•    Be the subject matter expert for Liquidity and IRRBB within SCB AG Treasury. Responsibilities include ensuring compliance with German and European liquidity and IRRBB regulations, ensuring all obligations are understood and documenting how we comply with them and supporting the Regulatory Reporting team as they implement the regulations in reporting systems. This includes ownership of AG Treasury’s liquidity and IRRBB Standards. 

•    You will be the lead SME for SCB AG’s use of central bank facilities for non-marketable collateral, owning processes to assess eligibility and post with central banks across Europe.

•    You will be expected to have an expert level of knowledge of German and European liquidity and IRRBB requirements and how these interact with forecasting and business optimisation. You will own SCB AG’s Funds Transfer Pricing methodology, supporting sustainable business growth and advising ALCO on setting the rates of FTP components. You will also contribute to the ILAAP and work with Treasury Risk on liquidity stress testing. 

•    You will support the new product approval process, ensuring that risks on new products are appropriately captured within reporting systems and covered within Standards.

Key Responsibilities

Strategy
•    Understand Standard Chartered’s business strategy, how it applies to Standard Chartered Bank AG and the consequences of regulation on liquidity and funding including forecasting.

Business
•    Work with the business to optimise liquidity and funding.

Processes
•    Contribute to the forecasting process for liquidity and funding, be responsible for maintenance of liquidity and IRRBB obligations registers. Assist the recovery planning team on the liquidity and funding related recovery indicators and impacts.

•    Support process improvements that Simplify, Standardise and Digitise.

Risk Management
•    Understand regulatory change and the impact this can have on SCB AG’s liquidity (including intraday liquidiy) and funding position and appropriately manage the risks around such changes. 

Governance
•    Fulfil all governance requirements relating to liquidity and IRRBB management, working with stress testing, regulatory reporting.

Regulatory & Business Conduct

•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Skills and Experience

 

  • Expert level of knowledge of German and European liquidity and IRRBB requirements;
  • 10+ years of experience in Treasury, ALM (Asset–Liability Management), Liquidity Risk, and IRRBB, ideally within a bank or large financial institution.
  • In-depth knowledge of Basel III/IV, ECB requirements, MaRisk, and German as well as international liquidity and IRRBB regulatory standards.
  • Ability to develop and implement strategic initiatives in liquidity management, IRRBB, and Recovery Plan processes.
  • Strong stakeholder management skills, including working with regulators, boards, and senior management.
  • Professional certifications such as CFA, FRM, ACT, or CertBALM are highly advantageous.

Qualifications

Certifications     Holder of one or more of Chartered Accountant, Chartered Financial Analyst, Certificate in Bank Asset-Liability Management
