Job Summary
As the Director of Treasury Markets in Liquidity Management based in Dubai, United Arab Emirates, you will expertly manage Standard Chartered Bank's liquidity profile across multiple regions including UAE, DIFC, Saudi Arabia, Egypt, and Mauritius. Your role is pivotal in ensuring the bank's liquidity remains within regulatory and internal risk tolerances, supporting the institution's ability to meet all financial obligations seamlessly and sustainably.
You will develop strategic liquidity management plans that align with the bank's medium-term objectives, proactively addressing anticipated liquidity surpluses or shortages. This role demands a sophisticated understanding of the banking liquidity landscape, the ability to pre-empt market movements, and the discipline to maintain a curve reflecting the bank's marginal cost of liquidity. Your leadership will be instrumental in safeguarding the bank's strong financial position through prudent risk and profitability management.

Key Responsibilities
- Forecasting and planning internal funding and deposit requirements collaboratively with different business units to ensure accuracy and efficiency in liquidity allocation
- Liaising effectively with multiple stakeholders to incorporate asset pipelines and liability generation forecasts into liquidity management strategies
- Communicating funding needs and excess liquidity status clearly to the Head of Treasury Markets, ensuring capacity limits are respected
- Ensuring strict compliance with all local and international regulatory liquidity requirements and internal guidelines
- Managing marketable securities to guarantee smooth payment processing through local Real-Time Gross Settlement (RTGS) systems where applicable
- Alerting senior management promptly to any risks or potential liquidity shortfalls and recommending strategic actions
- Supporting the management of the Islamic Windows balance sheet while ensuring alignment with Shariah principles and Standard Chartered's Asset and Liability Management Framework
- Proactively managing interest rate risk through dynamic mismatching and rebalancing strategies along the yield curve to optimize revenue while moderating risk exposure
- Accessing money markets efficiently, negotiating placements and funding through direct bank relationships or interdealer brokers to maximise value generation
- Overseeing Treasury Markets Support operations to maintain adequate intra-day liquidity for all payment and CLS pay-in obligations
- Ensuring commercial balance sheet liquidity risk is accurately transferred and reported in compliance with policy requirements, including stress impacts and statutory holdings
- Monitoring daily liquidity status and quickly escalating any indications of potential funding stress to senior leadership
- Identifying, assessing, and mitigating risks associated with liquidity, including adherence to statutory liquidity requirements and internal Group limits
- Reporting any matters relating to money laundering prevention within the unit and maintaining vigilance regarding compliance standards
Skills and Experience
- Proficient business-level English skills to engage effectively across diverse teams and stakeholders
- Strong numerical aptitude and the ability to think quickly and accurately in high-pressure situations
- Comprehensive understanding of cash, bond, and derivative markets with attention to detail and proactive anticipation of market movements
- Demonstrated ability to build and sustain robust working relationships internally and externally to facilitate liquidity management goals
- Capability to identify funding, liquidity, and arbitrage opportunities within cash and money markets proactively
- Experience managing complex liquidity requirements crossing currency boundaries and various business units, often in real time
- Sound judgment to maintain a prudent liquidity position balancing cost efficiency with caution to mitigate undue risk
