- The Global Head, Technology & Operations (T&O) Risk & Governance (R&G) leads the risk management, control capabilities and governance across Technology & Operations (T&O) and seeks to manage the risks in a more consistent and effective manner. This team has both dedicated, client-centric R&G expertise to drive proactive risk identification and remediation outcomes for critical domain areas across T&O and also specialised capabilities to provide clearer and streamlined risk management support, ensuring that our risks are governed, assessed, mitigated, and reported in a consistent manner.
- Within this team, the Head, Risk Transformation and Reporting role is responsible to lead and drive the Risk & Governance digitisation efforts, with specific emphasis on automating the Bank’s controls at source and automating our control testing. In addition, they will be responsible for leading the digitisation and automation of Risk and Governance reporting for T&O MT and senior leaders including developing and designing self-service tooling, managing insights and establishing telemetry and leading indicators of the organisation’s metric health. The role will work closely with all the three lines of defence to ensure the Bank's risk management framework is automated, robust, efficient, and aligned with our strategic objectives.
Key Responsibilities
- Lead the T&O Risk Transformation agenda, aimed at increased regulatory compliance, automation and digitization of T&O Risk and Governance
- Lead the T&O Governance Transformation agenda, aimed at increased automation and digitization of T&O Governance processes, reporting, analytics and insights
- Design the strategic roadmap for T&O Risk and Governance Transformation and lead the implementation
- Manage the T&O Risk and Governance Transformation portfolio comprising of multiple, specialized Initiatives aimed to address specific area of concern and lead by individual Accountable Executives (MTs)
- Ensure the discrete Initiatives are properly interlinked in terms of key deliverables, benefits, milestones, financials and resourcing, to ensure the Initiatives move in tandem and advance the overall T&O Risk and Governance Transformation agenda
- Track progress of T&O Risk and Governance’s transformational Initiatives including key milestones, benefits, resourcing, financials and risks and issues, and ensure proper reporting to senior stakeholders within and outside of T&O Risk and Governance
- Chair the T&O Risk and Governance Refinement Forum allocating funding to T&O Risk and Governance transformational Initiatives, ensure proper fiscal governance for these Initiatives
- Represent T&O Risk and Governance in pan-Bank programmes advancing the Bank’s transformational agenda, to ensure T&O Risk and Governance views and interests are embedded in these programmes, and T&O Risk and Governance expertise is available to solve the Bank’s problems
- Ensure the pan-Bank programmes relevant to T&O Risk and Governance are thoughtfully interfaced with T&O Risk and Governance’s own transformational Initiatives, to ensure synergies and to avoid duplication
- Lead collaboration with senior colleagues across all the Three Lines of Defence (Business units, Risk management, and Internal Audit) to ensure T&O Risk and Governance’s transformational Initiatives bring synergies to effectively identify risks, perform risk assessment, and risk mitigation
- Stay abreast of industry trends and best practices in risk management and ensure advanced analytics and technology solutions are adopted for T&O Risk & Governance as appropriate.
- Design a strategic roadmap for T&O Risk and Governance Transformation and orchestrate the implementation of specific Initiatives aimed to increase regulatory compliance and progress automation and digitization of T&O Risk and Governance processes
- Track progress of T&O Risk and Governance’s transformational Initiatives including key milestones, benefits, resources, financials, and risks and issues
- Design a mechanism to reporting on the progress of T&O Risk and Governance Transformation agenda to senior stakeholders within and outside of T&O Risk and Governance
- Actively participate in the Steering Committees and Working Groups of select pan-Bank transformation programmes relevant to T&O Risk and Governance’s agenda, to ensure the programmes leverage Risk and Governance’s expertise to deliver benefits for the Bank, and to ensure the programmes are not at cross-purpose with solutions already available in T&O Risk and Governance
- Lead collaboration with senior colleagues in other areas of the Bank (e.g., ICS, Resilience, Data, OTCR) to embed regulatory compliance, advance automation and digitization, and transition towards advanced, data-driven, automated approach to maintaining the Bank’s risk posture
- Ensure standardisation and best practice migration across Initiatives and PRTs
- Enhance collaboration between T&O Risk and Governance’s MTs, who act as Accountable Executive for their transformation Initiatives, and their teams, to ensure programmes advance the overall T&O Risk and Governance’s transformational agenda, work in tandem and close cooperation, and effectively leverage scarce financial and human resources
- Enhance collaboration between T&O Risk and Governance and pan-Bank’s strategic programmes, to ensure T&O Risk and Governance teams and the pan-Bank strategic programme teams are aligned, and work in close cooperation
- Lead a high-performing Transformation team, embed a culture of high performance, accountability, and strong corporate citizenship and values
- Work in close collaboration with internal stakeholders, risk, and control partners across all functions to effectively embed a strong culture of risk awareness and good conduct
- Track and sustain a continuous improvement and innovation culture

- Develop and implement a comprehensive data-led risk and control strategy that supports the Bank's overall risk management framework.
- Monitor and report on the effectiveness of the risk management framework and make recommendations for improvements.
- Lead the digitisation efforts to enhance risk management processes, including the integration of advanced analytics and technology solutions.
- Collaborate with the three lines of defence (business units, risk management, and internal audit) to ensure effective risk identification, assessment, and mitigation.
- Champion a strong governance for T&O Risk and Governance’s transformation Initiatives, including strong fiscal governance and proper tracking of key deliverables, milestones, financial and non-financial benefits, and risks and issues
- Ensure proper portfolio governance T&O Risk and Governance Initiatives, and proper governance of the &O Risk and Governance’s Refinement Forum
- When participating on behalf of T&O Risk and Governance in key pan-Bank transformational Programmes, ensure (as relevant) that good governance is upheld in these Programmes, and escalate any issues or concerns in timely manner
- Ensure robust reporting to key stakeholders inside and outside of T&O Risk and Governance
- Support appropriate oversight and follow-up for resolution of high impact risk and issues

Qualifications and Requirements
• Minimum 15 years of experience in Transformation, strategic Programme leadership or Risk Management, leading large-scale transformation in areas such as risk management, controls and control automation, regulatory compliance, technology and operations
• A proven track record of successfully leading complex delivery initiatives in technology, risk management, regulatory compliance, cybersecurity, data, or other related fields
• A proven track record of leading and implementing transformation initiatives in financial institutions or other complex organizations
• A track record of leading and motivating high-performing, successful teams
• Strong understanding of risk management frameworks and regulatory requirements
• Excellent analytical, problem-solving, and decision-making skills
• Thorough understanding of business processes, risks, threats, internal controls, and experience with complex, multi-stakeholder organisations.
• Strong ability to liaise with all parts of the Bank, including senior security, risk, and business stakeholders
• Highly effective oral and written communication skills, with an ability to influence and to gain the respect of senior stakeholders and peers
• Bachelor’s degree in finance, Business Administration, or a related field. Master's degree or professional certification (e.g., CFA, FRM) is preferred. Professional certifications may have an advantage (e.g., PCI ISA, CISA, CISSP, CISM, ITIL, PMP, CSM, CPO).
