Job Summary

This role could be based in Hong Kong and China. 
This is a role within the Risk function to support work performed by the Enterprise Risk Management team. Key tasks include ensuring central elements of Hong Kong’s risk governance and control framework are operating effectively, within risk appetite and in line with internal frameworks and policies as well as statutory and regulatory requirements.

Job Responsibilities

Key responsibilities include:

  • Leading the Risk Function for Digital Assets Risk management across the Greater China and North Asia (GCNA) region, ensuring regional compliance with Group standards and local regulations.
  • Driving the implementation of Enterprise Risk Management initiatives tailored to the unique challenges and opportunities posed by Digital Assets, including the adoption and continuous enhancement of the Enterprise Risk Management Framework and associated Risk Type Framework.
  • Overseeing policy governance and ensuring the effective communication and understanding of risk policies within the region.
  • Serving as the primary liaison for the Chief Risk Officer in executing regional oversight responsibilities related to Digital Assets and interconnected risk categories, including enhancement and enforcement of risk frameworks, regulatory adherence, comprehensive monitoring, and timely reporting.
  • Providing expert interpretation of Digital Asset regulations and spearheading their application within the GCNA region to maintain strict compliance.
  • Collaborating with cross-functional teams to manage large exposure and country risk in relation to Digital Assets.
  • Ensuring the timely preparation and delivery of risk dashboards, committee papers, presentations, and other governance materials to support decision-making processes at senior levels.
  • Participating in and supporting regulatory examinations, facilitating smooth engagement with regulatory bodies and managing responses effectively.
  • Maintaining awareness of the Group's business model and strategy, assisting in the identification and evaluation of emerging risks in an evolving financial environment.
  • Upkeeping up-to-date knowledge of regulatory requirements relevant to the Risk function and applying this knowledge to manage risks proactively.
  • Building strong partnerships across business units to act as a trusted Risk advisor, balancing constructive challenge with collaborative solutions.

The role demands strategic insight, meticulous risk monitoring, and a proactive stance in escalating and mitigating potential issues, ensuring the Bank’s resilience in a fast-paced regulatory landscape.

Job Requirements

To excel in this role, candidates should meet the following essential requirements:

  • A Bachelor’s degree or higher qualification in a relevant discipline, underpinning a strong academic foundation.
  • A substantial tenure of at least 10 years within the banking sector, ideally with a focus on risk management to demonstrate deep sector knowledge and expertise.
  • Specialised expertise in managing Digital Assets Risk, demonstrating competence in assessing, monitoring, and mitigating risks associated with digital asset classes and technologies.
  • Comprehensive understanding of key regulatory frameworks and compliance requirements, including those stipulated by the Hong Kong Monetary Authority (HKMA), Prudential Regulation Authority (PRA), and Basel Committee standards.
  • Previous experience in Finance, Risk, Compliance, Audit, or Governance roles, providing a broad perspective and practical insights into risk control mechanisms.
  • Exceptional communication skills in English, both written and oral; proficiency in Chinese languages (Cantonese and/or Mandarin) is advantageous, enhancing stakeholder engagement in the region.
  • Proven capability to communicate confidently and effectively with senior leadership and diverse teams, driving alignment and informed decision-making.
  • Demonstrated ability to navigate and manage multiple complex tasks simultaneously within a fast-moving and regulation-rich environment.
  • Strong analytical skills combined with conceptual thinking and the capacity for independent judgment and proactive problem-solving.
