Job Description: 

Job Summary

Resilience Support Team (RST) is to provide centralised administrative support to Country Operational Resilience Managers, Regional Heads and be accountable for the successful delivery and coordination of key operational resilience and crisis management activities. In addition, provide leadership as the subject matter expert (SME) to Business Department Continuity Coordinators (DCCs) and engage with the Country and Regional Heads regularly to ensure that the countries’ business resilience and crisis management requirement are adequately supported

Key Responsibilities

Strategy
•    Act as SME for key stakeholders on operational resilience (including business resilience), third party resilience, and crisis management 
•    Identify and mitigate operational resilience vulnerabilities
•    Support Business & Functions to manage operational resilience risks including in the appropriate non-financial risk committees as required  
•    Support Country managers to maintain operational resilience framework and delivery of first line deliverables in cluster/country
•    Support Country managers to provide advisory/expertise to build response and recovery capability to physical and logical operational threats within the cluster/ country 


Business
•    Awareness and understanding of the wider business, economic and market environment in which the Group operates

 

Processes
•    Provide centralised administrative support to Country Operational Resilience Managers and Regional Heads for the Operational Resilience First Line Deliverables in Cluster/Country
•    Preparation & maintenance of Business Impact Analysis (BIA) and Business Continuity Plans (BCP) 
•    MIS preparation on Resilience Testing coordination and compliance
•    Database maintenance of Business Recovery Sites (Seats, systems and other infrastructure components)
•    Generation of resilience compliance statistics for countries in scope
•    Maintenance of database for high-risk third-party vendors and conduct the corresponding reviews 
•    Maintenance of Country Resilience List

•    Provide central support for Crisis Management activities as required
•    Maintenance of Global BCM country regulatory compliance tracker and notify Regional Resilience Heads on changes to business resilience regulatory requirement 
•    Submission of MIS on BIA/BCP documentation activities for assurance monitoring and reporting of issues
•    Administrative and helpdesk support to resilience key initiatives

 

People & Talent
•    Sets vision and objectives in alignment with strategic intent and scorecards.
•    Ensure the ongoing training and development to be suitably skilled and qualified for the role.

 

Risk Management
•    Challenge and verify First Line risk identification and assessments, in line with changes in the internal and external environment
•    Identify and report key risks and ensure where outside of the risk appetite they are escalated to the appropriate body
•    Maintain a good understanding of the applicable laws and regulations pertaining to Risk control areas
•    Understand, acknowledge and comply with the requirements on individual accountabilities and responsibilities of the job set out in applicable local laws and regulations as well as SCB internal policies
•    Effectively ensure and intensify internal controls by keeping abreast with developments of applicable local laws and regulations on accountabilities
•    Perform job duties with diligence, contribute to efforts as an individual or as a team member so as to avoid any actual or potential
     legal sanctions, regulatory penalties, material financial loss, or adverse reputational impact on the Bank

•    Be responsible for failure to follow relevant rules and processes, failure to properly perform the responsibilities, and implement corrections
•    Cooperate with any investigations or reviews on regulatory failure such as accountability review
•    Properly perform the duties on management and ensure the effectiveness of internal control
•    Be responsible for regulatory failure or risks arising from or in connection of the event over which the employee has the duties of management and/or leadership
•    Be responsible for significant losses due to failure of effectiveness of internal control
•    Properly perform the duties on supervisory, audit and risk control, including but not limited to contribute in the formulation or 
     amendment of audit, risk control and accountability policies participate in the internal investigations or reviews on regulatory failure such as accountability review
•    Be responsible for regulatory failure or risks arising from or in connection of failure to perform the duties on supervisory, audit and risk control

 

Governance
•    Advise governance bodies on key risks, the effectiveness of mitigants and controls, and alignment of residual risks with appetite

 

Regulatory & Business Conduct
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across 
     Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Key stakeholders
•    Group Resilience for program implementation effectiveness and line management reporting
•    Cluster/country CEO, CEO Office, CTOO or COO for functional reporting and stakeholder management 
•    Cluster/country business & functions key stakeholders and partners
•    Cluster/country CRES teams for ongoing management of recovery space requirements
•    Cluster/country Compliance for regulatory tracking and interpretation
•    Cluster/country Crisis Management team members
•    Cluster/country Technology Teams for alignment of BCP and IT DR
•    Cluster/country Risk Owners for risk & threat monitoring and remediation

 

Other Responsibilities
•    Embed Here for good and Group’s brand and values in country; Perform other responsibilities assigned under Group, Country,
     Business or Functional policies and procedures; and others as defined by Regional Head, Operational Resilience.

Skills and Experience

•    Business continuity management, Crisis management
•    Operational Resilience regulatory and operational experience
•    Facilitating Effective Coordination Between Business & Function
•    Written and verbal communication and presentation skill
•    Governance and Support

Qualifications

•    Bachelor’s degree or above, major in Finance or Technology is preferred
•    Business Continuity Management related certification (BCI, DRI ,etc.) is a plus
•    Fluent written and oral English, mandarin is preferred
