Job Summary

The Operational, Technology and Cyber Risk (OTCR) organization is crucial in safeguarding and ensuring the resilience of Standard Chartered Bank's operations, data, and IT systems by managing operational, technology, and cyber risks across the enterprise. Reporting to the Group Chief Risk Officer (CRO), the Group OTCR team acts as the second line of defence, ensuring controls are effectively implemented per the OTCR Framework and fostering a risk-aware culture within the Bank.

The Director of OTCR (Operational Technology & Cyber Risk) will lead efforts to enhance operational efficiency and mitigate risks within the organization. This role involves strategizing, implementing, and overseeing processes that ensure optimal performance and compliance with regulatory standards. The Director will work closely with cross-functional teams to identify areas for improvement, develop risk management strategies, and drive continuous improvement initiatives.

Key Responsibilities

Delivery Leadership:

  • Translate the vision and strategic direction of the Head of OTCR Operational Excellence & Risk Delivery into a structured program roadmap with clear milestones, objectives, and ownership.
  • Ensure timely delivery of complex, cross-functional initiatives encompassing technology enablement, regulatory readiness, risk domain expertise, and change management across all lines of defense (1LoD - 3LoD).
  • Drive accountability across multiple workstreams, managing dependencies to ensure realization of outcomes and visions.

Governance & Standards:

  • Own and steer governance forums (Steering Committees, Working Groups, senior executive updates), including agendas, meeting packs, minutes, decisions, and action tracking.
  • Provide high-quality reporting and dashboards to give senior stakeholders clear visibility of progress, risks, and outcomes.
  • Ensure compliance with Change Delivery Standards (CDS) and the Bank's governance frameworks.

Stakeholder & Leadership Engagement:

  • Act as the deputy to the Head of OTCR Operational Excellence & Risk Delivery for assigned initiatives, representing the program in senior forums.
  • Build alignment across the first, second, and third lines of defense, ensuring consistent messaging and ownership.
  • Provide clear communication and manage expectations across global stakeholders.

Change Adoption & Capability Building:

  • Partner with business owners to embed changes into Business As Usual (BAU) processes.
  • Support cultural change by reinforcing risk awareness, accountability, and continuous improvement.
  • Mentor and guide PMO and delivery resources, strengthening program execution capability.

Strategy:

  • Drive the execution of OTCR transformation strategy by translating strategic priorities into structured, measurable, and well-governed delivery outcomes.
  • Support the Head of OTCR Operational Excellence & Risk Delivery in operationalizing enterprise-wide risk, regulatory, and transformation priorities.

Risk Management:

  • Proactively identify, assess, and manage delivery, operational, and regulatory risks across programs, ensuring timely escalation and mitigation.
  • Ensure programs are delivered with strong governance/risk discipline, audit readiness, and alignment to the OTCR risk management framework and Lines of Defence model.

Governance:

  • Establish and operate effective governance forums, ensuring clear decision-making, transparency of progress, and timely escalation of risks and issues.
  • Provide high-quality, decision-ready reporting to senior management and committees to support effective oversight and regulatory confidence.

Skills and Experience

  • Strong background in risk, regulatory, or operational transformation.
  • Proven ability to manage complex cross-bank delivery with multiple stakeholders across various geographies.
  • Deep expertise in governance, including committee management, regulatory pack preparation, and decision/action tracking.
  • Excellent financial management skills, including budget oversight and expenditure control.
  • Exceptional communication skills, capable of translating complexity into clear, decision-ready materials for senior executives.
  • Strong leadership presence, able to act as a trusted deputy to the Head of OTCR, Operational Excellence & Risk Delivery.
  • Resilient, structured, and proactive in driving outcomes under pressure.

Qualifications

  • Bachelor’s degree in business administration, Project Management, Information Technology, or a related field.
  • Project Management Professional (PMP) certification or equivalent is highly desirable.
  • Additional certifications such as PRINCE2, Agile Certified Practitioner (PMI-ACP), or Certified ScrumMaster (CSM) are advantageous.
  • Proven experience leading large-scale programs in financial institutions.
  • Strong understanding of industry regulations and compliance requirements.
