Job Summary

We are looking for a results-driven Associate, Treasury Markets to manage liquidity for Standard Chartered Bank UAE Branch, ensuring we remain within defined risk tolerances. This role is key to maintaining daily funding operations, supporting both conventional and Islamic banking windows, and shaping the Bank’s marginal cost of funding curve.

Key Responsibilities

Business

  • Support the Head of Treasury Markets in planning internal funding strategies across business units.
  • Collaborate with stakeholders to estimate future asset pipelines and liability generation.
  • Communicate funding gaps or surpluses, ensuring limits and liquidity buffers are in place.
  • Fulfil all regulatory and internal liquidity benchmarks.
  • Manage the Islamic Window balance sheet in compliance with Shariah law and the Bank’s Asset and Liability Management framework.
  • Raise and deploy liquidity through the money markets, interbank deals, or central bank operations.
  • Actively engage with direct wholesale clients and other Treasury Markets desks to optimize liquidity deployment.
  • Participate in central bank operations and ensure a robust intra-day liquidity position.

Processes

  • Ensure that Treasury Markets’ processes align with Group risk and control frameworks.
  • Contribute to the generation of accurate daily yield curves for marginal cost of funds, both fixed and floating, across local and foreign currencies.
  • Maintain fair and balanced liquidity pricing for all business units.
  • Supervise Treasury Markets Support to ensure commercial balance sheet liquidity risk is correctly transferred and funding costs appropriately captured.

 

Risk Management

  • Identify, assess, monitor, and mitigate liquidity and market risks in line with Group standards.
  • Monitor internal liquidity metrics such as Liquidity Coverage Ratio (LCR), Survival Horizon, and Minimum Term Funding (MTF).
  • Proactively highlight any potential breaches in liquidity or credit limits.
  • Assist in applying for temporary or permanent limit adjustments in collaboration with Treasury Risk and Credit.
  • Ensure statutory liquidity ratios are met for both conventional and Islamic operations.

Governance

  • Uphold strong governance by adhering to regulatory frameworks and internal policies.
  • Engage with regulators in a transparent and cooperative manner.
  • Assess and support enhancements to governance and control structures as needed.

 

Regulatory & Business Conduct

  • Demonstrate high ethical standards aligned with the Group’s Values and Code of Conduct.
  • Ensure compliance with all applicable laws, policies, and procedures.
  • Support the Bank’s Conduct Principles including Fair Outcomes for Clients, Effective Financial Markets, and Financial Crime Compliance.
  • Act as a designated Rates Submitter where required.
  • Follow procedures for identifying, reporting, and investigating suspicious transactions. Liaise with the Relationship Manager (RM) and the Business Money Laundering Prevention Officer (MLPO) as appropriate.

  • Maintain daily liquidity risk controls and pre-empt periods of surplus or tight liquidity.
  • Ensure efficient use of Risk Weighted Assets (RWA).
  • Drive diversification in deposit sources across clients, tenors, currencies, and products.
  • Avoid unauthorized breaches in credit or liquidity limits.
  • Minimize statutory reserve charges across business units.
  • Contribute to revenue generation through prudent management of money market dealings and bid-offer spreads.

Skills and Experience

  • Strong foundation in Balance Sheet Management, Yield Curve modelling, and Liquidity Risk.
  • Familiarity with Treasury products: Money Markets, Foreign Exchange (FX), Interest Rate and Currency Swaps.
  • High attention to detail with strong numerical and analytical ability.
  • Ability to interpret financial information and apply sound judgment in managing funding decisions.
  • Comfortable operating in a high-pressure, fast-paced environment, managing cross-currency and cross-entity liquidity needs in real time.

Qualifications

  • Degree in Finance, Economics, or related discipline.
  • Proven experience in Treasury or Financial Markets, particularly in liquidity and funding management.
  • Deep understanding of fixed income, cash markets, and funding arbitrage opportunities.
  • Strong interpersonal skills with the ability to manage stakeholder relationships internally and externally.
