Job Summary

The role of Liquidity Manager within Treasury Markets is pivotal to maintaining the Bank's financial resilience and operational efficiency. This role is responsible for overseeing the management of the Bank’s liquidity, ensuring compliance with regulatory frameworks and internal risk thresholds. The successful candidate will play a key role in optimising the Bank's funding structure, balancing the need for regulatory adherence with economic value creation

 

In this dynamic position, you will lead day-to-day liquidity management strategies including monitoring cash flows, preparing yield curves reflective of funding costs, and engaging actively with money markets and central banking facilities. Your expertise will support the Bank’s ability to meet all financial obligations promptly while safeguarding its financial standing and reputation

 

As part of your daily responsibilities, you will collaborate with multiple teams such as the Liquidity Management unit, Treasury Operations, and Finance, ensuring comprehensive oversight of the balance sheet, regulatory ratios, and P&L implications. Your analytical skills will drive insight generation, helping to anticipate liquidity demands and support strategic decisions

 

This role offers the opportunity to work at the heart of financial operations in Kuala Lumpur, contributing to the stewardship of liquidity in a leading international banking institution. You will be instrumental in shaping funding strategies and enhancing the Bank’s market presence through prudent and innovative liquidity management.

Key Responsibilities Include:

  • Strategic Leadership: Direct the daily management of the Bank’s balance sheet, ensuring adherence to regulatory, stress testing, and liquidity requirements. Collaborate with Treasury Markets to honour liquidity and credit limits and produce accurate, timely yield curves in both local and international currencies.
  • Liquidity Operations: Skillfully access and manage money market activities, engaging with interbank brokers and central banks to optimise funding sources. Ensure that liquidity positioning supports the Bank’s operational and strategic needs while maximising economic returns.
  • Reporting & Analysis: Prepare and deliver detailed reports and insightful analysis to Liquidity and Treasury leadership teams. Maintain and update data repositories related to securities transactions, hedge documentation, and funding projections. Work alongside Finance and ALCO to support balance sheet forecasting and regulatory reporting.
  • Profit & Loss Oversight: Monitor P&L elements relating to liquidity management, collaborating with Treasury teams to investigate and resolve any anomalies and to forecast financial impact.
  • Pricing & Advisory: Support internal stakeholders with pricing loans and deposits within agreed thresholds and advise on funding costs and internal transfer pricing. Escalate key pricing decisions when necessary and aid Trading desks in funding queries

 

This multi-faceted role requires strong coordination with cross-functional teams to ensure seamless liquidity governance and optimisation, contributing significantly to the Bank’s overall financial health and market competitiveness.

Skills and Experience

  • Extensive experience in Liquidity Management, including oversight of daily funding operations and contingency planning within a banking environment.
  • Strong understanding of Financial Products and Markets, especially related to money markets, foreign exchange, and debt instruments.
  • Demonstrated knowledge of Governance, Regulation and Risk Management, including compliance with internal controls, corporate governance standards, and regulatory liquidity requirements.
  • Proven ability to analyse and interpret complex financial data to inform decision-making and report generation.
  • Excellent communication skills to liaise effectively with senior management, internal teams, and external parties.
  • Familiarity with treasury systems and data management tools used in liquidity reporting and forecasting.
  • The capability to work under pressure, prioritise tasks effectively, and manage multiple responsibilities in a fast-paced environment.

Qualifications and Credentials

  • Membership with the Asian Institute of Chartered Bankers (AICB) or equivalent professional body, demonstrating a commitment to banking excellence.
  • Relevant certifications such as the Pasaran Kewangan Malaysia Certificate (PKMC) or comparable finance qualifications are highly advantageous.
  • Proficiency in business-level English is essential to communicate effectively within the organisation and with external stakeholders.
  • Educational background in Finance, Economics, Banking, or related disciplines will be beneficial.
  • Continuous professional development aligned with advancements in regulatory compliance, treasury operations, and financial markets.
