Job Summary
The Keystone Programme is a multi-year programme implementing ATLAS (Core Banking System), SC Pay (New Payments Platform) & Euronet(New ATM Switch) to replace current varied core banking applications in Hong Kong, Taiwan, Korea and Thailand. Program Keystone will be initiated with Hongkong as the first country.
The Keystone Lead Project Management Office (PMO) is accountable for the oversight of PMO capabilities ensuring timely and qualitative deliverables for: the programme reporting, resource management, programme schedule management, programme risk & issue governance and adherence to SCB standards and policies for the programme
As the PMO Lead, the candidate should have a demonstrated good experience in project management principles or equivalent. The candidate should also have demonstrable experience in:
- Leading project management office functions
- Developing stakeholder reporting and governance deck
- Analyzing financial data, including project budgets, risks, and resource allocation.
- Producing financial reports and budget outlines to stakeholders.
- Continuously evaluating projects to ensure they are meeting company standards, adhering to budgets, and meeting deadlines.
Key Responsibilities
- Ensure the program adheres to SCB standards and policies
- Ensure stakeholder reporting is completed and distributed within 48 hours of Governance meetings
- Ensure the programme has a central repository where all programme artefacts are located or can be accessed
- Be a single point of contact for internal and external reviews
- Prepare, maintain and track the Business Quality checklist for the program
- Track the finance of the program and ensure all financial forecast and reporting are performed on time and accurately, flagging over or underspends in a timely manner
- Provide program updates to internal and external stakeholders as per agreed cadence on time and to of high quality
- Provide support to the Programme Director to tracking programme schedule and programme risks & issues
- Support the Programme Director & Accountable Executive with administrative activities within scope of the programme governance meetings
- Track overall programme timesheets and liaise with project managers on resource allocation ensuring stream adherence to agreed budget
Skills and Experience

- Well-developed interpersonal skills, including the ability to work well as part of a team, establish and maintain effective networks and liaise with internal and external stakeholders at all levels and in an environment where priorities are subject to change
- Capable of engaging key stakeholders and building alliances through active conversations including peer or more senior stakeholders who have no direct reporting relationships
- Welcomes different opinions
- Strong team coordination skills
- Assertiveness with logical reasoning
Qualifications
- PMP certification is ideal
- Strong experience in PMO and managing project finance and quality assurance activities.
- Experience in driving program level initiatives including process and risk governance
- Cantonese speaking is a plus
