Job Summary

This role holder will report to the Head of Standards & Regulatory Alignment, a pivotal role within the first line of defense at Standard Chartered. This position is responsible for the development, implementation, and oversight of the bank's standards and controls, ensuring they align with industry best practices, regulatory requirements, and the bank's strategic objectives. The role involves maintaining a comprehensive controls library, facilitating communication across the organization, and fostering a culture of technology and security awareness and compliance.

Key Responsibilities

Develop and Maintain Standards and Controls:
•    Data Governance Standards and Controls Development: Contribute to the creation and continuous improvement of the bank's Data and AI governance standards and controls. Ensure these standards incorporate the latest industry frameworks, such as NIST AI RMF, DAMA-DMBOK, ISO 42002:2023 AIMS, ISO 23894
•    Controls Library Management: A deep understanding to recommend enhancements to Core Data Elements library, ensuring it is comprehensive, and reflective of the bank's risk profile and regulatory requirements. 
•    Awareness and Communication: Execute effective communication strategies to ensure all stakeholders understand and adhere to the data and AI governance. This includes creating guidance documents, training materials, and other resources that clarify the application and importance of the standards.
•    Simplification Initiatives: Contribute to the efforts to simplify the data and AI governance, making them more user-friendly and easier to implement. This includes reducing complexity, eliminating redundancies, and ensuring clear and concise documentation

Regulatory Compliance:
•    Regulatory Mapping and Integration: Map all relevant regulatory requirements to the data and AI governance, ensuring the bank's operations comply with local and international regulations. Maintain an up-to-date understanding of regulatory developments.
•    Compliance Assurance: Provide high quality and timely support to compliance and audit teams to conduct regular assessments and audits, ensuring adherence to data and AI requirements. Address any findings or non-compliance issues promptly and effectively.

Stakeholder Collaboration:
•    Internal Collaboration: Collaborate with various internal stakeholders, including business units, function Chief Data Officers, CIOs, CISOs and risk management teams, to ensure a cohesive approach to implementing Data and AI Governance related matters. 
•    External Engagement: Support relationship and preparation for contact with external bodies, including industry associations, regulatory authorities, and other financial institutions. Participate in industry forums and working groups to stay informed about emerging threats and regulatory changes.

Strategy
•    Promote a data-driven culture, embedding the use of trusted data and AI insights across business processes.
•    Support developing comprehensive data governance changes to frameworks and policies.

Business
•    Business Integration: Ensure that Data and AI governance are seamlessly integrated into business processes and decision-making. Work closely with business leaders to understand their needs and challenges and provide tailored advice and solutions.
•    Value Communication: Communicate the value of strong Data and AI governance to business stakeholders, emphasizing their role in protecting the bank's assets, ensuring regulatory compliance, and maintaining customer trust.

Processes
•    Change Management: Support the change management process for Data and AI governance, ensuring that changes are well-documented, communicated, and implemented with minimal disruption. Develop and enforce procedures for managing exceptions and deviations from the standards.
•    Process Optimization: Support evaluation and optimization of the processes related to the development, implementation, and monitoring of Data and AI governance. Leverage technology and automation to enhance efficiency and effectiveness.

People & Talent
•    Team Development: Support junior Team Members to become Data governance professionals, fostering a culture of excellence and continuous learning. Provide regular feedback to junior team members and impactful stakeholders.

Risk Management
•    Data and AI Governance: Support the creation and continuous improvement of the bank's Data and AI governance. Develop and establish control and metric with to measure the effectiveness of data governance standard control requirements with Group Process Owners.

Governance
•    Governance Framework: Support a robust governance framework for Data and AI governance, ensuring alignment with the bank's overall governance structure. This includes developing procedures for managing and enforcing the standards.

Regulatory & Business Conduct
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. •    This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Support the team to achieve the outcomes set out in the Bank’s Conduct Principles: The Right Environment. 
•    Effectively and collaboratively identify, escalate, and resolve conduct and compliance matters.
•    Provide timely and accurate risk & control information to support regulatory meetings and RFIs.
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct.

Qualifications

Desired:
•    Education: Bachelor’s degree in data science, Information Technology, or a related field. Advanced degrees or relevant certifications (e.g.,) are preferred.
•    Experience: Minimum 7 years’ experience and strong expertise in data governance, AI, data privacy regulations, enterprise data management, and federated or data mesh operating models, with a focus on standards and controls, risk management, and regulatory compliance in financial sector is highly desirable. 
•    Skills: Strong leadership, communication, and interpersonal skills. Demonstrated ability to work effectively with diverse teams and stakeholders. Proven track record of managing complex projects and driving change in a large organization.
