Job Summary
The role of Executive Director, Group Regulatory Affairs within our Group Public & Regulatory Affairs (GPRA) team is pivotal in shaping the Bank's engagement with evolving financial regulations globally. You will provide expert leadership on financial services regulatory policy, especially focusing on technological innovation such as digital assets and fintech developments. Through collaborative efforts with internal stakeholders and external regulators, you will help align the Bank's strategic objectives with regulatory frameworks in key markets. This role requires a strategic thinker capable of anticipating regulatory trends, guiding senior leadership with insightful analysis, and acting as a trusted advisor to ensure the Bank remains a constructive participant in regulatory evolution.
Your contributions will directly impact the Bank’s positioning within the financial ecosystem, influencing policy development in banking, payments, and capital markets. This is a senior leadership position that embraces a dynamic regulatory landscape, requiring proficiency in navigating complex, matrixed organizations and delivering high-impact communication to diverse audiences. You will also play a critical role in developing the GPRA function by introducing efficient processes and nurturing talent within the team.
Key Responsibilities
- Provide strategic and analytical leadership on emerging financial regulatory policies with a focus on digital finance, payment systems, and capital markets to ensure the Bank's proactive engagement with regulatory changes.
- Partner effectively with business units to develop clear, persuasive messaging that enhances understanding within regulatory communities and internal stakeholders about the drivers and implications of key regulatory policies.
- Design and implement comprehensive regulatory engagement plans alongside business and GPRA teams, fostering strong relationships with regulators and positioning the Bank as an influential contributor to technology-focused regulatory frameworks.
- Drive continuous improvement within GPRA by refining operating models, governance practices, and establishing robust systems that enhance regulatory affairs efficiency and responsiveness.
- Offer senior leadership in articulating and executing the team’s vision, providing comprehensive regulatory intelligence and foresight on risks and opportunities related to technology and financial regulations.
- Act as a subject matter expert particularly in digital assets (such as tokenisation), while maintaining strong understanding of broader fintech regulatory developments, to guide the Bank’s regulatory posture.
- Collaborate closely with business and GPRA teams to monitor and assess emerging regulatory trends, crafting internal and external positions that effectively address evolving policy landscapes.
- Lead preparation of speeches, briefings, and analytical reports on regulatory policy for various audiences, ensuring timely and insightful dissemination of information.
- Oversee management functions within Group Regulatory Affairs, fostering a culture of continuous improvement and innovation through new processes and products aligned with the team’s strategic goals.
- Demonstrate excellent project management, communication, and analytical skills to succeed in a complex, global, and matrixed organization where collaboration and initiative are critical.
- Maintain comprehensive management information and tracking systems to monitor regulatory activities, evaluate outcomes, and report progress consistently.
- Challenge and engage stakeholders proactively to ensure regulatory oversight and ownership, driving accountability and timely resolution of action plans.
- Build and sustain trusted relationships across Compliance, business, and functional teams, delivering high-quality, timely support aligned with the Bank’s strategic objectives.
- Contribute to the team’s brand and change initiatives by supporting communication, education, and raising awareness of regulatory developments across the organization.
- Work collaboratively with leaders to champion regulatory priorities, overcome challenges, and maintain momentum on key initiatives that ensure the Bank's compliance and competitive positioning.
Skills and Experience
We are seeking candidates with a strong background in financial services regulatory environments, particularly in areas intersecting with emerging digital technologies.
- Expertise in Financial Services Regulatory Environment: Deep knowledge of banking, payments, digital assets, and financial markets regulation.
- Cross-functional Collaboration: Proven ability to work effectively with diverse teams across business functions and geographies to achieve shared regulatory objectives.
- Effective Communication Skills: Ability to translate complex regulatory concepts into clear messaging suitable for internal audiences, regulators, and external stakeholders.
- Change Management: Experience in managing and driving change initiatives within complex organizations while maintaining operational continuity.
- Process Improvement: Demonstrated success implementing systems and governance processes that enhance efficiency and compliance.
- Industry Knowledge: Well-versed in fintech developments including data policy, digital assets, and tokenisation technologies.
- Strategic and Tactical Planning: Skilled in developing both long-term strategies and actionable tactical plans to influence regulatory outcomes
