Job Summary
The Associate Director, People Capability (Malaysia) plays a pivotal role in ensuring that priority markets receive focused attention and support from the People Capability function. This position is responsible for translating the global People Capability agenda into actionable strategies and initiatives within the Malaysian market, ensuring alignment with organizational standards and consistency across the ASEAN cluster. As a member of the ASEAN People Capability cluster, the Associate Director will champion the implementation of best practices and drive the adoption of innovative learning solutions tailored to local needs.
Key Responsibilities
- Strategic Alignment with global & local work: Ensure that the global People Capability strategy is effectively localized and embedded within the market. This includes adapting global frameworks, standards, and initiatives to address local regulatory requirements, cultural nuances, and business priorities, while maintaining alignment with the broader ASEAN and global objectives. The role requires to participant in global projects as a key member of team.
- Collaboration & Stakeholder Engagement: Foster a culture of collaboration and continuous improvement by actively engaging with local networks, business leaders, and cross-functional teams. The role holder will facilitate knowledge sharing, encourage the adoption of emerging capabilities, and leverage collective expertise to address both regulatory/audit needs and opportunities for innovation.
- Change Leadership & Communication: Serve as a change agent by introducing and championing new ideas, tools, and methodologies that enhance the effectiveness of People Capability initiatives. The role requires strong communication skills to articulate the value of global initiatives, secure stakeholder buy-in, and ensure clear understanding of expectations at all levels.
- Ambiguity Management & Prioritization: Demonstrate the ability to navigate and manage ambiguity arising from competing local and global priorities. The role holder will be expected to balance multiple workstreams, optimize the use of resources, and maximize the impact of the global learning agenda for local requirements.
- Teamwork & Continuous Feedback: Promote a “one team” mindset by working collaboratively towards shared goals, reconciling differences, and utilizing continuous feedback from stakeholders to refine processes and enhance team performance. The role holder will play a key role in building a high-performing, agile team environment.
- Craftsmanship & Innovation in Learning Design: Continuously develop expertise in contemporary learning design by exploring new visual, storytelling, and graphical techniques. The role holder will apply these skills to create engaging, impactful learning experiences that resonate with diverse audiences and support the organization’s learning objectives.
- Manages local regulatory learning requirements in country and ensures appropriate readiness for audit and compliance reviews.
- Ensure compliant and adherence of Group and Country processes, matrices, frameworks, policies and procedures. Including regulatory and / or statutory requirement as per local markets’ government agencies and authorities.
- Provide resolutions, guidance to country HR, PC team / colleagues relating to governance, risk and compliance matters.
- Contributes to storyboarding sessions and design labs to prototype different creative learning design and delivery solutions required to deliver squad objectives.
- Uses subject matter expertise to come up with ideas for the most impactful and scalable learning experiences and helps the squad make the right choices about creative learning design and delivery approaches.
- Supports the development of engaging learning experiences using the most relevant creative learning design and delivery tools/ platforms /approaches and best practices in a high quality and cost-effective manner.
- Supports the Squad Product Owner with backlog management by estimating the effort and complexity of their assigned backlog items in each sprint based on prioritisation criteria.
- Manages own work, self-organises, and collaborates with other squad members to design and develop a potentially shippable increment of the learning solution each sprint as per the agreed acceptance criteria.
- Embodies agile values and principles by participating in and contributing to all squad level ceremonies (e.g. sprint planning, daily stand-up, sprint demo, sprint retrospective, etc.)
- Continuously improves the developed learning solution by inspecting and adapting the work with Product Owner and other business stakeholders.
- Actively keeps up to date with the latest human centred, business relevant and commercially viable creative learning design and delivery solutions to influence decisions about their application in the learning solutions being delivered by the squad.
- Provides inputs on the best suited solutions and strategic vendors available in the market
- Provides support to solve problems of other squads that require specific expertise

Programme Management:
- Responsible for managing learning programmes and provide administrative support, including virtual /classroom management, managing attendance, and communications with learners.
- Responsible for data management such as reviewing, maintaining, updating learning reports, records, learning policies and procedures, compliance matrices.
- Manage and follow-up on learner’s request/ enquiries for internal and external programmes, provide timely responses and learning support.
- Monitor, compile and prepare the learning budget report, for e.g. the HRD Corp levy.
- Manage in-house learning platform, leverage on data to provide insights and opportunities for driving improvements.
- Gather and review inputs from stakeholders, source, and propose learning interventions for upskilling and reskilling.
- Manage Human Resources Development Fund (HRDF) scope of work. Work closely with PC colleagues to ensure timely grant submissions and data accuracy to enable HRDF reporting.
- Coordinate and administer local programme certification process, government funding application, audit support, when required.
- Perform other duties as needed to support successful local programme implementation
