Director of Governance Services (Cost & Efficiency) will be responsible for Cost Governance and Spend Optimization in T&O Governance Services, partnering with Finance and the T&O MT to identify and optimize costs across T&O to deliver on the required Corporate Plan and Head Count commitments. Key areas of focus are consultant & vendor spend, expenses, cost out programs, cost out through organisational redesign, organisational health, etc. This role will ensure that our governance practices in Financials (forecasting, actuals and cost savings) are robust, consistent, and aligned with industry best practices. 

Key Responsibilities

Financial Management 
• Manage the overall budgets and headcount targets for T&O Governance team, on behalf of the Head of Governance Services, and ensure complete adherence to financial objectives of sticking within the budget or creating saves as agreed with the Head of Governance Services.
• Continually explore ways to create saves via synergies, efficiencies and other such means.
• Display and live the highest standards of conduct and values while managing the financials.
• Actively organising the cost centres for T&O Governance team to ensure sufficient transparency, accountability and empowerment of spends at appropriate authority levels.
• Actively managing and tracking all cost centres (incl. projects, BAU and TPS) related to T&O Governance spends.
• Actively work with Head of Finance for T&O Governance to ensure TPS budget and stretch targets are delivered.
• Actively manage BAU budget to create room for meeting the aspirational and future looking agenda for T&O Governance.

Strategy
• Support the Head of Governance Services to develop relevant strategies/business plans on cost governance and spend optimization across the function.
• Preparation for, and facilitation of, “critical path” strategic meetings with a view to ensure delivery of intended outcomes in the most efficient and effective manner in relation to cost.
• Develop metrics and track KPIs for management actions and for reporting as / when required.
• Support for preparation of various strategy packs for Management.

Governance
• Partner with Finance, HR and the relevant business managers (on behalf of MT) to identify and optimise costs across T&O to deliver on the required Corporate Plan and headcount commitments.
• Coordination/orchestration of governance deliverables or commitments directly involving the heads with a view to actively manage any conflicting interest and views to create alignment towards common T&O MT agenda and goals, particularly around financials.
• Support the effective delivery of the operational excellence agenda through management of budgets, infrastructure and the people agenda (including resourcing, capability and capacity and demand & supply)
• Extensive collaboration with Performance Management team, leverage available resources, systems and reporting capability to build comprehensive dashboards. This could also include Vendor Rationalization and oversight in partnership with CSM, Property optimization and allocation in partnership with CRE.
• Originating and updating of various strategic documents (PPT, Excel, Word etc) for key meetings on an adhoc basis.
• Support the establishment and operation of an internal control framework to provide management the necessary assurance by conducting proactive assessments on agreed frequency for all critical governance forums.
• Evaluate the impact of new and changing firm-wide / industry wide / governance requirements and enhance the governance framework on an ongoing basis to maintain its adequacy.
• Regularly support the internal Governance Forum to demonstrate robust management control approach & awareness.
• Ensure necessary management awareness and focus to critical issues / actions originating from all group governance forums, particularly relating to Financials.
• Provide support for identification of Management metrics applicable to the Senior Manager & the management team, particularly relating to Financials.

Qualifications

• Education-University Qualified
• Accountancy qualification

Skills and Experience

•    10+ years in financial management and accounting, with extensive exposure to project and stakeholder management in an international firm, preferably in Financial Services.
• Track record of (helping) managing budget, achieving cost efficiency and savings at the business and function level. This would include close partnership with different functions and teams to deliver a common and strategic goal. 
•    High proficiency in management metrics and key performance indicators, especially relating to business financial health and budget disciplines.
•    Understand and experience in top-down and bottom-up approaches in change management and associated budget challenges and execution.
