Job Summary

•    The Lead, Campaign Hub Governance is responsible for defining and operating the campaign governance and compliance framework for the Digital Campaign Management Hub across multiple markets.
•    The role ensures that all digital sales campaigns are compliant by design, consistently governed, and fit for execution at scale, while balancing regulatory requirements with speed and business outcomes.
•    This role acts as the central governance authority within the Campaign Hub execution model, providing clear rules, decision frameworks, and escalation paths across suitability, cross border delivery, data usage, content validity, and responsible use of AI in marketing.
•    The focus of the role is governance judgment, operating discipline, and execution guardrails.

Key Responsibilities

Campaign Governance & Compliance Framework
•    Define and maintain a clear, practical governance framework for digital campaigns covering content, suitability, targeting, data usage, approvals, expiry, and cross border delivery.
•    Ensure governance requirements are embedded into campaign operating processes, not treated as late stage checks.
•    Act as the final governance decision point for high risk, cross border, or exception based campaign scenarios.
Market & Cross Border Governance
•    Define and enforce country engagement and escalation rules for hub led and hybrid campaign execution.
•    Govern campaigns across growth vs non growth jurisdictions, restricted targeting scenarios, and cross border exceptions.
•    Ensure markets clearly understand what the Hub owns vs what countries own in campaign compliance and approvals.
Suitability, Targeting & Content Controls
•    Govern suitability principles and exclusion rules for regulated products and eligible customer segments.
•    Ensure appropriate disclaimers, content validity, and audience eligibility are applied consistently across markets.
•    Oversee content lifecycle governance, including content validity, expiry, and reuse controls.
Responsible AI & Automation Governance
•    Define governance principles for the responsible use of AI and automation in campaign creation and optimisation.
•    Ensure AI assisted content and decisioning are subject to human oversight, accountability, and existing compliance standards.
•    Provide guidance to Campaign Hub and markets on appropriate AI use cases, risks, and safeguards in digital marketing.
•    Act as escalation point for AI related content, suitability, or risk concerns.
•    (Note: This role sets guardrails and judgment — it does not build or configure AI models.)

Governance Monitoring & Continuous Improvement
•    Define and track core governance KPIs (e.g. approval discipline, suitability exceptions, content expiry compliance, cross border issues).
•    Identify recurring governance issues and drive root cause fixes, not one off exceptions.
•    Continuously refine governance standards to enable faster execution over time, not create friction.
Enablement & Advisory Role
•    Educate Campaign Hub teams and country stakeholders on governance expectations and decision principles.
•    Act as a trusted advisory partner to Digital Sales, Product, Legal, and Compliance teams for campaign related governance questions.
•    Ensure governance decisions are well documented, auditable, and consistent across markets.

Regulatory & Business Conduct
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct.
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Key stakeholders
•    Head, Digital Sales Growth & Campaign Strategy
•    Country Digital Sales Teams
•    Creative Hub teams
•    Group/Market Product & Segment Teams
•    Group Digital Technology
•    Data & Decisioning (CDP/Target)
•    CFCC Advisory
•    Legal

Our Ideal Candidate

•    Bachelor’s degree in Marketing, Risk, Compliance, Digital Business, or related field.
•    10+ years of experience in digital governance, campaign operations, compliance, risk, or digital marketing.
•    Familiarity with Group Cross Border Policy, Country Engagement Rules (CERs), and multi-jurisdictional regulatory constraints.
•    Strong knowledge of Adobe Experience Cloud (AEM, CDP, Target, Firefly, ACM).
•    Strong documentation, risk assessment, and audit preparedness skills.
•    Ability to work across markets and interpret market-specific regulatory requirements.
