JOB SUMMARY

The role of Group Public & Regulatory Affairs (GPRA) which sits within the Compliance, Financial Crime and Conduct Risk (CFCR) organization is to collaborate with internal and external stakeholders, driving the alignment of the Bank’s strategy and global public policy, regulatory and supervisory objectives. The remit of the Group covers policy, regulatory and supervisory issues emanating in key markets and developing engagement strategies that position the Bank in a constructive manner.

GPRA is organised internally into three teams: 1) Government Affairs; 2) Group Regulatory Engagement; and 3) Strategic Policy Insights.

The Executive Director (ED), Head of Government Affairs for Greater China North Asia (GCNA) sits within the Global Government Affairs team and works under the supervision of the Global Head of Government Affairs. The Executive Director collaborates with other CFCR and GPRA teams, namely Group Regulatory Engagement, and Strategic Policy Insights as well as business partners across the region to deliver systematic and strategic government engagement and insights in support of business outcomes consistent with government policy. 

RESPONSIBILITIES

The ED is responsible for supporting the Global Head of Government Affairs with designing and implementing the Bank’s government and policy engagement strategy in mainland China, Greater Bay Area (GBA) and Hong Kong SAR. The ED will also support policy and government engagement across our other North Asia markets such as Japan and Korea.

Business

•    Partner across the CEOs in the cluster and region to understand business priorities and align on areas of Global Government Affairs focus.
•    Partner across GPRA to share CEO priorities and align on policy, regulatory and strategic thematic priorities.
•    Have a successful track record of operating in a partnership style and in a complex, global and matrix organisation to support the design and implementation of policy and government engagement strategies towards an identified outcome. 
•    Possess strong project management, communication (written and verbal) and analytical capabilities. 
•    Have experience with designing and delivering advocacy campaigns.
•    Partner with GPRA teams to prepare speeches, briefings, position papers and other written materials including timely and succinct policy analyses and insights.
•    Collaborate with colleagues across multiple teams, functions and regions to ensure continuous improvement of content development and delivery. 

Processes
The role holder is one of the leadership team of Group Public & Regulatory Affairs (GPRA) and will work with the Global Head, Government Affairs on the day-to-day running of the GPRA-Government Affairs. In particular, the role holder will
•    Lead a team which develops and delivers strategic and systematic government and policy engagement. 
•    Identify and alert appropriate internal stakeholders of emerging government and policy trends that will materially impact the Bank’s business strategy.

Governance
•    The role holder will assist with the development and operationalisation of relevant bank forums run by GPRA and Government Affairs team as needed.
•    Required from time to time be asked to present at external events such as conferences or internally at formal bank committees and Management Team meetings across businesses, functions and regions on an as needed basis and will align with the Global Head of Government Affairs on the appropriateness, the presentation and speech or talking points.

Our Ideal Candidate

- Strong track record in delivering government and policy engagement programmes and advocacy campaigns.
- Possess a strong understanding of political, diplomatic, and policymaking systems in the GCNA cluster/region, with an emphasis on mainland China, Greater Bay Area, and Hong Kong SAR.
- Fluent in key policy matters facing a global bank (e.g., trade connectivity, financial market cooperation, energy transition, digital assets, and AI).
- Broad and deep network of relevant government departments in the cluster/region.
- Extensive connections across the public affairs ecosystem, including trade associations, research bodies, and public affairs agencies
