Job Summary
To provide strategic and operational leadership in the field of security with additional scope to include functional oversight, Governance & Assurance of Health Safety & Wellbeing within the Country. To implement the safety & security framework & strategy of the Bank through closely working and enabling the supply partners. Responsible for the management, governance and assurance of safety & security strategies, policies, processes, and procedures considering best practice and the operational needs of the business, thus ensuring that SCB complies with all current safety & security legislation.
Key Responsibilities
Strategy
• Awareness and understanding of the Group’s business strategy and model appropriate to the role
• Lead the implementation the safety & security strategy for the Group within the Country
• Accountable for oversight & support to the countries on the delivery and implementation of global strategies and programs for safety & security within the Country
Business
• Awareness and understanding of the wider business and market environment in which the Group operates
• Subject matter expertise. Provide expertise and specialist support on all aspects of safety & security in the Country.
• Security Management. Coordination of all activities associated with Security management within the Country.
• Health, safety and wellbeing management. Coordination of all activities associated with management of health, safety and wellbeing arrangements within the Country.
• Contingency Planning / Business Continuity. Participate in Country Crisis Management Teams (where they exist) and assist with the testing of Country level contingency and crisis management plans to ensure timely and effective response in an emergency or crisis.
• Supply Partner Management. Proactively manage safety & security related supply partners and vendors within the Country.
• Budgets and Project Management. Where applicable, manage budgets efficiently and ensure projects are delivered on time and within budget to agreed standards. Actively identify opportunities for cost savings through simplification or collaboration
• CRES (Corporate Real Estate & Services) Due Diligence. Provide support to country safety & security staff in the review of due diligence of new premises, layouts, fit outs, and other key safety & security related details of new projects before they are submitted to the regional head for approval.
• Investigations and safety reports. Provide support to country safety & security staff in the review of safety & security investigations and corrective actions before they are sent to the regional head for approval.
• Crisis Management. Advise country safety & security staff and where applicable, senior Management on safety & security during emergencies and participate on the Country Crisis Management Team. Actively participate in the management of any emergencies that affect countries within the Country. Escalate to Region and Group Safety & Security as appropriate.
• Safety culture. Monitor safety & security culture and provide ideation to support the improvement.
Processes
• Accountable for assurance of the delivery and implementation of global policies and procedures for safety & security within the Country.
• Responsible for managing and assuring the Group Safety & Security Policy and Standards in the Country.
People and Talent
• Lead through example and build the appropriate culture and values. Set appropriate tone and expectations for country safety & security teams and work in collaboration with supply partners.
• Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles.
• Mentor, coach and motivate country safety & security manager providing necessary support and advice.
• Review team structure and capacity plans with the Regional Head.
• Set and monitor objectives for security staff and provide feedback in line with their performance against those responsibilities and objectives, all in conjunction with supply partners.
Risk Management
• Maintain an awareness and understanding of the main risks facing the Group and the role the individual plays in managing them.
• Provide second line assurance under the Group’s Risk Management Framework, including relevant Operational Risk Framework ownership for health & safety (Safety & Security risk sub-type).
• Ensure the effective application of the risk management framework to evidence that existing safety & security governance and risk control processes are effectively implemented and are adhered to across the Country.
• Act as the point of contact for the Bank on all matters relating to safety & security risk within the Cluster
• Provide assurance that all material risks are identified, assessed, mitigated, monitored, and reported in accordance with the operational risk framework and ensure controls manage risk within acceptable levels.
• Review and approve mitigation action plans for safety & security risks (medium and above).
• Provide assurance that all applicable external laws and regulations and internal policies, procedures and other risk control requirements are identified and implemented.
• Influence the risk management culture of the CRES team
Governance
• Responsible for assessing the effectiveness of the Group’s arrangements to deliver effective governance, oversight, and controls in the business and, if necessary, oversee changes in these areas.
• Regulations: Awareness and understanding of the regulatory framework, in which the Group operates, and the regulatory requirements and expectations relevant to the role.
• Assure Group policies, strategies, standards: and guidelines for security, and security management are being implemented within the Country. Monitoring the effectiveness of policy, standards, and processes, and take necessary action when required.
• Country security Action plans: Review and approve country security action plan in line with policies, strategies, standards, guidelines, and security risk profile of the country
• Country Health, Safety & Wellbeing Action plans: Review country health and safety action plan in line with policies, strategies, standards, guidelines, and safety risk profile of the country prior to Regional Head review.
• Regulatory compliance. Ensuring that the Bank meets and evidence compliance with all local health and safety regulatory requirements. Assist country health, safety & wellbeing managers, and businesses with guidance on implementing policies, strategies, standards, and guidelines to ensure compliance.
• Audit and Compliance Carry out other second line assurance activities such as security audits, inspections, Reviews etc.
Regulatory & Business Conduct
• Display exemplary conduct and live by the Group’s Values and Code of Conduct.
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
• Lead the team to achieve the outcomes set out in the Bank’s Conduct Principles: Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.
• Effectively and collaboratively identify, escalate, mitigate, and resolve risk, conduct and compliance matters.
Key stakeholders
• Regional and Country: CRES, BCP, H&S (Health & Safety), Security, Legal, Compliance, Human Resources, CEO, Corporate Affairs and other stakeholders as required.
• Group: CRES, H&S, Security, Risk and other stakeholders as required.
Other Responsibilities
Embed Here for good and Group’s brand and values in Country safety & security teams.
Perform other responsibilities assigned under Group, Business or Functional policies and procedures.
Qualifications
• Post graduation/graduation from any reputed university
• Minimum 12-15 years of relevant working experience, defense background in preferred
• Holds a related degree or other professional security & health and safety qualifications or certification
• Membership of recognised professional security & health & safety body is preferred.
