JOB SUMMARY

We are seeking a dynamic and experienced professional for the role of Global Head, Operational, Technology and Cyber Risk 'OTCR', Portfolio Risk. This role could be based in the UK or Singapore, and is a Managing Director role reporting into the Global Head of OTCR.

 

The OTCR organisation is instrumental in protecting and ensuring the resilience of Standard Chartered Bank’s operations, data, and IT systems by optimising operational, technology and cyber risk across the enterprise. As a critical function reporting into the Group Chief Risk Officer (CRO), the Group OTCR team serves as the second line of defence for assuring that controls are implemented effectively, in accordance with the OTCR Framework, and for instilling a risk culture within the Bank. 

 

The Global Head, OTCR, Portfolio Risk is a permanent, strategic role that requires strong business acumen and a detailed knowledge of Group risk profile, Group risk remediation, risk committees, analytics and external data benchmarking, and topical and emerging risks. The role will provide senior oversight of our global risk portfolio, ensuring that risk-taking across businesses and functions is aligned with our strategic objectives, regulatory requirements, and risk appetite. The successful candidate will shape how we identify, aggregate, and report risk, driving a forward-looking, data-informed, and technology-enabled approach to risk management.

 

We are seeking an experienced and senior leader who will be responsible for the following areas:

  • Strategy of your team, partnering with senior executives to ensure portfolio risk insights shape business strategy, transformation initiatives, and investment decisions.You will serve as a trusted advisor to the Global Head, OTCR and other members of the OTCR leadership team on portfolio-level risk issues, emerging threats, and concentration risks.
  • Oversight for Portfolio Risk Oversight & Aggregation
  • Leading the design and execution of OTCR portfolio framework, ensuring alignment with the Bank’s risk appetite and strategic objectives.
  • Oversight of risk identification, aggregation and thematic analysis across clusters, businesses, and OTCR types.
  • Providing committee intelligence and risk insights to the OTCR leadership team and provide the management teams, risk committees and regulators with a clear, integrated view of the Bank’s OTCR profile.
  • Analytics and external benchmarking - leading the development of advanced risk analytics capabilities, using internal and external data to provide a more holistic, comparative view of non-financial risk. You will partner with data providers, industry groups, and regulators to leverage external intelligence on emerging risks, loss events, and resilience benchmarks, and integrate these insights into portfolio-level reporting and Board discussions.
  • Developing and enhance processes, additional risk measures and tools, including enhanced scenario analysis, useful for above portfolio functions.
  • Promoting the adoption of automation, AI, and data-driven insights to strengthen portfolio risk oversight.
  • Establish processes for external benchmarking against peers and industry standards, ensuring the Bank maintains best-in-class practices in OTCR management

  • You will have people and talent leadersip responsibilities, managing the team resourcing, talent development, performance management, learning and development and engagement. You will lead through example to reflect the culture and values of the firm, ensuring you are managing a skilled team with effective supervision. You will set the tone and expectations from team, working in collaboration with stakeholders, whilst upholding and reinforcing the independence of the second line 
  • As part of your risk management responsibilities in role, you will be responsible for conducting scenario analysis and stress tests for OTCR portfolio to assess systematic risk drivers and risk concentrations. You will partner with the policy and frameworks team to develop, review, and maintain various risk management policies to ensure appropriateness and robustness. 
  • From a governance perspective you will drive the development of advanced risk analytics, stress testing, and scenario analysis capabilities to identify vulnerabilities across the portfolio.. In addition you will look to enhance risk reporting and dashboards, ensuring they are insightful, actionable, and forward-looking. You will be involved also with preparing regular reports and presentations to update stakeholders, senior management, committees, etc

Qualification and Skills

  • Professional certifications (CFA, PRM) preferred but not mandatory
  • Significant experience in risk management, with significant exposure to operational, technology, or cyber risk at a large financial institution.
  • Strong knowledge of the businesses, markets and operations of Standard Chartered Bank and the policies, procedures, and processes through which Operations, Technology and Cyber Risks are addressed throughout the Group
  • Deep understanding of portfolio risk aggregation, stress testing, and scenario analysis within a banking context.
  •  Track record of senior leadership, ideally including board and regulatory engagement. Ability to represent the Bank with external stakeholders via Industry Forums and at key Regulatory meetings
  • Strong familiarity with global regulatory frameworks (e.g., Basel, UK ACG).
  •  Exceptional leadership skills with the ability to manage global teams and influence senior stakeholders.
  • Strong analytical and strategic thinking, able to distil complex risk themes into clear, actionable insights.
  • Excellent communication and presentation skills, capable of engaging with Boards and regulators with authority.
  • Proven ability to drive innovation in risk management, including through use of technology, automation, and advanced analytics
  • Experience of identifying risks (both existing and emerging), developing mitigation actions, and reaching agreement with stakeholders on the management of risks and issues.
  • Bachelor’s degree or equivalent; advanced degree (MBA, MSc) or professional certifications (CFA, PRM) preferred
