Job Summary
• Heading the team of Coverage, CIB, lawyers providing advice and support to the Coverage business in Philippines.
Key Responsibilities
Strategy
• Act as the primary country legal adviser to the Philippines CEO and Country Management Team (CMT), provide them with strategic and, where appropriate, proactive advice, working with external counsel, Disputes and Government Investigations Legal (DGIL) and Product Legal, as appropriate.
• Escalate, as appropriate, any material country legal issues to the Head, Legal, CIB Coverage, ASEAN and/or Global Head, CIB Coverage.
• Lead the Philippines Legal team in working with in-country stakeholders to deliver against the Country’s strategic initiatives.
Business
• Is accountable for, and has primary responsibility over, legal support for all products being offered in the Philippines.
• Is accountable for, and has primary responsibility over, non-material third party disputes in-country.
• Provides general legal support, especially leveraging on institutional knowledge, for non-material employment disputes/ negotiations.
• Lead the Philippines Legal team in optimising operating efficiency while balancing the effectiveness of decision making within the Philippines Legal function.
• Lead the Philippines Legal team in the development of effective litigation risk management strategies and timely deploy these strategies across products and channels.
Processes
• Is accountable for, and has primary responsibility over, managing the Philippines Legal Panel.
• Has primary responsibility over logistical and operational matters pertaining to the Philippines Legal team.
• Lead the Philippines Legal team in continuously improving the operational efficiency and effectiveness of litigation risk management processes.
• Oversee the management and updating of litigation items and status, including liaison with external counsel in respect of litigation/dispute items.
People & Talent
• Is accountable, and has primary responsibility over, management of the Philippines Legal team, including matters such as staff/ resourcing, capacity planning and professional development.
• Lead through example and build the appropriate culture and values within the team.
• Model behaviour that encourages and promotes an active training and learning environment to facilitate excellence in legal risk management, legal risk awareness, behaviours and accountability.
Risk Management
• Identify any material Legal risks and themes in-country and communicate these to the CMT and/or Head, Legal, CIB Coverage, ASEAN and/or Global Head, Legal, CIB Coverage, as appropriate.
• Within the Group’s overall Risk Management Framework, establish and maintain an appropriate risk-based approach to assessing, measuring, monitoring, managing and reporting legal risk arising in-country.
• Act as Process Owner for country processes owner by Legal, where such processes are executed by the Philippines Legal team.
• Act as Subject Matter Expert for Legal Enforceability risk arising in-country, as set out in the Group’s Enterprise Risk Management Framework.
• Maintain and build awareness and understanding of the top legal risks facing the country and take an active role in managing them.
Governance
• Lead the Philippines Legal team in providing oversight on the security documentation process and litigation items, ensuring compliance with the highest standards of regulatory and business conduct and compliance practices as defined by internal and external requirements.
• Lead the Philippines Legal team in embedding the Group’s values and code of conduct in the security documentation process and litigation management, to ensure that adherence with the highest standards of ethics, and compliance with relevant policies, processes and regulations among employees form part of the culture
• Act as member or permanent invitee of the CMT, CNFRC and other governance forums.
Regulatory & Business Conduct
• Display exemplary conduct and live by the Group’s Values and Code of Conduct.
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

Skills and Experience
Skills:
• Ideally, should have some experience in general and various aspects of banking law (transactional and advisory), and of handling regulatory/government investigations.
• Background in local labour/employment law and general dispute/case management.

Qualifications
• Qualified to practice as a solicitor/attorney or barrister/advocate.
• Experience, acquired via private practice or in-house, in managing complex legal issues.
• Sharp business acumen (including ability to assess risk and appropriate levels of return), strong leadership qualities, excellent interpersonal skills and multi-cultural awareness and sensitivity.
