Job Summary

The Public Sector Coverage Banker acts as the Relationship Manager (RM) for originating and executing transactions with Malaysian Public Sector clients. The RM develops and maintains understanding of the clients' structure, operations, and banking needs. Client set will comprise of the Government, Ministries, the Central Bank, Development Organisations and other Public Sector related institutions . The RM will also help support colleagues from other markets with their Public Sector clients operating and conducting business in Malaysia such as Multilateral Development Banks. The RM is accountable for Malaysian Public Sector client revenues, profitability, and risk management, including AML, CDD, and Credit risk.

Key Responsibilities

Strategy:

  • Lead origination and manage Public Sector client relationships in Malaysia focusing on Ministries, Central Bank, Development Organisations, Multilaterals.
  • Build and maintain lasting relationships with Public Sector clients, including CEOs, CIOs, and CFOs.
  • Establish trusted advisor status with local branches of international Development Organizations (DOs), supporting payments and resolving issues promptly.
  • Engage senior management to shift from transactional to value-added client partnerships by anticipating needs and providing strategic advice.
  • Collaborate with Global Account Managers and Product Partners across the SCB network to serve clients effectively.
  • Participate in annual relationship reviews with GAMs.
  • Lead key business discussions and RFPs with multi-product teams, ensuring timely and competitive responses.
  • Maintain up-to-date client portfolio insights, industry trends, performance, compliance, risks, and opportunities.
  • Originate new business with key product partners, growing the franchise by leveraging the Bank’s competitive attributes.
  • Strongly cross-sell the entire product suite while managing risk-adjusted profitability within risk management guidelines.
  • Contribute to the PS team through thought leadership, team management, increased business profile, and coaching talent.
  • Understand PSDO strategy for Malaysia and Inbound DO business.
  • Possess good origination, product knowledge, and expertise in managing risks, including onboarding, financial crime, regulatory, transactional, operational, credit, and reputational.

  • Engage client decision-makers, including senior officials and CEOs, to improve dialogue and achieve trusted advisor status.
  • Maximize capital-accretive revenue while focusing on client outcomes and deepening relationships.
  • Provide strategic insight on regional and global client segment changes to identify growth opportunities.
  • Oversee the Regional Budget process for PS.
  • Deliver budget and stretch goals while supporting the team budget.
  • Ensure strategy penetration and implementation.
  • Commit to global PS businesses, prioritizing global revenue and profitability.
  • Establish multilevel client access, identify cross-selling opportunities, evaluate credits, negotiate terms, resolve issues, and gather market intelligence.
  • Enforce rigorous sales discipline and ensure strategic conversations across SCB products.
  • Collaborate with Product Partners to develop creative client solutions locally, regionally, and globally.

 

Processes:

  • Manage client portfolio to maintain strong stakeholder relationships and risk control.
  • Ensure group and regional processes have proper controls.
  • Train team on regulations, stay updated, and aid policy development.
  • Report key regulatory risks within governance.
  • Follow all sales standards per CIB/GB/PS.
  • Align hiring decisions with role requirements.

People & Talent:

  • Invest in self and broader stakeholder teams through comprehensive development planning and participation in knowledge and inclusion initiatives.
  • Identify development opportunities for self and reports, establishing targeted development plans.
  • Ensure risk awareness and comprehensive risk management are part of development plans.
  • Develop a high-performance culture, balancing staff performance on conduct, risk management, and revenue growth.

Risk Management:

  • Take initiative on regulatory, reputational, and ethical matters.
  • Ensure key regulatory risks and concerns are raised into the governance framework.
  • Manage risks to the Malaysia business proactively, implementing appropriate controls and measures.
  • Act as the first line of defense for risk-related matters.
  • Ensure compliance with Bank policies and procedures.
  • Escalate any identified Operational Risk issues.

Key Stakeholders:

  • Internal: Cluster Public Sector Head, Global Public Sector Head, Cluster & Country Banking & Coverage Head, Product Partners (Transaction Banking, Global Banking, Markets), Function Partners (HR, Finance, CFCC), Client Managers, senior stakeholders in Risk and Legal & Compliance, Country CEO, Regional B&IB Head, and relevant staff.
  • Engage with product partners within the country, region, and globally to ensure comprehensive client coverage.
  • Consult with senior stakeholders to ensure portfolio creditworthiness and policy compliance.
  • Maintain effective communication with key stakeholders.
  • Leverage Corporate Social Responsibility opportunities to enhance the Group’s reputation.

Qualifications

  • Education: Bachelor's Degree In Banking Or Finance (Preferred)
  • Training: Deep Understanding Of Financial Institutions & Public Sector (Ps) Clients 
  • Cross-Product Operational Experience/Knowledge
  • Knowledge of Financial Institution Industry 
  • Credit and Financial Crime Risk Assessment 
  • Commercial Banking and Financial Markets Product Knowledge
  • Transaction banking knowledge
