Job Summary


Senior Manager,  Supply Chain Management (SCM) Global Category Management (GCM), Professional Services is responsible for overall commercial management of how the Bank engages and spends money with its external third-party vendors in Professional Service (ManCon, Insurance, Audit, Legal, etc.) category. To meet increasing business and efficiency, the SCM team is looking for a candidate with strong experience in sourcing / procurement and the gravitas to engage stakeholders within Standard Chartered Bank's business function to support key priorities. The successful candidate will be responsible for influencing and executing sourcing activities in collaboration with various business function and related support teams, and must be able to demonstrate excellence in negotiating favourable commercial outcomes.

  • Deliver Effective and pro-active stakeholder management of key leaders across assigned business functions by setting out clear strategies, developing strong partnerships and innovative approaches to sourcing and vendor management aligned to the needs of their unique portfolio.
  • Supporting GCM Professional Service category encompassing sourcing, TPRM, policy, process etc.
  • Take accountability of end of end onboarding of vendors including but not limited to taking lead on managing/engaging stakeholders in relevant risk functions.
  • Fosters teamwork with the rest of SCM to ensure optimal support and service is provided to the assigned business functions.
  • Contribute to the strategy and overall achievement of functional objectives of SCM particularly in the areas of Commercial Value, TPRM, Sustainability. 
  • Implementing the sustainability agenda of the Bank through specific strategies and category plans

Key Responsibilities

Strategy

  • Ensures that the relevant sourcing strategies are kept updated and current, focusing on commercial value generation, TPRM and sustainability in line with the Bank’s strategy and corporate business plans.
  • Optimise management of end-to-end supply chain, increasing deal commercial value, managing risks in a way that gets to market quickly and in line with the Bank’s sustainability priorities.
  • Contribute the development a clear vendor strategy aligned to the priorities of Professional Services categories
  • Proactively engage with assigned stakeholders to understand Vendor needs, challenge current thinking and strengthen vendor management as a strategic advantage for the function.
  • Ensuring enhanced governance and controls to protect the Groups assets and stakeholders in relation to vendor decisions.
  • Implement the Bank’s sustainability strategy throughout our vendor portfolio.
  • Participate in regular pipeline reviews ensuring alignment with the business.
  • Support contract remediation and dispute resolution of existing relationships up to and including exit management if required

 

Business (Commercial And Contracting)

  • Accountability for establishing and achieving assigned project timelines, partnering strategies and commercial goals through effective resourcing, and partnering with Professional Services categories
  • Establish and maintain effective stakeholder engagement demonstrating value to the assigned businesses through joint innovation on efficiency, supplier risk, sustainability, and compliance matters
  • Influences the buy decisions – Approves ePros/ purchase requisitions
  • Lead complex deal negotiation including Outsourcing, where the inherent risk is medium to High
  • Manages complex competitive sourcing tenders without supervision
  • Influences the internal and third party decisioning regarding contracts completion, plays a lead role in brokering the parties to reach complete the agreement. Fronts discussions regarding strengths and weaknesses of the agreement as applies to commercial elements.
  • Leads the contractual negotiation with the supplier, accurately interprets contractual terms into risks, and supports the closing of contractual blockages through to completion
  • Meets or exceeds saves targets

 

Processes

  • Ensure that supplier partnering strategies incorporate the needs of the assigned stakeholders, leveraging existing SCB suppliers as appropriate to reduce lead-times. 
  • Work collaboratively with the wider SCM team to ensure effective and efficient service delivery for the business
  • Embed the Sustainability agenda into contracts as appropriate.
  • Ensures Strategic vendors are managed in accordance with the VM process and needs of the assigned functions and stakeholders
     

Skills and Experience

Stakeholder Management 

  • Ensure the intrinsic business value of the sourcing approach is communicated and understood by the business functions and the SCM department.
  • Provides guidance on the SCM sourcing process, system, and benefits.
  • Assist stakeholders in achieving their strategic objectives through the deployment of sourcing strategy.

 

Project Management

  • Identifies and mitigates risks that would impact the overall success/failure of sourcing strategy.
  • Project managed sourcing projects and delivered against agreed timelines
  • Supports, leads and executes sourcing initiatives supported by eAuctioning. 
  • Implements regular category eAuction reviews with Global Category management leads, to ensure all stakeholder requests are being owned

 

Cross Functional Engagement

  • Work in a highly effective Supply Chain Management (SCM) team that will deliver commercial agreements that exceed stakeholder and client expectation.
  • Keeps open channels of communication to ensure high level of engagement. 
  • Contribute to process improvement initiatives. 
  • Engages functions and businesses in collaboration with Global Category Management to enhance awareness of the eAuction process.

 

Governance

  • Drive process changes to simplify the sourcing process or to accommodate the specific needs of the supported business unit
  • Supports overall governance within the assigned portfolio of Third Party Risk Management activities (covering internal and external outsourcing, and vendor management) leveraging the central TPRM and Vendor Management delivery teams.
  • Manage cases of non-compliance with due regard to the risks involved 
  • Provide counsel and leadership to stakeholders across the business functions within the region in support of procurement, vendor management, outsourcing and contract management and other SCM related queries.

 

Key Stakeholders

  • Key stakeholder interactions are Global Category Leads/Managers and Business / Function service delivery leads, and or Contract Managers
  • SCM teams; Cluster Leads, Country Leads, Global Category Management, Risk and Governance and Vendor Management.
  • Cross functional teams during category management development and during strategic sourcing events. This includes, but not limited to, Business stakeholders, Legal, Compliance, Tax and Finance
     

Qualifications

•    Bachelor/Master Degree with 5 years’ relevant experience in Procurement and experiences as an eAuction practitioner
•    Possess strong relationship-building skills, with an ability to work effectively with peers and senior stakeholders across multiple regions
•    Agile and comfortable with dealing with complex datasets.
•    Effective verbal and written presentation and exceptional communication skills
•    Strong project management and problem-solving skills, self-starter and resilient.
•    Strong cognitive ability to design meaningful dashboards to drive key management decisions
