This role is the heartbeat of how the Technology & Operations (T&O) Risk & Control function connects, communicates, and delivers on its People and strategic agenda. As the Snr Business Planning Manager, you will work directly with the Head of Risk Strategy & Transformation and the Global Head of T&O Risk & Control to shape and drive the overarching function-wide strategy, with a particular focus on financials, workforce planning, people engagement and leadership visibility.
Your primary focus will be to work on all activities related to financials & workforce planning so that the management team is provided with full administrative support and when making both tactical & strategic decisions.
You will also play an important role in people engagement space - in planning and executing the annual people cycle-covering everything from objective setting and performance tracking to engagement surveys, promotions, and talent development planning.
You will be the architect behind our communication narrative: managing Town Halls, executive messaging, people announcements, and leadership materials that define the tone and direction of the function. Whether it’s coordinating global initiatives like well-being programmes or celebrating cultural milestones and staff achievements, you’ll bring the function to life for our people.
Success in this role requires outstanding planning, execution, and communication skills - both written and visual. You must be a natural collaborator, highly organised, and comfortable managing multiple priorities under tight timelines. Key Responsibilities
Strategy
- Support the Head of Risk Strategy & Transformation, T&O R&C, in shaping the T&O Risk & Control People and financial agenda.
- Translate the function’s strategic objectives into an actionable People and financial planning roadmap.
- Track delivery of key People and financial initiatives and measure impact across the function.
- Support the Head of Risk Strategy & Transformation, T&O R&C and colleagues already working on the functions People and financial agenda on ad-hoc strategic deliverables, as required.
Business
- Coordinate the annual risk and control HR cycle: objective setting, progress tracking, performance calibration, and promotions.
- Manage the global “My Voice” survey process, including comms, results analysis, and action plans.
- Lead internal recognition and engagement initiatives to celebrate people and team achievements.
- Ideate, design, plan and lead other People initiatives, per the T&O Risk and Control People Agenda Plan.
- Support the Head of Risk Strategy & Transformation, T&O R&C, in driving the function’s financial agenda.
- Assist in annual BAU budget setting and planning.
- Track T&O R&C headcount, BAU budget, efficiencies, ensure adherence to annual financial plans, report financial performance and efficiencies using the Bank’s systems (e.g., WFP & BART)
- Assist the Head of Risk Strategy & Transformation, T&O R&C, in organization design matters, capability transfers, headcount and budget transfers for the function.
- Liaise with Group Finance and other functions on managing the T&O R&C BAU budget, efficiencies, headcount, cost centres and other financial and OD matters.
Processes
- Own the planning, design, and delivery of internal comms materials to support the T&O R&C People Agenda - Town Hall decks, leadership messages, key messages, Q&As, the Team SharePoint, and other textual and visual materials.
- Plan and coordinate the function’s engagement with staff in our key markets – work closely with our Country Leads, plan MT travel, in-Country work and social engagements, events in our key markets.
- Coordinate all leadership-led staff engagements, including team Town Halls, and roundtable events.
- Maintain the function’s Business Continuity Plan and support other business planning deliverables.
- Mange the T&O R&C annual budget planning process, in close collaboration with Group Finance and other functions, ensure adherence to financial and headcount targets.
People & Talent
- Champion People-first initiatives including staff well-being, upskilling, mentoring, people leader enablement, and D&I.
- Plan and deliver campaigns aligned to local culture, global awareness days, and corporate values.
- Partner with HR to ensure talent development plans are effectively aligned with function needs.
Governance
- Support the risk and control leadership in tracking key deliverables pertaining to the functions People and financial agenda, providing high-quality updates for leadership governance forums.
- Ensure all People-related actions are documented, followed up, and appropriately reported.
- Ensure all actions related to T&O R&C financial agenda are documented, followed up, and appropriately reported.
Regulatory & Business Conduct
- Role-model and embed the highest standards of conduct and ethics across all activities.
- Understand and adhere to both internal and external regulatory expectations in communications and staff management practices.

Qualifications
- EDUCATION: Bachelor’s degree required; preferred fields include Human Resources, Business Administration, Communications, Information Technology or related disciplines.
- TRAINING: Familiarity with HR processes, strategic planning, and change communications.
- LICENSES: Standards as per the role.
- MEMBERSHIP: Active participation in relevant professional networks is beneficial.
- CERTIFICATIONS: Professional certifications (e.g. CIPD, SHRM, PMP) are an advantage.
- LANGUAGES : English or Standards as per the role.
Skills and Experience
- 8+ years’ experience in business planning, reporting, human capital, internal communications, or strategy roles within large organisations (preferably in financial services or technology).
- Proven experience driving people-related programmes across multiple geographies.
- Track record of influencing senior leadership and managing high-stakes internal communications.
- Demonstrated ability to manage sensitive information, competing priorities, and complex deliverables.
