Job Description: 

Job Summary

•    Global Process Owner for Stress Testing is the senior leadership role accountable for enterprise-wide ownership of the end-to-end stress testing process across the Group. This role provides strategic leadership, governance, and transformation oversight for all internal and regulatory stress testing activities, ensuring the bank operates a best-in-class, controlled, scalable, and regulator-ready framework.
•    This role will enhance decision usefulness of stress testing outputs, improve speed to insight, and strengthen connection across Finance, Risk, Treasury, Businesses, and Technology.
•    The role will ensure that stress testing evolves from a regulatory requirement into a strategic decision-support capability for the Group, enabling better capital deployment, portfolio steering, liquidity planning, and resilience management. They will interface extensively with senior Finance management at Group level, with Country, Segment, Function, and Regional CFOs, and GCFO Heads and work closely with the Finance Management Team to build a sustainable and forward-looking finance organisation.

Key Responsibilities

Strategy
•    The GPO will work on Target Operating Model, shaping the future design of processes and the requirements for the new technology. 

This would require 
•    Establish a single global process ownership model for stress testing
•    Drive standardization across regions, entities, and business lines.
•    Enhance executive confidence in stress testing outputs for capital and strategic decisions.
•    Strengthen regulatory credibility and governance maturity.
•    Create a multi-year transformation roadmap for platforms, data, and operating model simplification, aligned to the Bank Technology and Infrastructure designs
•    Developing a strategic vision and plan for the evolution of the process, covering people, operating process, policies & procedures, controls, systems, and data
•    Establishing a people capacity plan for the process, identifying the necessary capabilities required to support an effective execution of the process, and agreeing with other GPOs and HR how these will be captured in the overall job framework across Finance
•    Specifying the future technology and data roadmap for the process, and negotiating appropriate investment spend

Business
•    Setting service delivery standards and managing the process to deliver to those
•    Identifying business requirements for the process from stakeholders across Risk, Finance and models and balancing requirements with overall objectives for the effectiveness of the process and its cost including the management of the requirement prioritization list.

Processes
•    Own the complete stress testing value chain from scenario design intake through submissions, management reporting, and remediation tracking.
•    Define global standards, minimum controls, governance requirements, and operating procedures.
•    Clarify accountability across Group, Regions, GCCs, and Legal Entities
•    Setting and managing the budget for the process (Stress Testing)
•    Setting and managing policies, procedures and controls for the process
•    Developing process framework, defining key metrics e.g. cycle time, cost, control, and managing performance of the process
•    Defining the requirements for delivery of enabling technology and data and working with the Change management to ensure delivery
•    Build common assumptions and synchronized planning cycles
•    Align stress testing outputs with: 
o    ICAAP / Recovery Planning
o    Capital management
o    Liquidity stress testing
o    IFRS9 overlays / impairment forecasting
o    Strategic planning cycles
•    Resolve ownership gaps across functions

People & Talent
Managing a large global team of specialist in Stress Testing delivery with responsibility for all aspects of the employee life cycle, hiring, training & development:
•    Review Operating model which defines roles within the direct team as well as stakeholders in the process (Workstream Leads, Workstream owners, Model developers, etc.)
•    Build next-generation leadership bench strength
•    Foster accountability, pace, and high-performance culture

Risk Management
•    Ensure Stress Testing policy and Standards are understood and followed throughout the delivery process. Work with Policy and Standards owner to evolve these documents over time.
•    Define the required governance, including which committee and number of committee reviews would be required to deliver different types of ST exercises.
•    Ensure Stress Testing delivery controls are agreed, delivered on time, results of controls reviewed and that appropriate measures are taken when controls indicate failures. Work with control owners to evolve the controls towards digitalized controls to eliminate the human risks in the delivery of ST.
•    Own the ST model governance process including maintaining the ST model inventory and ensuring models have gone through the appropriate governance process before being used for Regulatory ST exercises, including model validation and model use tests.

Governance
•    Embed strong controls and evidence-based governance
•    Lead the change agenda for Stress Testing and work with the GPOs to identify importance of changes, prioritization and securing budget for Stress Testing.
•    Manage “Forecast” capabilities around granularity of forecast, building a library of models and library of data to provide increased flexibility and better integration across management requests, Corporate Plan and Stress Testing
•    Present results, delivery readiness, and material risks to: 
o    Group CFO
o    Group CRO
o    ALCO
o    Board Risk Committee
o    Executive leadership forums

Regulatory & Business Conduct
•    Ensure readiness for Group and country-level regulatory exercises across key markets.
•    Coordinate responses to PRA, HKMA, MAS, UAE, African regulators, and other local supervisory requirements.
•    Maintain consistency while allowing jurisdiction-specific customization.
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Skills and Experience

•    Deep expertise in regulatory examination management, issue remediation, and compliance program development across multiple jurisdictions
•    Strong background in operational risk, control testing, issue management, and three lines of defence models with hands-on experience in control effectiveness assessment. 
•    Excellent communicator. Internal, external and the regulator stakeholder management.
•    Track record in a leadership role driving engagement with senior business leaders, strategic change initiatives, regulatory engagement and managing cross border teams.
•    Proven track record of leading large, complex teams (50+ professionals) across multiple locations and functions 
•    Exceptional communication and presentation skills with ability to influence and engage senior executives, board members, and regulatory authorities 
•    Strong strategic planning and business acumen with ability to translate regulatory requirements into operational excellence
•    Builds and nurtures great relationships with stakeholders and collaborates well
•    Action orientated and drive to move matters forward.
•    Comfortable working in an environment where ongoing improvement is expected 

Qualifications

Education     Professional Accountancy, CFA or related qualification from recognised professional body.
