Job Summary

The Chief Compliance Officer (CCO) for Standard Chartered Bangladesh plays a pivotal role in shaping, driving, and overseeing the Compliance, Financial Crime and Conduct Risk (CFCR) framework within the country. This senior leadership position is responsible for aligning the Bangladesh compliance strategy with the broader objectives of Standard Chartered Group and ensuring full adherence to regulatory standards and internal policies. The role demands strong strategic insight, ensuring that compliance operations support sustainable business growth while mitigating risks effectively.

The successful candidate will be instrumental in interpreting regulatory changes and implementing robust governance to support all facets of compliance, delivering expert guidance across stakeholder groups. This position requires collaboration with the Chief Compliance Officer for India & South Asia to harmonise compliance activities across regions, while providing clear and actionable insights into the impact of CFCR matters on business operations. The role will also oversee the continuous development and enhancement of compliance frameworks, ensuring alignment with both local regulations and group policies.

With a focus on process excellence, the CCO will guarantee that all CFCR processes meet the highest standards of operational integrity and regulatory requirements. This involves leading efforts to refine policies, ensure comprehensive regulatory change management, and uphold a strong culture of compliance and ethical conduct throughout the organisation.

This leadership role demands an individual capable of influencing senior stakeholders, maintaining rigorous oversight, and promoting a proactive approach to risk management and compliance culture. The Chief Compliance Officer will be based in Dhaka and will report to the Chief Compliance Officer – India & South Asia, holding accountability as a key member of the Country Management Team.

Leadership and Talent Development

  • Champion a culture of compliance, integrity, and ethical behaviour, setting clear expectations for the Bangladesh Compliance Financial Crime and Conduct Risk (CFCR) team.
  • Drive continuous development and professional growth of the compliance team, ensuring all critical functions are held by competent and skilled professionals with effective oversight.
  • Manage recruitment, retention and performance management strategies to build a high-calibre team, with active succession planning for critical roles.
  • Define clear job descriptions, objectives and provide constructive feedback to support employee engagement and motivation.

Regulatory Risk Management

  • Serve as the Risk Owner within the Group Risk Management Framework for Regulatory Compliance Processes in Bangladesh.
  • Identify, assess, and mitigate regulatory compliance risks by implementing appropriate controls and risk management strategies that operate within defined risk appetite levels.
  • Design and facilitate robust monitoring, surveillance, and assurance programs to ensure ongoing compliance with regulatory standards and internal policies.
  • Maintain transparent and timely communication with senior management and regulators regarding material CFCR risks, breaches, and remediation initiatives.
  • Anticipate horizon risks related to compliance and financial crime, delivering strategic advice to senior leadership on risk mitigation plans.
  • Collaborate with stakeholders to interpret new regulatory developments and implement operational changes seamlessly.

Governance and Process Oversight

  • Lead policy development and approvals through Governance Committees to ensure effective control frameworks are in place addressing CFCR risks.
  • Provide assurance to senior management that compliance processes reflect current regulatory expectations and international best practices.
  • Oversee the regulatory change management lifecycle, ensuring timely implementation and staff awareness of evolving policies and procedures.
  • Support the broader Bangladesh business in integrating compliance requirements within operational procedures to maintain sound control environments.

Governance 
•    Provide senior oversight of the CFCR function in Bangladesh including the various Group CFCR frameworks and programs within Bangladesh.
•    Ensure lessons learned from audit findings on CFCR, CFCR assurance activities and specific investigations are prepared and cascaded to relevant stakeholders.
•    Provide leadership to the CFCR network as part of the Group senior CFCR management team.
•    Provide timely, relevant and accurate management information to CFCR senior management and CEO, Bangladesh on key regulatory risks and control effectiveness.
•    Support the product programme and country addendum framework in Bangladesh.

Regulatory & Business Conduct 
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct.
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Lead Bangladesh CFCR team to achieve the outcomes set out in the Bank's Conduct Principles: Fair Outcomes for Clients; Effective Operation of Financial Markets; Financial Crime Prevention; The Right Environment
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, CFCR matters.
•    Act as the Chief Compliance Officer for Standard Chartered in Bangladesh and be a key contact with the regulators.

Skills and Experience

  • Extensive knowledge of compliance policies, regulatory frameworks, and standards applicable to the banking sector, particularly within Asia.
  • Proven expertise in regulatory liaison, adept at managing relationships with local and international regulatory bodies.
  • Strong advisory skills to guide stakeholders on compliance requirements, risk mitigation, and best practices.
  • Demonstrated experience in risk management, internal controls, and driving compliance assurance programmes.
  • Accomplished in managing change initiatives in complex regulatory environments, ensuring smooth transitions and sustaining compliance standards.
  • Track record in leading and developing high-performing teams within compliance and control functions.
  • Project management capabilities to coordinate multifaceted compliance projects, aligning with business goals and regulatory timelines.
  • Excellent communication and influencing skills suitable for navigating cross-functional partnerships and senior leadership discussions.

Qualifications

Qualifications

Educational Background
A minimum of an undergraduate degree is required, ideally in Law, Business Administration, Finance, or a related field. Postgraduate qualifications or professional certifications in compliance, financial crime prevention, or risk management would be an advantage.

Professional Experience
Applicants should have at least 15 years of professional experience, including a minimum of 5 years in a compliance, risk, or control leadership role within the banking or financial services industry. Experience in an international banking environment is highly preferred to navigate complex regulatory landscapes effectively.

Proven decision-making skills in challenging scenarios and a robust track record of leading and mentoring diverse teams are essential.

Certifications
Professional certifications such as Certified Anti-Money Laundering Specialist (CAMS), Certified Compliance and Ethics Professional (CCEP), Financial Risk Manager (FRM), or equivalent credentials are considered a plus.

Language Proficiency
Fluency in English and Bangla is required to communicate effectively with regulators, stakeholders, and internal teams.
