Job Summary
To oversee financial reporting and manage SCBOL’s financial affair, ensuring financial integrity, compliance with local regulatory requirements and strategic align with country/group goals.
Key Responsibilities
Strategy
• To manage the day-to-day operational activities of SCBOL in an efficient, responsible, and competent manner ensuring the highest quality operational efficiency with controls in place.
• Effective Key Risk Indicators/Capacity Plan/Dashboard in place to monitor/track Bank’s performance.
• To cultivate culture on continuous process improvement, proactively review Service Standards, drive quality service, productivity gains and cost reductions.
• To assist General Manager in forecast company performance, generate forecast report and support long term planning.
Business
• Assume the role of Business Owner for SCBOL systems and to ensure that all access to the application and the information and function always complied with Group Information Security Policy.
• Lead financial planning and analysis, budget preparation, cost management and forecasting activities
• Assist General Manager in coordinating, driving, and directing effective compliance and operational risk management within the branch.
Processes
• Review daily bank reconciliations and ensure timely clearance of outstanding items.
• Prepare internal monthly and quarterly reporting
• Review and ensure timely and accurate submission of internal IFRS/BPC reporting
• Ensure efficient and compliant financial operation including accounting, reporting and tax
• Ensure vendor payments are timely and correctly paid and recorded in system
• Drive automation, process optimization and best practices to improve financial processes and controls.
• Manage month end and year end close processes. Ensuring accurate and timely financial reporting
• Monitor daily trial balance and investigate any abnormalities.
• To ensure that all operational aspects of the branch is managed in accordance with existing laid down rules and procedures, as well as the requirements of both the Labuan Financial Services and Securities Act (LFSSA) and Labuan Companies Act (LCA).
• To ensure timely monitoring and escalation of risk issues, including Nostro, Sundry and Suspense reconciliation and Open Item reconciliation to the relevant unit(s) / Heads.
• To ensure that all Nostro accounts, sundry and suspense accounts are reconciled promptly and investigate on outstanding unreconciled items.
• To work closely with Information Technology and product specialists on the enhancement of SCBOL systems to enhance capability to support business including but not limiting to Islamic Banking products fully in compliance to laid down procedures and guidelines.
• Conduct CST and KCI for cash operations with timely and complete submission.
Financial & Regulatory Reporting (aligned to Job Family)
• Prepare account reconciliations, journal entries, data compilation and various general ledger accounts, review against accounting standards and act as liaison with various internal teams, to ensure data accuracy and timely delivery
• Develop and review financial statements and reports, in accordance to applicable reporting standards, to ensure reports are accurate, compliant, produced on time and disclosures are best in class
• Prepare and conduct performance analytics, identify variances and find resolutions, to ensure that report submissions are robust and accurate.
• Prepare and complete audits, prepare responses for submission to address queries about reporting, and liaise with external auditors and Country Finance teams and Regulators to address queries effectively and in timely manner
• Identify and resolve accounting and (regulatory) reporting issues and complete remediation and restatement work for any returns requiring resubmission
• Review and document procedures and ensure that desk operating instructions and procedures are up to date at all times.
• Identify trends to improve the reporting process, design periodical, quarterly and annual reports, in line with IFRS, Accounting Policies and financial requirements
People & Talent
• To provide training/ coaching to subordinates at all levels.
• Ensure appropriate succession planning and development framework are in place.
• Promote culture of performance, collaboration and continuous improvement
Risk Management
• To ensure FX risk and Tax risk are duly monitored, reconciled and/or managed.
• Maintain strong internal control in line with company policies and local regulatory requirement
• To ensure all safe custody items lodged are under dual control at all times.
• Support audit, internal audit and regulatory inspection with proper documentation and resolution of findings
Governance
• Prepare and submit all required regulatory returns
• Ensure accurate and timely SST submission with reconciliation and documentation
• Manage e-invoice preparation and submission, ensuring completeness accuracy and control check
• To ensure that the Departmental Operating Instructions (DOI) in respect to Accounts, Regulatory Reporting and Freezing of Funds Pursuant to AML and CTF are updated on annual basis to synchronization with Group prevailing guidelines.
• Ensure full compliance with local financial, tax and corporate regulation
• Ensure Compliance to Group Operational Risk Policy, Anti-Money Laundering Prevention policy including compliance to Labuan FSA’s requirements and all other relevant policies
• Assist Country Money Laundering Prevention Officer in carrying out his duties in the prevention of Money Laundering within the Unit
• Liase with external auditor and regulator
• To respond to queries by SCB Group and Regulator on SCBOL’s financial reporting and/or financial affair.
• Oversee regulator reporting ensure accuracy and timeliness
• Coordinate SLA/IGA and perform annual review process when necessary
