Job Summary
• This is a new role for Standard Chartered Bank and it is a great opportunity to lead a very different type of Infrastructure Delivery capability. This role reports directly to the Global Head of Cloud Infrastructure.
• The Head of Infrastructure Delivery is accountable for designing, engineering, and operating the global infrastructure delivery ecosystem that enables secure, automated, reliable, and scalable deployment of infrastructure and applications across cloud, hybrid, and on-premises environments. The role combines deep expertise in Infrastructure as Code, CI/CD, Platform Engineering, automation, security, and software supply chain governance, while leading global engineering teams responsible for delivering world-class infrastructure platforms that accelerate business and technology outcomes.
Strategy
• Define and lead the global infrastructure pipeline strategy supporting public cloud, private cloud, hybrid infrastructure, and on-premise environments.
• This role is responsible for orchestrating, managing and delivering infrastructure into the bank’s 70 datacentres spread around the world, along with 15 cloud regions.
• Develop enterprise-wide standards for infrastructure delivery, automation, deployment, and lifecycle management.
• Drive API standards across database, storage, compute, network for on-prem and cloud delivery
• Responsible for infra framework globally
Business
• Establish reusable pipeline architectures and engineering patterns that support scalability, resilience, compliance, and operational excellence.
• Drive Infrastructure as Code, GitOps, DevSecOps, and Platform Engineering adoption across the organization.
• Create standardized infrastructure delivery frameworks supporting multi-cloud environments and global engineering teams.
• Define enterprise IaC standards and governance models.
• Build reusable modules, templates, and infrastructure libraries.
• Implement automated infrastructure provisioning and configuration management.
• Manage infrastructure lifecycle through code-based deployments.
• Establish version-controlled infrastructure delivery models.
Key Responsibilities
Processes
• The bank operates global infrastructure under 4 key processes. These encompass the delivery, operations and management of the global infrastructure estate. This role is required to harmonize the delivery of infra across these 4 key critical ground processes. These process manage over 1 million devices globally, be it virtual or physical.
• Infra Commission/Decomm – the cradle to grave process of managing both virtual and physical infrastructure
• Cloud Management – the management of the global cloud platform
• On-prem Infra Platform management – the management of the global datacentre platform and encompassing platforms running in the private cloud
• Network Management – the management of global network, including security, firewall, network provisioning
People & Talent
• Lead through example. Demonstrate technical and people leadership
• Build a culture that aligns to banks values and behaviours. Ensure staff ahead and remain compliant with the banks policies and procedures
• Needs to empower workforce but be able to step in when needed to course correct

Risk Management
• Own the risks linked to the delivery of code into production
• Own the risks linked to the maintenance of code in production
• Own the end-to-end risks associated with the dev/test environments and the requisite tooling
• Drive for the closure of risks, operational events and audit findings on time, once and done
• Educate the team on risk management and continual mitigating of risk
• Comply with organisation risk management framework
• Find automated solutions to reduce risk and prevent human and manual solutions
Governance
• Ensure the value determination & realizations for workload migrations to cloud
• Ensure compliance with all applicable SC governance frameworks
• Adhere to and optimise cloud governance frameworks and processes
• Stay aware of changing regulatory landscape so that we can proactively manage the emerging requirements for workloads
• Ensure compliance with the highest standards of regulatory and business conduct and compliance practices as defined by internal and external requirements. This includes compliance with local banking laws and anti-money laundering regulations and guidelines

Technical Acumen
• Knowledge of cloud platforms across compute, storage, networking, database, analytics, security, identity, AI/ML, integration, and serverless services.
• Knowledge and experience of consuming and deploying on prem infrastructure capabilities
• Expert in infrastructure as code and relevant platforms with experience on any of these welcome:
