Job Summary
The Financial crime end-to-end Programme aims to transform existing processes and systems to improve client experience, enhance control effectiveness and deliver cost transparency. It is primary vision is to move to a more preventative Financial Crime environment and future proof the bank from arising threats. The role of the Senior PMO Manager is to support the Programme manager in orchestrating Governance, Corporate Planning and Forecasting, Capacity Planning, Financial Control.
The PMO function is responsible for ongoing prioritization and support decision making for all investment spend within the Programme as well as providing support and oversight for Initiatives and Programme governance controls, in alignment with the Change Delivery Standards (CDS). The Senior PMO Manager is also responsible for driving submissions for the FCE2E Steering committee and other governance forum and acting as the primary interaction with the T&O Portfolio Management team. The Senior PMO Manager will monitor the interdependencies across the Satellite Programmes that contribute to the delivery of the FCE2E Transformation roadmap and highlight potential conflicts and issues to the Programme Manager and Design Authority and to the Programme Director.
Key Responsibilities
• Ensure compliance with the Change Delivery Standards and related Project Governance Policy. Ensure the Programme meets Control testing requirements.
• Support the Project/Programme Steering Committee (PSC/PgSC) in preparing quality materials (ToR, Progress reports, Minutes etc.).
• Ensure Project Tools i.e. Clarity is up to date including Project static data, status update including RAG status, key milestones, financials, risks, dependencies, issues and resource forecasts, and they are tracked and reported to the PSC/PgSC;
• Co-ordinating management of the Programme, providing support to FCE2E Programme Manager and the Programme Director as required on Programme Management related processes.
• Work closely with Programme Manager & Project Managers on financial management, project planning, overall project governance and various management reporting.
• Preparing materials on financials for strategic submissions for Programme Steering Committee (PgSC) and other relevant stakeholders and Investment prioritization processes. Support the PgSC governance processes under CDS.
• Assisting Chief Product Owners, Product Owners, Project Managers and Programme Manager in the successful delivery of Initiatives milestones in the scope of initiatives in the programme, through effective facilitation, tracking and reporting and challenge in relation to quality of submissions.
• Ensure the quality of data in the project management systems, and support all CPOs, POs, Programme / Project Managers in following a consistent process and standard for data entry. Provide assurance and challenge on the information used to generate Programme status reporting.
• Embed the CDS standards across FC and the adoption of agile delivery practices.
• Monitor progress across the portfolio of FCE2E and the Satellite programmes, ensuring dependencies are properly logged. Identify and report impacts to the Transformation roadmap arising from schedule changes across the portfolio.
Strategy
• Support the FCE2E Programme Manager in all aspects of managing the Programme, providing support to the Programme Director as required on Programme Management related processes, in line with the Change Delivery Standards.
Business
• Support the programme team in all financial management matters including clarity updates, reports, capitalisation, variance, underspends, cost plans etc.
• Ensure the Initiatives, product backlog and cost are aligned to the Transformation Roadmap and PgSC approvals.
• Ensure all required approved SOWs / contracts are in-place to procure vendor resource / infrastructure including management of the vendor payments and that Vendor management standards and processes are complied with.
• Engage Finance teams and understand budget requirements across domains.
• Monthly update of Governance Dashboards.
• Ensure that all submissions to committees (funding requests, Change requests, Closure Reports, etc.) are of the right quality and are timely.
• Enhance/Maintain PMO Library as central source of reference for PMs; Organize and co-ordinate PM sharing session as appropriate.
• Support various management forum presentation deck and project data request.
• Participate and support yearly investment budget exercise.
People & Talent
• Ensure Programme workforce is allocated in clarity and financials are appropriately managed as per bank standards.
Risk Management
• Prepare Financial details to PgSC with variances (underspends / overspends).
• Maintain Risk Governance (Monitor Risk and Issues Registers. Ensure consistent Risk and Issue management across the programme).
• Support programme team to respond to audit/GIA/external audit etc.
Governance
• Support control across PgSC and maintain the governance framework and strategy for the robust and efficient management of strategic investments in compliance with Change Delivery Standards.
• Ensure Clarity data is maintained accurately.

Skills and Experience
• Bachelor's or master's degree in related field.
• 10 years of experience in banking industry or any related industry with knowledge of banks governance and financial management standard.
• Project Management and Agile certification will be an added advantage
• Candidate with previous experience in using Clarity are encouraged to apply.
