Job Summary

•    Supply Chain Management (SCM) is responsible for the overall commercial and risk management with the bank’s external third-party suppliers. To meet increasing business demands, the SCM team is putting in place a new capability to support Contract Managers/Owners meet their obligations with regards to the management of the third-party contracts that they are accountable for.
•    The Lead, Contract Management Services (CMS), Banking Operations and Marketing, is responsible for leading a Contract Management Services team that specialises in providing support to Contract Managers/Owners of Banking Operations and Marketing. As well as leading the team, the Lead, CMS, Banking Operations and Marketing is responsible for ensuring that Contract Mangers/Owners have the support they need to fulfil their contract management/ownership obligations throughout the lifecycle of the contract. This role oversees the continuous improvement, development, implementation, and governance of best-in-class contract management as well as overseeing the daily running of the service. 
•    The Lead, CMS, Banking Operations and Marketing will work closely with SCM Global Category Management Heads, SCM Category Leads/Managers, SCM Supplier Managers and SCM Cluster Leads to drive continuous improvement.

Key Responsibilities

Strategy
•    Support the Head, CMS in continuing the development of the target operating model and strategy for delivering CMS services across the Bank and across all categories in alignment with the bank’s overall procurement lifecycle objectives.
•    Support the development of the overall CMS framework to ensure clear roles and responsibilities especially on work allocation between category, supplier management and sourcing teams. This includes defining and providing clarity on the scope and value proposition of Contract Management Services.
•    Lead and influence senior engagements with Business/ Functions on buy-in of the TOM.
•    Represent the function to drive and support continuous improvement initiatives and in Refinement Forums. This includes requirements gathering, prioritisation of SCM/business/function requirements, adoption, support adhoc system testing and collaborating with key stakeholders on key initiatives involving digital transformation and enablement to align with the bank goals 
•    Support the ideation and development of technology advancement (AI, automation, tooling) to enhance and drive the CMS capability.

Business
•    Develop and maintain strong relationships with Contract Managers/Owners and SCM stakeholders.
•    Play a leading role in the development of the CMS framework and end-to-end contract lifecycle process starting with supporting Contract Managers with completing risk assessments, through to contract expiry together with the completion and delivery of all obligations.
•    Build and maintain strong relationships with internal stakeholders, including Contract Managers/Owners, procurement, legal, compliance, finance, and business units.
•    Act as the primary point of contact for Banking Operations and Marketing CMS inquiries and issues.
•    Drive adoption of category strategies and embedding sustainability as part of the CMS processes.
•    Provide regular updates, dashboards, and reports to senior management on sourcing process activities and performance, including progress updates on key initiatives (e.g. FFG, cost optimisation programmes, etc)
•    Support the input of design and requirements for the platform and tools strategy for CMS. 
•    Play a key role in driving the adoption of AI and automation, across the services suite within the capability to demonstrate efficiencies, standardisation, and digitization.

Processes
•    Continuous Improvement 
o    Contribute to the Book of Work/Backlog of incremental change requests, strategic improvements (e.g. AI), embed sustainability into supplier engagement practices
o    Support initiatives and identify use cases to optimise process and cost efficiency (e.g. FFG, AI)
o    Leverage technology and best practices to streamline workflows and improve data accuracy and accessibility.
o    Leverage data analytics to gain insights into CMS performance, trends and opportunities, for improvement including development and maintenance of dashboards to track KPIs and process metrics, analyse root cause for targeted improvement plans and track total cost savings achieved for cost saving programmes
o    Drive initiatives to optimize cost savings and value creation through effective contract management.
o    Monitor and improve end user experience.

•    CMS Day-to-day
o    Oversee teams delivering the CMS to Contract Managers/Owners: 

Transition from Day 1 into Day 2
•    Support the Contract Manager/Owner through Contract Owner Training, Risk assessments are completed, and contracts documents are in order.
•    Ensure Contract Compliance has been completed to enable the contracts to be operational.

Key Contracts Obligations
•    Ensure that the key contract obligations are registered in the key obligations log; and
•    Work with the Contract Manager to attest that the contract obligations are known and understood.
•    Provide support for catalogue creation and maintenance
Spend Forecasting
•    Ensure that the commercial obligations that relate to spend are recorded and logged with finance for forecasting purposes
Changes and Amendments
•    Work with the Contract Managers/Owners to manage contracts changes, amendments, and updates.
•    Assist Contract Managers/Owners in system meta data changes, include Contract Manager/Ownership changes
•    Support regulatory driven contract change programs
Third Paty Risk Management (TPRM)
•    Support Contract Managers/Owners with Day 2 period risk assessments as required by TPRM standards.
•    Support the resolution of risk exceptions
Contract Lifecycle Management
•    Maintain a flight plan of key contract dates (a flight plan), that includes renewal notice periods, expiry dates and 
•    Provide exit management support to Contract Managers/Owners, including working with Legal for termination notices.
Data Quality
•    Be accountable for data quality for any information produced and maintained within the responsibilities performed under CMS for Banking Operations and Marketing Contracts

Risk Management
•    Identify and work with key stakeholders where applicable to mitigate risks associated with CMS, including financial, operational, and reputational risks
•    Ensure all CMS activities comply with internal policies, industry standards, and regulatory requirements.
•    Raise Identified potential risks in contracts and work with applicable stake holders to develop strategies to mitigate them.
•    Work with applicable stake holders to manage and resolve any disputes or issues that arise during the sourcing to contract lifecycle.
•    Monitor and manage supplier compliance with regulatory, legal and ethical standards
•    Develop and implement risk management strategies to minimize potential disruptions in the supply chain.
•    Own the internal and external audit support and related action plans.
•    Establish and ensure that Data Quality is maintained to the required standards.

Governance
•    Maintain governance discipline for CMS processes, service performance and manage change.
•    Drive performance of the team to meet or exceed targeted metrics Establishes metrics and performance measures of the end-to-end process to drive continuous improvement.
•    Acts as a key point of contact for Businesses and Functions and SCM MT for CMS Banking Operations and Marketing support matters
•    Point of contact for resolving CMS Banking Operations and Marketing escalations till resolution
•    Feeds requirements into the relevant Community of Practice (COP)

People & Talent
•    Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.
•    Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.

Qualifications

•    Bachelor's degree in Business Administration, Supply Chain Management, Law, or a related field. 
•    A minimum of 10+ years of experience in procurement and/or contract management, and/or supplier management
•    Prefer at least 5 years in a leadership role within the banking or financial services sector, preferably managing Technology suppliers
•    Strong knowledge of contract law, procurement regulations, and supplier management best practices.
•    Strong understanding of Third Party Risk Management policies
•    Attention to detail.
•    Excellent leadership, communication, and interpersonal skills.
•    Strong analytical and problem-solving abilities.
•    Proficiency in procurement and contract management software and key technology trends
