Job Summary
• This is a role within the Risk function to support work performed by the Enterprise Risk Management team. Key tasks include ensuring central elements of Hong Kong’s risk governance and control framework are operating effectively, within risk appetite and in line with internal frameworks and policies as well as statutory and regulatory requirements.
Strategy
• Awareness and understanding of the Group’s business strategy and model, supporting the identification of emerging risks.
• Maintain good level of understanding of the latest regulatory requirements which are of relevance to the Risk function.
Business
• Awareness and understanding of the wider business, economic and market environment in which the Group operates.
• Being a trusted Risk partner to the Business and effectively challenge where needed.
Processes
• Support the Risk Function in the management of risk appetite for Greater China and North Asia (“GCNA”) region.
• Support the implementation and maintenance of the Enterprise Risk Management Framework across relevant entities in GCNA region.
• Support BCBS239 compliance for GCNA.
• Support the Risk Function in the management of large exposure and country risk.
• Support the timely delivery and submission of dashboards, presentation materials, committee papers, etc.
• Support relevant Risk teams in the management of regulatory examination as appropriate.
People & Talent
• Self-disciplined and pro-actively lead enterprise risk management initiatives across the GCNA region.
• Strong collaboration skills to partner with various stakeholders across the Group.
Risk Management
• The key responsibility for the role is to lead the implementation of Enterprise Risk Management initiatives for the GCNA region, including
• Guide the GCNA region on adoption of Enterprise Risk Management Framework and respective Risk Type Framework;
• Support the policy governance for the GCNA region; and
• Continued enhancement and introduction of new initiatives and supporting enterprise risk management activities for the GCNA region.
• Be the principal point of contact and support the Chief Risk Officer in discharging regional oversight responsibilities in relation to Reputational & Sustainability Risks, Country Risk, Climate Risk, and Strategic Risk. This include enhancing and implementation of the relevant risk frameworks, ownership of regulatory rules, monitoring of risk and reporting as appropriate.
Governance
• Lead the monitoring and management of large exposure and country risk exposure.
• Prepare/collate papers, information packs and presentations as required by the CRO for Risk governance meetings and Board Meetings as required.
• Track and escalate issues and undertake follow-up actions as required.
Regulatory & Business Conduct

• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

• Embed Here for good and Group’s brand and values in HK & GCNA ERM; Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures.
Qualifications
• Educated to degree level.
• Broad experience in Banking industry with minimum of 5 years’ experience, risk management experience preferred.
• Knowledge and understanding of regulatory requirements, namely those from the HKMA, PRA and Basel.
• Prior experience in Finance/Risk/Compliance/Audit/Governance.
• Excellent written and spoken English, with additional ability in Chinese (Cantonese and/or Mandarin) a bonus.
• Very strong communication skills (both written and verbal), with the ability to interact confidently with senior stakeholders
• Ability to manage multiple tasks successfully and efficiently in a fast paced, regulatory driven environment.
