Job Summary

Assurance is a Second line defence function established under a delegated Mandate from the Group Chief Risk Officer and the Group Head of Conduct, Financial Crime and Compliance (CFCR). The primary role of Assurance is to provide a risk-based independent view to Senior Management in the business/functions, Second Line and the Board as to the effectiveness of the bank’s policies, processes, systems and controls. It facilitates identification of any gaps & inefficiencies, enabling prompt corrective action to be taken, and is a key source of evidence for the Board & Regulators. Assurance is part of the reasonable steps taken in support of SMF 4, 16 & 17 responsibilities. 

 

The Director, FC Assurance role reports into the Head of Financial Crime (FC) Assurance and operates within a globally integrated and fungible operating model, working closely with others in the CFCR Assurance team to focus on delivery of Assurance reviews within the FC Assurance remit.

Key Responsibilities

Strategy
•    Support the Head of FC Assurance in delivering a strategy for risk-based and data-enabled assurance coverage across CFCR Assurance, aligned to the Bank’s risk profile, regulatory expectations and internal commitments.
•    The Financial Crime assurance strategy should focus on assessing effective risk management of: 2LOD risk policy setting, the 1LOD in managing the risks, controls and process in their business and functions; and; 2LOD in its role of providing challenge and oversight. All businesses and functions and geographies are within scope.
•    Support the agenda to drive a collaborative risk and control ecosystem across the three Lines of Defence, including effective reliance and remediation tracking.
•    Support the agenda to drive a culture of continuous improvement in assurance delivery, including consistent methodology application, strong documentation and evidence standards, and timely reporting and escalation.


Business
•    Provide oversight of the assurance book of work to ensure alignment to Bank’s Financial Crime Assurance priorities.
•    Maintain a strong quality culture across planning, fieldwork, reporting and issue validation.
•    Maintain strong awareness of FC Assurance regulatory expectations, internal policies/standards, and leading practices in risk management, control testing and assurance.


Processes
•    Work closely with teams across the three Lines of Defence, building good working relationships and engaging with 1LoD testing teams and Risk owners.
•    Follow the Group’s policies and standards, including how we carry out assurance work, track issues, and keep documentation clear and consistent.

•    Retesting of controls to support the assessment on both design and operating effectiveness across key processes
•    Support the delivery of a dynamic plan that focuses assurance activity on areas of highest risk and greatest potential impact, including thematic work across geographies where appropriate.
•    Communicate issues and testing insights clearly to senior stakeholders as required, including through concise reporting, escalation and remediation validation


Regulatory & Business Conduct

•    Conduct internal investigation in rare circumstances where the both the Shared Investigative Services team and Compliance Speaking-up team are both implicated in an investigation.
•    Execute director responsibilities to entities where appointed as a Director, to ensure effective oversight and governance in line with local laws and the Group’s polices and risk frameworks.

Qualifications

•    Languages: English
•    Strong assurance, risk and control testing, regulatory inspection or audit experience in Risk, Compliance and Financial Crime within a banking environment.
•    Experience leading and performing Financial Crime reviews 
•    Experience interpreting regulatory rules applicable with Financial Crimes lens 
•    Certified Anti-Money Laundering Specialist (CAMS) Preferred
•    Comprehensive knowledge of banking and investment product across client segments 
•    Previous audit or assurance experience with minimum of 5 years  
•    Substantial experience in the banking industry, including demonstrated success in a similar roles, including across a range of risk areas.
•    Experience in leading transformations in risk and control testing/audit/assurance.  
•    Experience in optimising processes, including via the use of technology. 
•    Strong leadership qualities, excellent interpersonal skills and personal authority based on trusted relationships.
•    Experienced in building leading and motivating teams.
•    Strategic vision for the function.
•    Excellent communicator, effective leader and manager of complex, highly matrixed organizations and the ability to explain complex risk terms in business language.
