Job Summary

The Head of Financing and Securities Services in Bangladesh leads a high-performing team dedicated to delivering exceptional securities services to a discerning clientele. This role is essential in shaping and executing the strategic vision for financing and securities services within the local market, ensuring alignment with Standard Chartered's global and regional frameworks.

The position demands proactive leadership and collaboration across multiple departments, including Operations, Sales, Client Solutions, and Product Management, while maintaining close partnerships with Risk, Compliance, Legal, and Finance teams. The role also involves active engagement with key stakeholders such as stock exchanges, securities depositories, clearing houses, and local brokers, fostering strong relationships with market regulators to act as a trusted adviser.

Reporting lines span across local and regional structures, with direct responsibility for the profit and loss (P&L) of the Financing and Securities Services business in Bangladesh. The successful candidate will be instrumental in driving business growth, maintaining robust operational standards, and upholding regulatory compliance.

Key aspects of the role include:

  • Overall accountability for business performance and P&L management.
  • Development and implementation of regional and local FSS strategy.
  • Leadership in cross-functional collaboration and stakeholder management.
  • Representation of the business within the Bank and with external market participants.
  • Ensuring adherence to global policies and promoting continuous process improvement.

Key Responsibilities

Strategic Leadership

  • Formulate and implement a comprehensive Financing and Securities Services strategy for the Bangladesh market that aligns with the global and regional directives of Standard Chartered.
  • Monitor and analyse market trends, regulatory developments, and competitive dynamics to identify both risks and opportunities for sustainable business growth.

Business Management

  • Oversee the entire Financing and Securities Services business portfolio, with direct ownership of the local P&L, ensuring financial targets are met and risk exposures are managed effectively.
  • Foster a collaborative culture among Operations, Client Solutions, Sales, and Product Management teams to enhance service delivery and client satisfaction.
  • Develop and maintain strong, durable relationships with pertinent market infrastructure entities, including stock exchanges, securities depositories, clearinghouses, and regulatory bodies, to facilitate smooth operations and compliance.

Operational Excellence

  • Ensure that all operational processes comply with approved policies and procedures, promoting a culture of risk awareness and remediation where necessary.
  • Drive initiatives aimed at increasing operational efficiency and reducing complexity through automation, process re-engineering, and best practice adoption.
  • Regularly review risk management frameworks to uphold the highest standards of control and security within the Financing and Securities Services business.

Stakeholder Engagement

  • Act as a key point of contact for senior internal stakeholders and external clients, providing expert advice and strategic insights.
  • Lead communication and collaboration with regulatory authorities to ensure alignment with regulatory expectations and prompt resolution of issues.
  • Champion an inclusive coordination approach across different departments and regional FSS management teams.

People & Talent 
The business functions reporting to the jobholder also have equally weighted, dual reporting lines to their functional managers. The jobholder provides active input to the performance management of the matrixed teams and - given the dual-line structure - will need to influence actions/behaviours in a sophisticated and subtle manner. 

•    Lead through example in building appropriate culture and values. Set appropriate tone and expectations from team by working in collaboration with risk and control partners. 
•    Encourage through deeds and words a culture of openness and collaboration, especially within the functions providing securities services. 
•    Ensure the provision of ongoing training and development of people, avoiding wherever possible “key person” risk. 
•    Provide objective and balanced input to P3 process for key staff with matrix reporting lines. 
•    Employ, engage and retain high quality people, with succession planning for critical roles. 

Risk Management
•    Responsible for identifying, assessing, monitoring, controlling and mitigating risks to the SS business. Also, an awareness and understanding of the main risks facing the SS business and how to manage them. 
•    Ensuring an understanding of risk management issues among the FSS team 

Governance 
•    Responsible for assessing the effectiveness of the FSS governance, oversight, and controls in the business and, if necessary, proposing changes in these areas 
•    Understanding of the regulatory framework in which FSS operates, and the regulatory requirements and expectations relevant to the role. 
•    Responsible for delivering ‘effective governance’; capability to challenge fellow executives effectively; and willingness to work with any local regulators in an open and cooperative manner. 

Regulatory & Business Conduct 
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Lead the local FSS team to achieve the outcomes set out in the Bank’s Conduct Principles
•    Effectively and collaboratively identify, escalate, mitigate, and resolve risk, conduct and compliance matters. Inform local Markets Head (including via Markets BRF) if there is any issue in FSS business area that arise requiring reporting to the local regulators.  

Key stakeholders
•    The jobholder will take a leading role in managing the relationship with the securities regulator, as regards the activities of the FSS business, but ensuring there is a broad range of contact points between SCB and the regulator. Similarly, the jobholder will manage relationships with market infrastructure entities such as the local stock exchange, central depository, clearing house, local brokers. 
•    The Candidate will also have an instrumental role in ensuring positive and effective co-ordination with internal business and support functions such as FI Coverage, Risk Mgt, Compliance, Legal, Finance, Communications as well as the in-country senior management team.

Our Ideal Candidate

Our ideal candidate brings a robust combination of technical expertise, commercial acumen, and leadership capabilities. Candidates should have an in-depth understanding of financing and securities services products and the broader financial services landscape, with proven experience navigating complex regulatory environments.

  • Minimum 10-12 years of relevant banking experience in financing and securities services and/or FI coverage
  • Demonstrable ability to influence and drive sales strategies, delivering on ambitious revenue and growth targets.
  • Strong commercial awareness with a capability to identify and exploit profitable market opportunities.
  • Excellent public speaking skills and media awareness, enabling effective representation of the business externally.
  • An expansive and well-established network of prospective clients and industry contacts that supports business development efforts.
  • Proven track record in managing outsourced relationships with third-party service providers, ensuring service quality and risk compliance.
  • Proficient in interpreting, communicating, and implementing key regulatory requirements relevant to the financing and securities services sector.
  • Experience in a comparable leadership position overseeing similar functions or business units within a financial institution.
