Job Summary

The Head, Talent Acquisition, Taiwan is responsible for leading and executing the country Talent Acquisition strategy, ensuring the attraction, engagement, and hiring of high-quality talent to support the Bank's business priorities and growth agenda. The role serves as a trusted advisor to Business and HR leaders, providing workforce insights, market intelligence, and strategic hiring solutions across all business segments and functions.

This role combines strategic leadership with operational excellence, overseeing executive and critical hiring, talent pipelining, employer branding, stakeholder management, and recruitment delivery through a hybrid operating model comprising in-country teams, Global Business Services (GBS), and external partners. The incumbent is accountable for driving hiring outcomes, enhancing candidate and stakeholder experience, and ensuring compliance with regulatory, governance, and risk requirements within Taiwan.

 

About the Team / Function

The Talent Acquisition function is a key enabler of the Bank's growth and transformation agenda. It partners with business and HR leaders to deliver workforce strategies, attract top talent, and build future-ready capabilities across the organisation.

The function drives leadership and critical hiring, provides talent intelligence and market insights, strengthens employer branding, and leverages digital and AI-enabled solutions to improve hiring effectiveness and candidate experience. Operating through a collaborative model with HR, GBS, and external partners, the team ensures recruitment activities are delivered efficiently while maintaining the highest standards of governance, risk management, and regulatory compliance.

Key Responsibilities

 

Strategic Talent Acquisition & Workforce Planning

  • Develop and execute the Taiwan Talent Acquisition strategy aligned to business priorities and workforce plans.
  • Advise business leaders on talent market trends, workforce risks, competitor intelligence, and hiring strategies.
  • Build proactive talent pipelines for leadership, niche, and critical roles.
  • Lead initiatives to strengthen employer branding and attract diverse talent.

 

Hiring Delivery & Stakeholder Partnership

  • Lead end-to-end recruitment delivery across all business segments and functions.
  • Partner closely with Hiring Managers and HR stakeholders to deliver hiring outcomes within agreed timelines.
  • Act as the primary escalation point for complex, senior, and business-critical hiring requirements.
  • Build strong relationships with internal stakeholders, candidates, and external recruitment partners.

 

Talent Intelligence & Transformation

  • Provide data-driven insights and market intelligence to inform hiring and workforce decisions.
  • Leverage technology, analytics, and AI-enabled recruitment solutions to improve hiring effectiveness.
  • Drive continuous improvement in recruitment processes, service delivery, and candidate experience.
  • Champion innovative sourcing strategies and talent engagement approaches.

 

Governance, Risk & Compliance

  • Ensure recruitment activities comply with Taiwan employment regulations and internal governance standards.
  • Maintain robust controls across hiring, vendor management, and candidate data handling.
  • Identify, escalate, and mitigate hiring-related risks and compliance matters.
  • Promote the highest standards of conduct, fairness, and ethical recruitment practices.

 

People Leadership

  • Lead, coach, and develop a high-performing Talent Acquisition team.
  • Foster a culture of accountability, collaboration, innovation, and continuous improvement.
  • Build team capability in strategic advisory, talent intelligence, and stakeholder management.
