Job Summary

The Shariah Secretariat and advisory function in Malaysia is tasked with fostering engagement and coordinating good relationship with the Shariah Committee (“SC”) and stakeholders. It oversees meeting arrangements, SC appointments, re-appointment and termination processes, and ensuring active participation from SC members.
The function supports the Bank’s adherence to best practices by providing necessary Shariah guidance to
relevant stakeholders and promoting Shariah awareness among stakeholders. 

This role is also a dedicated staff for Finance to perform timely and accurate financial and management reporting to Saadiq Management team and various stakeholders, daily monitoring of Intragroup SCEL, support for other key finance deliverables eg. ICAAP, BNM stress testing, Board Paper as well as assisting in budget setting and execution.

This role reports to Head of Shariah Department, Standard Chartered Saadiq Berhad. 

RESPONSIBILITIES

•    Responsible for managing the Shariah Secretariat and advisory function to ensure compliance with the highest standards of Shariah guidance.
•    Manage affairs related to SC including organizing Shariah meetings, SC's training, managing appointments, re-appointment and termination process, SC’s annual background screening and annual assessment, liaising with SC members to obtain approvals, preparing minutes and ensuring timely payment of dues of SC members.
•    Ensuring proper dissemination of decision or advice of the SC within the Bank.
•    Assist to drive the Shariah agenda by working with Head Shariah. This includes maintaining relationships, ensuring consistency of relevant standards and inculcating Shariah awareness.
•    Maintain independence, deliver timely responses, and timely escalation of Shariah risks and issues.
•    Interact with Shariah teams in the Group where necessary.
•    Maintain constructive and effective relationships with relevant Business Heads and other functional stakeholders.
•    Maintain proper record related to the SC’s approval and SC related matters.
•    Prepare monthly financial, regulatory and management reporting to Saadiq management team and various stakeholders.
•    Prepare monthly PSIA report and daily PSIA funding monitoring.
•    Daily monitoring of Intragroup SCEL.
•    Support for other key finance deliverables - ICAAP, BNM stress testing, Board Paper

Strategy

•    Support and implement the vision, strategy, direction and leadership of Head Shariah.
•    Promote the culture and practice of adherence to Shariah standards (including conducting business within regulatory requirements and requirements set by SC).
•    Provide input to develop and execute Saadiq business strategy.
•    Understand how changes in internal factors (such as changes in credit appetite/FTP, etc.) and external factors (e.g. regulatory changes, macro-economic factors) affect the business performance, shape and proactively manage the impact of changes to improve ROE.

Key Responsibilities

Business
•    Build and maintain an effective and constructive relationship with all key business and functional stakeholders that is based on trust, capability and integrity, providing timely, responsive and quality Shariah advice and guidance to enable the business and functions to meet/achieve their strategic tactical objectives.
•    Provide Shariah advice, analysis (and challenge when appropriate) in relation to the full product life cycle including product design.
•    Work closely with the business to provide timely Shariah advice to ensure the transition to pro-active and pre-emptive Shariah risk mitigation.
•    Develop and provide on-going performance measurement and strategic decision-making support for
             the Management Team/senior leaders/ assigned country/group teams to ensure robust business plans.
•    Manage data and information support of key strategic business plans, cost efficiency targets and other key initiatives and ensure valuable insights into the drivers of business performance and costs.
•    Monitor and evaluate the performance, progress and implementation of these key business initiatives, highlight risks, opportunities and actions needed.
•    Provide a consolidated picture of the managed business budgets, drive budget accountability via use of balanced scorecards and review and challenge trends.
•    Produce timely management reporting, business performance statistics, and insightful analysis to facilitate business in monitoring performance & planning.

•    Responsible to ensure the smoothness of SC meeting including preparation for pre, during and post meeting.
•    Continuously review assigned processes, systems and data, develop and drive improvements and
leverage all available applications to deliver quality MIS and business analytics.

People & Talent

•    Proactively create awareness among stakeholders on Shariah compliance culture.

Risk Management

•    Ensure effective management of Shariah matters, and in collaboration with the rest of the Shariah staff and Islamic business, effectively manage Shariah issues that have an impact on the Bank.
•    Collaborate with the Shariah teams and the broader Islamic Banking business to anticipate horizon Shariah risks that may have a significant impact on the Bank.

Skills and Experience

Governance

•    Where needed, assist in developing and recommend (for approval by the relevant Committees), appropriate Shariah standards, policies and procedures.
•    Ensure appropriate product Shariah governance measures are in place so that product approval documents reflect all relevant Shariah requirements.

Regulatory & Business Conduct

•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines, fatwas and the Group Code of Conduct.
•    Assist Shariah team to achieve the outcomes set out in the Bank’s Conduct Principles: Fair Outcomes for Clients; Financial Crime Prevention; Creating the Right Environment.
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and Shariah compliance matters.

Qualifications

•    Bachelor’s degree or Master in Shariah which includes study in Usul Fiqh or Fiqh Muamalat / Islamic Banking and Finance / Islamic Studies / Shariah Law / Islamic Economy/ Accounting with Shariah or related qualification.
