Job Summary

Background

Project Iris is a Strategic Regulatory Reporting Programme that would provide SCB with a regulatory reporting system fit, for the future growth of the bank in an evolving regulatory landscape. 

The Programme aims to provide a platform that strengthens governance and controls, improves data quality and optimises the end-to-end regulatory reporting process.  

The Data & Governance workstream is being stood up to implement strategic data & governance deliverables and establish a centre of Data Governance Excellence across GCFO, Risk and CFCR. 

The implementation scope across the “end to end” Finance processes covered in Iris ensuring compliance with the prescribed standards (by the Group’s strategic program for data – Mercury”, Data Quality Management Standard etc and regulatory guidelines such as BCBS239) to ensure Data is fit for use, complete, accurate and consistent across the processes and data life-cycle. 

The  Iris Data & Governance Controls Delivery Lead is to delivery the Iris Data Governance and Controls objectives, ensuring alignment with the overall programme roadmap. This role is responsible for driving data quality, strengthening governance frameworks, and enabling effective regulatory reporting across Global Finance.

Key Responsibilities

Key Responsibilities and Delivery include –

Delivery & Execution
•    Own and deliver the Iris Data Governance and Controls workstream, ensuring integration with the broader programme.

•    Lead implementation squads to achieve critical milestones and data quality outcomes.

•    Oversee technical, metadata, and change governance controls.

•    Coordinate with Solution Delivery, Global Process Leads, reporting teams, and analytics partners to manage dependencies and resolve issues promptly.

•    Define and deliver business and reporting requirements for technical and operational controls which includes Completeness controls (reconciliations), Accuracy and Consistency controls (profiling or equivalent business validation rules etc).

•    Implement fallback and contingency processes across finance systems where required.

Workstream Management
•    Provide strong programme leadership, governance, and stakeholder management.

•    Build a high-performing team culture aligned with organisational values.

•    Identify, manage, and escalate risks and issues proactively.

•    Monitor Workstream progress and assess impacts on control and governance outcomes.

•    Lead governance forums, working groups, and executive updates feeding to the Iris Program Steering Committees and RAID reporting.

•    Drive stakeholder engagement to ensure alignment and successful delivery.

•    Manage budgets, costs, and delivery controls to meet quality and financial targets.

•    Promote Agile delivery practices where appropriate.

•    Oversee benefits definition, tracking, and realisation.

•    Ensure adherence to Project Management standards and best practices.

•    Maintain transparent reporting across resource, financial, schedule, and quality metrics.

•    Lead business change activities while overseeing technology delivery.

•    Project Iris is a strategic regulatory reporting initiative designed to support the bank’s future growth within an evolving regulatory landscape. The programme will strengthen governance and controls, enhance data quality, and optimise end-to-end regulatory reporting capabilities.

•    Act quickly and decisively when any risk and control weakness become apparent and ensure they are addressed within an appropriate timeframe and escalated through the relevant leaders and committees.
•    Include all necessary internal, legal and regulatory controls through the development of Global Finance requirements.
•    Balance business performance delivery and cost management constraints with risk and control matters to ensure that they do not materially threaten the Group’s ability to remain within risk appetite.

•    Collaborate and partner with Global Process Leaders as part of the Build & Maintain mode
•    Delivery the infrastructure and capabilities to enable target operating model and control framework
•    Optimizing current business model and enabling business benefit materialization through straight-through processing

People & Talent 
•    Lead through example and build the appropriate culture and values.  Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.
•    Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
•    Employ, engage, and retain high quality people, with succession planning for critical roles.
•    Responsibility to review team structure/capacity plans.
•    Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives. 

Risk Management
•    Reinforce an effective and exemplary risk and control culture and further strengthen the control environment, ensure that specialist knowledge and skills are assigned to relevant needs.
•    Act to minimize operational loss and audit failures and take proactive measures to respond to matters arising and identify and manage forward looking risks. 
•    Work with relevant teams to identify and mitigate identified operational risks in their areas.
•    Through assignment of direct and indirect reports, establish and maintain an appropriate framework and procedures for monitoring, identifying, measuring, assessing, reporting and managing compliance, regulatory, financial crime, operational and reputational risks.

Governance 
•    Embed the Group’s values and code of conduct in the TTO / CDO Functions to ensure adherence with the highest standards of ethics and compliance with relevant policies, processes and regulations among employees form part of the culture.
•    Ensure compliance with all salient SCB governance frameworks where there are direct touchpoints with them or any subsequent downstream influence from the Global TTO Team.

Regulatory and Business Conduct

•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. Skills and Experience

Must Have:
•    Strong track record of programme management execution and delivery in Data and Regulatory Reporting transformation projects 
•    15+ years of overall work experience and 10+ years of relevant experience combined in Agile and Traditional Project delivery methodologies 
•    Minimum of 8 years in a Data Management / Governance / leadership and practitioner role
•    Ability to work proactively, independently when necessary and displays strong initiative.
•    Agile framework 
•    Excellent communication and presentation skills, with a very good standard of English (written and spoken).
•    Consistently high performer and excellent role model of the Banks core values 
•    High levels of energy and drive, willingness to work hard
•    Pragmatic team player with attention to detail
•    Experience in working in multicultural teams 
•    Good expertise on organisational design and process implementation to support regulatory driven financial reporting
