coordinate business and crisis exercising strategy, including:
  • Scenario-based crisis simulations
  • Integrated business-technology recovery tests
  • Engage with Group Crisis Management Team to perform a “Double site loss” exercise to demonstrate the uplifted resilience capabilities
  • Participate in test observations and reviews, ensuring lessons learned are captured and acted upon.

 

Stakeholder Engagement & Awareness

  • Maintain regular engagement with:
    • Business resilience leads
    • Regional resilience leads
  • Drive awareness of HKRS recovery assumptions, roles and testing requirements across the Group.
  • Support preparedness of senior management and crisis roles through briefings and walkthroughs.

 

Risk, Assurance & Regulatory Readiness

  • Liaise with 1st Line and 2nd Line Resilience functions to:
    • Track business resilience risks linked to HKRS and data centre transformation
    • Support effective risk closure and evidence-based assurance
    • Contribute to regulatory submissions, self-assessments and supervisory engagement

Programme Integration & Stakeholder Engagement

  • Act as a liaison between Technology, Business, Risk, and Programme teams to ensure resilience objectives are understood and implemented.
  • Support governance forums by providing updates on:
    • Resilience requirements status
    • Testing progress and outcomes
    • Risks, issues, and dependencies
  • Engage with service owners, architects, and delivery teams to ensure resilience-by-design principles are embedded throughout the lifecycle.

Qualifications

  • Bachelor’s degree in Business, Technology, Risk Management, or related discipline

    • Service dependency mapping and process analysis
  • Professional certifications desirable:
    • CBCP/ ISO 22301/ ITIL Foundation
